WPA Monthly Board Meeting

Call to Order: Jacky Walton, President
Attendees: Bob Garrison, Jacky Walton, Janine Cline, Larry McMillin, Inge Ebert, John Walton, Keith Johnson, Al DeMarchi and Adam Anderson.
Quorum: Secretary Janine Cline stated yes there is.
Approval of Minutes: Janine Cline made a motion to approve the minutes for March 2016,
2nd by John Walton, Passed with 9 ayes. Janine Cline made a motion to approve the minutes for February 1st Open Board Meeting, 2nd by John Walton, Passed with 9 ayes.
President’s Report: Jacky Walton wanted to remind everyone that we have residents that are taking advantage of the weather and enjoying walks around the plantation. Please observe our posted speed limits, stop signs and yield to pedestrians.
Jacky Walton reported it’s the property owners responsible to make sure their tenants are following the covenants, by-laws and regulations. These property owners will be held responsible for their tenant’s compliance with WPA policies. Fines for non-compliance will be assessed against the offending owner of the property. He really appreciates the constructive feedback and support from the community.
Jacky Walton thanked Janine Cline for addressing the golf cart issue in the WRAGG.
Vice President’s Report: Bob Garrison states his report was in the WRAGG.
Secretary’s Report: Janine Cline reminded everyone about the shredding on April 29.
Treasurer’s Report: Al DeMarchi reported WPA received the 2015 taxes from James Young, CPA. There was one correction and the CPA will e-file as our agent.
Committee Reports
ARC: Keith Johnson reported the following ARC applications and refund requests have been reviewed and approved:
Lot 191 – Deck addition
Lot 498 – Driveway and Fencing
Lot 443 – Refund of deposit
Lot 135 – Refund of deposit
Lot 224 – Refund of deposit
Lot 499 – Refund of deposit
Legal: Bob Garrison reported on the change in the policy at last month’s board meeting, how monies that are paid to annual assessments can be credited to any levied charges (late fees, fines, penalties, or any lot maintenance fees). If the assessment payment is paid and there are other fees, the payment can be applied to other fees and leave the assessment short. This will put WPA in the position to place liens on properties, to help with collection. Kim, Office Secretary is in the process of updating the liens and lien releases.
Two foreclosures were awarded to WPA. However, they are attached to a third property with a mortgage. This mortgaged property is for sale. Our attorney is working with the bank to resolve this issue.
Finance: No Report
Communications: Janine Cline reports volunteers are needed for the road clean up. She wanted to have it this weekend but it’s supposed to rain the weekend. She will let everyone know when she has a date.
Community Liaison: Adam Anderson: Correspondence received
- A stop sign has gone missing on Duck Pond.
- A second complaint about a neighbor that has dogs running loose, excessive noise late at night and excessive cars in the street.
- A letter pointing out vacant lots on Daniel Morrell that need moving
- A pothole on Gov. Johnson
Welcome Committee: Inge Ebert reported the following new residents were visited since the last meeting:

Drainage: Al DeMarchi reported project on Governor Johnston has been completed, approved for $3,000 only spent $1,800. The project on Ricefield has been completed, approved for $9,500 only spent $6,470. Kim, Office Secretary will pay the invoice. LC Landscape will be working on the other drainage project this following week.
Water Amenities: John Walton reported he needs to order more marina cards. There are only three cards available in the office. John asked the board how much could be spend before having to get approval from the board. Bob Garrison replied he could spend up to $500 just needs one executive board member approval.
Roads – Adam Anderson reported the road project is almost completed. Coastal still has to repair a few areas of the roadside and do some grading. Coastal has stated the work should be done by next week. The stop sign will be replaced on Duck Pond and the pothole on Gov. Johnston will be repaired this weekend.
Condo Liaison: No Report
Grounds: Larry McMillin reported in preparation for the growing season, the Grounds committee has worked diligently to beautify the entrance area to the Plantation. An amount of $1,600 had been appropriated at the March meeting to cover the cost of flowers, and to date, we came in under the amount at $1,532.95. Most of these flowers have been planted and are doing nicely. The remainder are waiting for irrigation repairs to be completed on a previously unused flower bed on the right as you exit. We will call on our volunteers to complete this as soon as all is ready.
The irrigation pump which was destroyed during the flood has been replaced and is working nicely. At the March meeting, the board had appropriated $800 to cover this expense. The pump, with an added two year warranty, cost $354.35. All the old fittings and wiring were reused on the new pump. I have not yet received the bill for the installation. Some electrical issues had arisen due to the flooding and many thanks to Mr. Glady Thomas for his time and expertise to resolve these problems. I received approval to purchase a small pump to serve as a back-up if the main system should temporarily fail. This cost was $53.49.
In conclusion, the chemicals added to the pond to control the algae and weed growth is working well. The total cost for chemicals needed for two treatments was $53.42. In the past, we were under contract with a company to control this pond growth at a cost of $125 per monthly, with only limited success.
Compliance: Bob Garrison reports there have been multiple instances of property owners initiating repairs and/or modifications of properties without seeking proper ARC approval or obtaining the required permits for these projects. Please remember that projects such as re-roofing, fences, building and placement of utility sheds and most other changes or additions to properties require an ARC permit and ARC approval prior to initiation of these projects. Non-compliant property owners, when identified, will be subject to fines, stop-work orders, and in some cases removal of non-sanctioned improvements.
To avoid this, please check with the office before beginning any work project. This will ensure that you will have complied with any and all ARC requirements.
Old Business –
Inge Ebert stated the danger of under age children driving golf carts. She asked that it be addressed.
Bob Garrison replied it’s a state law you have to be 16 years or older to drive a moving vehicle, but it’s an unenforceable law.
New Business –
Larry McMillin asked that anything political not be in the WRAGG.
Resident Comments:
Randy Vaughan asked that all of the committee members be named in the WRAGG. He also asked about the $50 non-refundable fee.
Al DeMarchi explained the non-refundable fee is for the administration fee (paper work, permit and reviewing).
Next monthly meeting will be on May 17, 2016.
