WPA OPEN BOARD MEETING MINUTES
February 20, 2018
Call to Order: Bob Garrison
Attendees: John Walton, Peggy Phillips, Adam Anderson, Larry McMillin, Butch Williams, and Bob Garrison
Absent: Jacky Walton, Keith Johnson and Steve Vasey
Quorum: Secretary, Yes
Approval: Motion to Approve the Minutes of January 16, 2018 made by Bob Garrison, Seconded by Butch Williams, Motion carried.
Officer Reports
Presidents Report: No Report.
Vice President’s Report: No report.
Secretary’s Report: Larry said that the assessments have been steadily coming in and we have improved our address base so that it is probably the most accurate it has ever been.
Treasurer’s Report: As of January 31, 2017, reserve account balances were:
South Atlantic, $239,291.19; Edward Jones, $58.523.56 and TD Bank, $206,595.43 for a total reserve balance of $504,696.43, these amounts reflect interest in the amount of $118.70
Per recommendation of the Finance Committee, Peggy made motions:
- to move $80,000 from South State,
- $100,000 from TD Bank,
- $120,000 from South Atlantic and
- $50,000 from Edward Jones Money Market
to Edward Jones six-month CDs, at an interest rate of 1.7%. This move coincides with the Policy Manual Guidelines of “investments shall be secured with maturities not to exceed six (6) months, unless there are substantial reserves for longer terms.” John Walton seconded the four
(4) motions and all motions passed.
Committees Reports
ARC: Permit lot 33 for a pool; Permit lot 376 for a patio; Refund lot 171; Refund lot 164; and Refund lot 376.
Legal: I contacted South State Bank regarding a property that they own. I wanted to know who was responsible for paying the assessment, since they are paying the taxes. They didn’t know, but said they would check into it.
We are dealing with the Gate House and we have been served a lawsuit, a repeat from the same as last year with the exception of the request for $100,000 damages.
Finance: No report.
Communications: No report.
Community Liaison: We received the following letters this month;
(a) a complaint about yard debris being dumped on a vacant Wraggs Ferry lot;
- An opinion on the speed bump issue;
- a question about who is responsible for the road when the water company makes a ;
- a question about a leaking roof on the condos and who is responsible (given to Jacky Walton); and
- a complaint about yard decorations on
Welcome Committee: Butch Williams said we have new residents, Theresa Trans on Ricefield Place and Ken and Florene Odgers on Francis Parker.
A condolence card has been sent to the family of Bob Siiufi.
Drainage: No report.
Water Amenities:
Boat Landing: Stone Construction and Greenware Contracting were contacted concerning landing road maintenance and rip rap repair, but did not place bids.
We have received a bid from J.C. Landscaping for maintenance and repair of the landing road and concrete rep rap of canal edge. Total cost of the job is $7,325.00. I make a motion that we accept this bid to fix the landing road and rip rap and bring it up for the current season. Adam Anderson seconded and motion passed.
Dredging. Regarding extending the existing federal and state permits for dredging at Wedgefield Plantation. Earthworks has notified us that relevant to their past experience with this type of project, they propose billing on an hourly basis. They estimate the cost of the project to be $2,500. The committee strongly recommends we start the permit extension process with Earthworks. It was agreed that this issue can be tabled for a month, so that a meeting with the canal owners can be scheduled.
Condo Liaison: No report.
Roads: We have had contractors come out this month to look at the sign project. We have added a couple of signs to the original proposal. We look to hear something from these contractors soon and should have something to consider at the March meeting.
Grounds: At last month’s Board Meeting, the decision to purchase an LED sign was tabled until more details about the mounting base was obtained. We estimate 600 bricks, roughly
$180, six bags of mortar mix $42; the foundation will require 8 bags of concrete mix $36; labor to lay bricks approximately $1,200. Including the sign purchase of $2,185, it totals to approximately $3,643. I make a motion we approve $3,750 to cover all aspects of this project. Bob Garrison seconded and Motion carried.
Compliance: Butch Williams reviewed the Golf Cart policy. He has been in touch with a lawyer as well as local law enforcement. We will set up a meeting with the compliance committee to discuss options.
Website Committee: We discussed the possibility of adding social media links to our website, presently there are three in connection with Wedgefield Plantation.

Old Business: Update on credit card application of several months ago. South State has cancelled the application. We are waiting to hear oif they will re-open the application or if we have to re-apply.
Update on cost of Reserve study is approximately $3,246. What we look for is framework much like a budget. Bob made a motion to enter into a contract to make updates to our Reserve Study, Adam Anderson seconded and Motion passed.
Searching for a possible CPA – nothing to report on that tonight, Peggy said.
New Business

Public Comments
Bob McRae, brought up the reasons for investing into an update of the Reserve Study.
Tom Macedo asked about purchasing a security camera at the entrance. He thinks it would help. Butch said he is working on it and Wendell Peacock said he is working on it.
Bob Tindall, asked about the drainage solution on Francis Parker Road and said the issues has been going on for about a year.
Bob Buice suggested that we all support the Manor House restaurant, he explained that business won’t pick up until the course opens, so we should all use it now. He went on to explain the type of food served, etc. bob also said that they are running four lawnmowers over an John Waites and lowering the blades to get the course ready. Next week they are going to spray fire ants and weeds, can’t do the greens until Bermuda grass starts to grow.
Butch also explained that the restaurant was packed on Valentine’s Day and the food was great.
Carolyn McBride suggested that we buy gift certificates and give them to new neighbors in our Welcome Package. Butch said he would look into that.
