Officer Reports

Presidents Report – Robert McMahan reports, Thank you all for being here. Please be aware of your neighbors, the elderly, and single. Give them a call and check on them. It might help them during this time.

Thank you to all the decorating help. There was around twelve people starting Wednesday that showed up to help and were able to finish pretty quickly. Sand, candles and jugs are available for the luminaries.

Monday after the Annual Meeting we had our reorganizational meeting.

Vice Presidents Report –

Secretary’s Report– Stan Earnhart reports, Thank you to the community and the Board for their support as a new Board Member.

Stan Earnhart makes a motion to approve the minutes from the Reorganization meeting. Motion seconded by Jonathan Rutstein. All in favor. Motion carried.

Treasurer’s Report– Peggy Phillips reports, As of November 30, 2020, our Operating Account with South State had a balance of $104,514.66. Our Debit Account with South Atlantic had a balance of $1,117.47. The ARC Escrow Account with South Atlantic had a balance of $13,764.34.

Each board member has been given an Updated Reserves Report. The Reserve Account balances were; South Atlantic $136,511.04, Edward Jones $272,809.61, TD Bank $58,333.63 for a total in Reserves of $467,654.28.

At the September 15th meeting, the board approved up to $3,500 for speed bumps and signs. It was decided this would be charged to the Roads Reserve. Per procedure, this amount was transferred from South Atlantic Reserve Account and deposited to South State Operating Account. A check in the amount of $3,160.15 was written to Gary Dreher to reimburse him for this purchase. At the October 20, 2020 meeting, it was pointed out this should not have been taken from Reserves. A check for this amount was written from South State Operating and deposited to South Atlantic to reverse the expenditure. The item has been charged to the Operating budget under account- Roads Repair/ Maintenance. Peggy Phillips makes a motion we accept this item to be paid from the Operating Account. Motion seconded by Jonathan Rutstein. All in favor. Motion carried.

Committee Reports

ARC– Tom Macedo reports, Tom Macedo makes a motion to add Gary Dreher, Bob Garrison, Bob McMahan, Trina Wilson, Jackie Walton and Ken Gaspari to the ARC Committee. Bob Garrison seconded this motion. All in favor. Motion carried.

Legal- Bob Garrison reports, All new board members have completed orientation and signed required documents. Bob thanks all those who helped decorate the front entrance.

Bob Garrison makes a motion to add Adam Anderson, Jackie Walton, Bob McMahan, and Peggy Phillips to the legal committee. Motion seconded by Jonathan Rutstein. All in Favor. Motion carried.

Finance– Peggy Phillips reports, We have received our Engagement letter from our CPA, James Young for 2021. His fee for our monthly financials will be $160, the annual audit will be $1,950 and the tax return will be $225. This will be a total of $4,095. Peggy Phillips makes a motion to retain James Young as CPA and agree to his annual terms. Motion seconded by Jonathan Rutstein. All in favor. Motion carried.

Peggy Phillips makes a motion to add Inge Ebert, Jacky Walton, Michael Downs, Bob McMahan, Bob Garrison, and Jonathan Rutstein to the Finance Committee for 2021. Motion seconded by Jonathan Rutstein. All in favor. Motion carried.

The question was asked about the retention of Financials. It was explained we have copies of all financials in the office from 2017 through current. Prior to 2017, the financials are stored with other documentation for specific years. It was asked about being audited by the IRS and that we might need financials prior to 2017. Our CPA, James Young states; “The Associations’ income tax returns for years before 2017 are no longer subject to examination by the Internal Revenue Service.”

Communications– No report.

Community Liaison– Adam Anderson reports, We have had the following letters:

A complaint of a camper parked in a driveway on Daniel Morall. The resident was advised that as long as no one was living in the camper, it was not a violation to have a camper on your property.

Two separate complaints from the same resident about conditions of construction sites on Francis Parker. These were sent to the ARC committee.

A letter about conditions in the condo area, an issue with a resident’s dog, and the condition of the parking lot and exterior of the condos. The resident was directed to the regime leadership for her condo and given the contact information for the animal control division of the sheriff’s department.

A question about what providers for cable internet and phone were available in Wedgefield. Michelle answered this.

A complaint about a resident having ducks on a property on Joanna Gillard. Adam wrote the resident a letter advising them that there had been a complaint about the ducks and to please address the issue immediately.

A request for financial records for regime 4 of the condos. The resident was given contact information for her specific regime.

Welcome Committee– Bob McMahan reports, Bob McMahan makes a motion to add Jean Hayman, Marion Cuttino, and Neena McMahan to the Welcome committee. Motion seconded by Adam Anderson. All in favor. Motion carried.

Drainage- Stan Earnhart reports, Thanks Gary Dreher and Al DeMarchi for providing information about the drainage system in Wedgefield.

Stan Earnhart makes a motion to approve Gary Dreher, George Gross, Tom Macedo, Marge Miller and Wendell Peacock to the drainage committee. Motion seconded by Gary Dreher. All in favor. Motion carried.

Water Amenities– Ken Gaspari reports, There are a few potholes at the landing to be taken care of He is still looking into camera’s at the boat landing. A new gate is very expensive. Bob Garrison suggests getting a new card reader that leaves a footprint of who has been there.

Condo Liaison– Jonathan Rutstein reports, Jacky has received good comments on the new landscaping contractors hired.

Roads– Gary Dreher reports, The roads committee is going to try to get the speed humps in around the first of the year.

Grounds– Gary Dreher reports, He has met with Mark Howard and will be looking at bids for the ground’s maintenance contract.

Gary Dreher makes a motion to add Dale Hayman and James Anyss to the grounds committee. Motion seconded by Adam Anderson. All in favor. Motion carried.

Compliance– Bob Garrison reports, He would like to remind residents who have concerns or complaints to submit them in writing (email/letter) to the office. If you need to contact a Board member to please do it through the office. Compliance committee is actively looking for committee members as we go through policy changes. We have to make sure the Board and residents are doing like they should.

Bob Garrison makes a motion to add Peggy Phillips to the compliance committee. Motion seconded by Stan Earnhart. All in favor. Motion carried.

Website Committee- No report.

Old Business- Adam Anderson makes a motion to approve a hundred-dollar gift card to be given to Gene Baker for his help during cleanup after a storm. Motion seconded by Ken Gaspari. All in favor. Motion carried.

New Business– Bob Garrison makes a motion to give Michelle Blythe a $200 Christmas bonus and Kathy Browy an $100 Christmas bonus. Motion seconded by Stan Earnhart. All in favor.

Motion carried.

Public Comments– Al DeMarchi says he has written the Board about trimming trees over road. When are the speed bumps going to be placed. He also stated that a number of infractions are being committed by the contractor on Francis Parker Rd. Said he doesn’t know if he has even submitted plans.

He hasn’t submitted house plans. Tom said he has been approved to clear lots. Al says he does not have the authority to clear lots without house plans.

Tom Macedo informs him that it is a worksite and his crews have been hit with Covid. Says he should be starting back up this week.

Al says drainage ditch not working at 457 and 458 has a slab on it and is flooding his lot. Tom said this is being worked on.

Peggy said she has had several people commenting on spectrum giving a special deal for residents. Jonathan Rutstein says he will have a report on this next month.

Peggy lets Ken know that we have the marina cards at the office and she will show him how to validate and invalidate them.

Golf Course Update– Jonathan Rutstein reports, The Manor house is under new management. The LLC has secured financing to purchase the golf course and hiring an attorney is underway.
