WPA MONTHLY MEETING MINUTES
July 18, 2023
Call to Order –Joe Myers

Absent-Jonathan Rutstein, Meredith Marsh, Bob Ramsey
Resident speaker– Amanda Depew spoke on her concerns of using lot 5a for an amenities center. Joe Myers let her know we were only in the investigating stages of these projects.

Approve– June 20, 2023 Minutes approved as amended.
Officer Reports
Presidents Report –No report. Vice Presidents Report –No report Secretary’s Report– No report
Treasurer’s Report– Valerie Cooper reports, As of June 30, 2023 our account balances were as follows: Our Operating Account at South State had a balance of $319,948.55. Our debit account with South Atlantic had a balance of $1,666.40. The ARC Account with South Atlantic had a balance of $11,840.63 with two deposits totaling $3,500 and total refunds off $750.
The Reserve Account Balances as of 6/31/23 were, South Atlantic $7,228.03, Edward Jones $281,456.35 Money Market Account, $50,000 CD Liberty Bank, and $50,000 CD Wells Fargo, TD Bank had a balance of $224,000.60 and Anderson Brothers had $50. New 6 month CD opened in May 2023 matures 11/10/2023.
Committee Reports
ARC– Ken Gaspari reports, We have one new home application, approved on Joanna Gillard. We have done done a final acceptance on lot 9. We have approved several new fences and driveway repairs.
Legal– Bob Ramsey reports, Per covenant 9, “The board cannot spend assessment funds on new construction.”Our attorney concurs that since our proposed amenities can be justified as “for the benefit of the Wedgefield Owners”, Covenant 9 does not apply to prohibit them.
We cannot use assessment funds for streets, roads, water and sewer” We are okay because we are connecting to existing streets, water and sewer, not doing original construction, and Article V Section 4 does not apply to our project.
We can change the $15,000 loan limit. .The Article X Section 11 bylaw needs to be changed by a vote by our HOA members in good standing.
Finance-Valerie Cooper reports, Thanks to those who have paid their annual dues. Over 90 percent of owners have paid and are current. In July, we began the process of attaching liens to those who are not current.
The Finance committee met in June to review three proposals and with their recommendation, the Board approved Taylor and Gruber CPA to produce our monthly financial statements, and Joan Hodges to conduct the audit of the 2022 year end statement and file our tax return.
A new five-year Reserve Study is underway to provide the Board a solid road map for future funding needs to maintain our current assets such as our roads, marina and landscape needs.
The Finance Committee and the Board will be looking at options to fund some capital improvements projects such as a pool, pickle ball a tennis courts and nature trail. The Finance Committee will begin developing the 2024 Budget in the next month.
Communications/Website- Food Truck Tuesdays is doing great. We will continue as long as there is interest. Fourth of July went great. We also had a blood drive which they said was very successful. We had 18 donors and raised $440 for Helping Hands. They would like us to do it twice a year. August 3rd is back to school. Trina makes a motion to approve up to $1000 to have a back to school party for the kids, with water slides and food. 5 yays 1 nay. Motion carried.
We are also going to start working on the directory and getting emails from the residents.
Condo Liaison– Dave Decreny reports, The WVA has requested a meeting with the WPA. It will be July 27h @ 7pm to discuss roads and amenities.
Community Liaison-No report
Welcome Committee– There are 5 neighbors that we will be welcoming this week.
Drainage- Joe Myers reports,working with arc to monitor a home being built on Ballard place.
Water Amenities– Joe Myers reports, Canal Depth Maintenance project is on schedule for dredging to begin November 2024 an completed by March 31, 2025. We are now completing the Permit application process.
We have a resident using the landing as a truck/trailer storage facility. A parking violation has been issued. Continued violations will incur towing at the owners expense.
Roads– Ken Gaspari reports, He has almost finished replacing all the road signs He is repairing pot holes and road edges. Concerned with Ballard Place. The road is in bad shape. Beverly Homes and the board will be meeting to see what king of money needs to be spent to repair the road. It will be a process until the building is done on that road.
Grounds– Mark Howard will be cutting a dead tree at 2087 Wedgefield rd and charging $500.
Compliance– Stan Earnhart reports, WE are working on a complaint of an overgrown lot on John green, that need to bush hogged. Stan make a motion to authorize $500 to be used to have this lot mowed, then bill the owner of the lot. Motion approved.
Capital Improvement- The board approved soil survey has been completed. The final report will not be available until July 27. We have financial estimates from all sub-committees. We have met with the 5A neighbors. They have requested to receive information as the project continues. Capital Improvement request for a loan referendum to be added to the annual meeting agenda will be submitted by the August 1st deadline.
Golf Course Liaison– No report.
Old Business- 1st reading of updated section III ARC policy tabled.
New Business– There was discussion about the location for the annual meeting. Trina will be checking on this.
