Wedgefield Plantation Monthly Board Meeting Minutes

April 21, 2015   7:00 pm

 

Call to Order:  Jacky Walton, President

Attendees: Jacky Walton, Bob Garrison, John Walton, Larry McMillin, Keith Johnson, Adam Anderson. Absent: Inge Ebert, Al DeMarchi & Janine Cline

Quorum:  Bob Garrison stated yes there is.

Speaker: Phil Lazzari- Mr. Lazzari spoke about the Stop Sign at the triangle. He stated he rightfully got a ticket by not stopping. He suggested installing a yield sign instead.

 

Approval of Minutes:  Bob Garrison made a motion to approve minutes for February 2015, 2^nd by John Walton, after finding a report being inadvertently left out of the minutes it was decided to table until corrected and approve in April’s meeting. 6 ayes, motion passed.

 

Bob Garrison made motion to accept March minutes, 2^nd by John Walton with 2 corrections; Adam Anderson being present and Harbortown Landscaping being changed to Island Greenery for the purchase of flowers. 6 ayes, motion passed.

 

President’s Report:  Jacky reported the Easter Egg Hunt was well attended with approximately 12 kids and numerous adults. Jacky stated that hopefully we will have a better turn out next year and everyone had a great time.

Committee Reports

 

ARC:  Keith reported the following have been reviewed and approved:

 

• Lot 035- Landscape & Fencing Approval
• Lot V43- Fence Violation & Approval
• Lot 088- Re-Roof Approval
• Lot 065- Small Tree Removal
• Lot 109- Small Tree Removal
• Lot 068- Small Tree Removal
• Lot 134- Refundable Builder Deposit
• Lot 027- Refundable Builder Deposit

 

Legal: Bob reported that the WPA will be selling two properties for delinquent assessments on June 1, 2015. Sales will take place at 12:00 noon at the Georgetown County Court house, as advertised in the Georgetown Times.

 

This should serve as a clear indication that the WPA is serious about the collection of assessments and that the WPA board is making every effort possible to enforce collection of these debts from non-compliant members.

 

Members who are past due on assessments are advised to make every effort to contact the WPA and attempt to make payment arrangements to avoid this type of legal action and loss of property.

 

To those of you, (the vast majority of members) who meet their obligations to the WPA in a timely manner, we thank you for your continued support and appreciate your compliance to the rules and regulations of the WPA.

 

Finance: No Report

 

Communications: No Report

 

Community Liaison: Adam reported on the following correspondence:

 

1. A letter about a fence that was too tall. The ARC committee was already aware of the issue and had met with the owner to remedy the situation. A letter was sent to the resident explaining what had occurred.

 

1. A letter about the condition of the asphalt at the end of Swamp Fox. The writer was told that this area is on the list of repairs to be done during this next round of work.
2. A letter about the condition of a lot on King George. The writer was told that their letter was forwarded to the Grounds Committee.

Welcome: Bob Garrison read Inge’s report due to her absence.

 

Inge’s report stated that since working on this committee, she and Vivian have visited 5 families.  So far, they have one more to go in the Condominiums.  #20 has new owners, brothers Robert and Frederick Steingress.

 

Drainage: No Report

 

Water Amenities: John Walton reported that the slag is not being produced so at this time the road hasn’t been completed. It will be completed as soon as the steel mill starts producing.

 

Roads:  Adam reported that he met with Earthworks and bids were due at the end of May and he will report more when he has them. Adam presented the specs and they will in the file.

 

 

Condo Liaison: Bob Garrison read Inge’s report due to her absence.

 

Inge’s report stated that fixing of the Parking Lot of Regime III, at the very end of Wraggs Ferry Road is still being addressed.  Regime members and Jacky Walton as well as Dick Mooshie have met with the Georgetown Water & Sewer District, and are working hard on getting compensation from the District. Several quotes have been received and will be voted on during the next Wedgefield Village Association Meeting on May 2^nd.

Once we have a response, the WVA will get with Adam to see what can be done when general paving is scheduled.

 

Grounds: Larry reported that spring planting has started. He thanked Annette Dwyer and others who came out to help. Larry reported that this project came under budget including the compost purchase. Many comments have been received on how beautiful everything is.

 

Larry reported that he and his committee purchased additional American Flags for the upcoming holidays. The online order for 30 Flags came in at $37.55 including shipping.

 

Larry reported that the irrigation system needs to be operational. It has been determined that the control panel is defective and needs to be replaced. Larry made a motion, 2^nd by John Walton, to purchase a new control box for no more than $280. Motion passed with 6 ayes.

 

Larry reported he received a call from management of GCW&SD concerning the proposal for the compost site. The new proposal is that the WPA pay the legal expense for drawing up a simple lease agreement. Larry hopes to get the WVA involved with the cost also. Jacky stated that the WVA meeting will be on May 2 and he will bring it up then. Larry tabled this motion for May’s meeting. Larry also reported that he would like to erect a 12 ft. gate with the WVA also benefit from this. The total cost Larry estimated for everything would be $225.00.

 

Larry reported that nothing new is happening with the gatehouse. He has not received the estimate as promised from the gutter company. He stated that weather has prevented this from being continued. The gutter guards have been installed on the office and seem to be working very well.

 

Larry reported that there are numerous complaints concerning the speeders coming in the plantation. He suggested getting speed bumps for the entrance, He stated his committee researched several types and came up with 4 of these; two for the incoming and two for the outgoing. Larry stated that the cost of these include ng shipping would be approximately $305 each along with 2 reflective signs to warn these drivers of these bumps at a cost of $120 additionally.  Larry made a motion to spend no more than $1,400, 2^nd by Keith Johnson, for the 4 speed bumps and one reflective sign. Larry decided to table his motion until further information was gathered.

Discussion: Bob stated he hasn’t seen any complaints come in. Larry stated the complaints were verbal. Bob then questioned why these were needed in the outgoing lane. Larry stated that it would also slow the people leaving the plantation. A question was then raised about emergency vehicles. Then discussion went to rumble strips. Adam Anderson then suggested hiring a traffic engineer for a professional solution.

Old Business:

 

2^nd reading and vote for the Policy changes were discussed.

 

1. Section V- Covenant #7; Outside Burning

Motion is to add to Section V, Item #3 to read as follows:

 

3. COVENANT #7 OUTSIDE BURNING (Rev. 4/21/15)

 

Relating to Covenant #7 (noxious or offensive activity) as pertaining to outside burning, the following restrictions and definitions shall apply:

 

1)  Open burning of trash or yard debris shall be prohibited at all times.  Trash will be defined as garbage, paper products, Styrofoam or any similar materials.  Yard debris will include leaves, branches, clippings or outdoor dead plant materials.

 

2) Contained fires in firepits, burn barrels or pots used for recreational purposes or cooking, outdoor fireplaces and grills shall be permitted.

 

Also this section will be re-numbered as Section 3 and the previous Section 3 will be re-numbered as Section 4– FINES FOR NONCOMPLIANCE WITH RESTRICTIONS. Motion was made by Bob Garrison, 2^nd by John Walton, motion passed with 6 ayes.

 

2. Appendix V-1- Temporary Sign Application

A motion was made by Bob Garrison, 2^nd by Adam Anderson to change the wording on the signature line to read as “Realtor or Owner as applicable” from “Realtor” only. Motion passed with 6 ayes.

 

3. 3. Section VI- Communications: Item 2: Scope and Reporting.

A motion was made by Bob Garrison, 2^nd by Keith Johnson to delete the “Yard of the Month” requirement as it not being done anymore. Motion passed with 6 ayes.

 

4. Section VI- Communications: Item 2.01.03.b

A motion was made by Bob Garrison, 2^nd by Keith Johnson; to replace the word “will” be published to “may” be published. Motion passed with 6 ayes.

 

5. Section VI- Communications: 2.04; Community Events.

A motion was made by Bob Garrison, 2^nd by Keith Johnson to edit items 2-5 to read as:

2. Remove “scheduled the Saturday before Easter at 10:00 am”
3. Remove “held the first Saturday in May”
4. Remove “held on July 4^th”
5. Change “decorating and cleanup” to “events:”

Motion passed with 6 ayes.

 

New Business:

 

Notification of the next Monthly Meeting- May 19, 2015

 

Resident Comment:

Dave Hastings- Jericho Court. Dave stated that speeding is also very bad on Wraggs ferry road. He stated he thinks the speed bumps are a good idea. He also included that something does need to be done.

 

Randy Vaughan- Gov. Johnston Rd. Randy suggested to Larry to use reflective vests. All volunteers should use them. Randy also stated that the landscape people should have them. Larry stated they do but it still doesn’t help. Randy questioned Bob concerning the signs that are in bad taste throughout the plantation. Bob stated these changes for the policy are “For Sale” signs. Randy asked then who decides what signs are correct.

 

Jack Meador- Wraggs Ferry Road. Jack stated that speeding is getting bad throughout the whole plantation. Also the loud mufflers are becoming a problem.

 

Larry also questioned the availability of these cones for the landscape crew. Bob stated that the office is open on Tuesday and they will have access to them.
