WPA Monthly Board Meeting
July 19, 2016 7:00 pm
Call to Order: Jacky Walton, President
Attendees: Bob Garrison, Jacky Walton, Janine Cline, Larry McMillin, Keith Johnson, Inge Ebert and Adam Anderson. Absent AL DeMarchi and John Walton
Quorum: Secretary Janine Cline stated yes there is.
Approval of Minutes: Janine Cline made a motion to approve the minutes for June 2016,
2nd by Keith Johnson, Passed with 7 ayes
President’s Report: Jacky Walton reported the election cycle is approaching and please talk to your neighbors or friends and come join the board.
Vice President’s Report: Bob Garrison reported in last month’s meeting Al DeMarchi submitted his letter of resignation effective on August 1st. The remaining term would be from August 1st until the election. According to the rules the board posted on the website and put a sign outside the office about the vacancy. The window for resumes closed on July 12. The board received one resume for the position.
Secretary’s Report: Janine Cline reported the telephone directory is finished but the WPA is waiting for a return call from the publishing company. The WRAGG is finished and has been sent to the Georgetown Times.
Treasurer’s Report: No report
Committee Reports
ARC: Keith Johnson reported the following ARC applications and refund requests have been reviewed and approved:
Lot 208 – Re-roof approval
Lot 053 – Refund of deposit
Legal: Bob Garrison reported liens have been filed on properties that are delinquent and copies have been mailed to property owners. WPA has received payment from a foreclosure and a resident who is set up on a payment arrangement is making payments on time.

Community Liaison: Adam Anderson: Correspondence received
- An overgrown lot on William Screven that is not being maintained by the landscaping crew.
- A 2nd complaint of a shed that was placed on a lot 225. He is asking ARC committee and the board to reconsider allowing this shed.
- A lot maintenance issue on King George.
- A cluttered yard and lack of maintenance at a home on John Green.
- A complaint about the condition of a pond in the Daniel Morrall area.
- A letter pointing out errors in the financial report from last month meeting.
- Poor lot maintenance on a lot on Swamp Fox.

Water Amenities: John Walton Absent, Adam Anderson read report
A meeting is being planned for mid-August for the waterfront property owners to discuss the idea of maintenance dredging of the canals and to discuss all aspects of the project. A letter will be mailed to all canal owners soon inviting them to this meeting.
Roads – Adam Anderson reported there are a few areas where cars often run off of the road that are becoming dug out. He has some cold patch that he intends to place in these areas as soon as it dries out. There are also some minor potholes on Governor Johnston and King George that will be getting some cold patch as well. Everything else seems to be holding up okay including the areas we just had repaired and those from the 2014 repairs.
Condo Liaison – No Report
Grounds: No Report
Compliance: Bob Garrison reported this election will have 4 open seats. He asked the board about a 2 tier election: one for the 3 year terms and one for the 2 year term. Who chooses to run can pick which term they prefer.
Jacky Walton said he believes this would be confusing to people.
Janine Cline asked what if no one chooses one of the terms.
Bob Garrison made a motion that the candidates will be determined by the number of votes cast. The most votes goes to the 3 year terms and the least votes goes to the 2 year term which will be the 4th candidate for this election. 2nd by Inge Ebert and Passed with 7 ayes.
Old Business – None
New Business – Adam Anderson made a motion to approve the nominating committee Larry McMillin, Ed Wozniak, and Jamie Cristello. 2nd by Bob Garrison and Passed by 7 ayes.
Resident Comments:
Mady Cavanaugh asked if there was anything new about the golf course.
Jacky Walton stated he hasn’t heard anything new.
Bob Garrison said he wanted to send a letter to the owner of the golf course to see what his intentions are for the mowing of the golf course areas before we offer to mow some areas.
Randy Vaughan asked if the board had asked for any legal help about the golf course.
Bob Garrison replied no.
Randy Vaughan asked the board do some research on what WPA can do because he is worried about property values.
Bob Garrison said we could look into doing something but doesn’t think there is anything the Association can do legally.
Madeline Claveloux asked about the mowing of vacant lots. She asked if the grassy lots received 6 mowing’s or 4 mowing’s per season.
Jacky Walton replied 4 mowing’s per season.
Madeline Claveloux asked if the spoil site was done last year.
Larry replied it was done 2 times last year and once already this year.
RV Wheeler asked if he will receive a response from his complaint about the shed.
Bob McMahan asked if WPA paid money out for paving of the state roads in the entrance.
Jacky Walton replied no
Bob McMahan asked if we could turn the roads over to the state.
Jacky Walton replied no, the roads are not wide enough.
Bob McMahan asked about the canal meeting in August and if any home owner could attend the meeting.
Adam Anderson replied it’s only for the canal property owners.
Deborah Seale asked for a copy of the association insurance policy.
Next monthly meeting will be on August 16, 2016.
