WPA MONTHLY MEETING MINUTES
June 18, 2019

Officer Reports
Presidents Report – Jacky Walton reports, We are getting into the full swing for the Annual Election. I appoint Tom Macedo as the nominating Committee Chairperson. If anyone would like to join the nominating committee get with Tom.
Vice Presidents Report – No Report
Secretary’s Report– Larry McMillin reports, In recent weeks, an effort has been made to research some of our governing documents., Although, there are numerous mentions of our By- laws, we have been unsuccessful in locating them in the county records. Even the State has been reluctant to help us with this search. If you are a long time resident, with a deed or other legal documents referencing the 1976-1978 period please contact the office to aid us if possible. A book and page number would greatly help in locating where they are recorded at the county level.
One of the printers in the office is having issues. It has worked well for many years but should be replaced soon. In order to save money, we use our equipment to print all literature in- house for the Annual Meeting and Election. This requires that we have a reliable copier. Larry McMillin makes a motion we appropriate up to $500.00 to purchase a new printer/copier for the office. Motion seconded by Bob Garrison. All in favor. Motion Carried.
We are also are in preparations for the Annual Meeting. The church on Black River Road has been reserved for November 16th, 2019. The Meeting starts at 10AM.
Treasurer’s Report– Peggy Phillips reports, As of May 31, 2019, our Operating Account with South State had a balance of $213,280.30 which reflects $50,000 being moved to the Reserve Accounts per Board approval at the May, 2019 meeting. Our Debit Account with South Atlantic had a balance of $1,885.39. The ARC Escrow Account with South Atlantic had a balance of $8,300.00. We had deposits of $1,500 and five refunds in the amount of $2,000.00.
The Reserve Account balances were South Atlantic- $248,040.33, Edward Jones- $366,607.32, TD Bank- $58,158.71 for total reserves of $672,806.36.
We paid Ben Cox Company $6,490.00 from Marina Reserve and $666.67 to Earthworks from Canal Reserve. Not reflected in these totals were the following paid after May 31, 2019, $22,592.50 to Carter Dredging for Canals, $1,200.00 to Altman Pressure Washing for Marina, and $200.00 to Live Oak for Drainage.
Committee Reports
ARC– No Report
Legal- Bob Garrison reports, We got a letter from an attorney representing an owner of a lot from Goelet Court. This man has owned this property for many years and wants to know why we won’t build roads for Goelet Court. Our by-laws will not allow us to do this. Our attorney wants to know when it was recorded. We are having to get someone to search for the original date stamped recording because we cannot find an original here at the office.
I also received a letter from another resident owning property in this same area who says he cannot use or sell his property. He has paid his dues for years and now says he will no longer pay his HOA dues. He would not fight us if we tried to foreclose on this property.
A majority of properties in this area are owned by one owner. This person has not paid dues in years and there is a mortgage on this property so it would be no use for us to foreclose on this property, because we would never be able to get our money back that is owed. We do not know what is going to happen and we wanted the community to be aware.
Finance– Peggy Phillips reports, We currently have 15 delinquent accounts for 2019. Per our policy, liens will be placed against these properties in July. There are 26 properties delinquent from previous years of which 22 of these are one owner.
We will make every attempt to collect all money owed to the Plantation.
Communications– No Report
Community Liaison– Adam Anderson reports, We have received a question about cutting overgrown trees and a question about the settled ARC lawsuit.
Welcome Committee– The Welcome Committee has done an awesome job getting the directory ready for publishing. We would like to thank Jean, Carolyn, Neena, and Michelle for a good job getting this ready. They have raised $1770 in total revenue in addition to $470 last month. 69 of the changes in the directory came from people who read the Wragg and filled out the paper included in this. The directory is under construction until June 30th in order to be ready for publishing on July 3rd.
Drainage- Al DeMarchi reports, Project 3. Custom drain basin was completed after several delays at the manufacturer. Equipment breakdowns and lock of replacement parts further delayed the start of the work. The drain box, all 6800 lbs. was delivered on site 6/15/19 and was broken. The manufacturer agreed to replace it by 6/24/29 so work should start shortly thereafter. Work will require approximately one week. Wragg’s Ferry will remain open, but be cautious because the guard rail will be down.
Project 2. Wedgefield Road and Governor Johnston main drain under Wedgefield road work will start approximately Wednesday, July 3, 2019. Road may be restricted to traffic for short periods of time during construction. Steel plates will be installed temporarily to maintain traffic flow. Please be cautious and courteous to the workmen.

We have contracted Live Oak to grade and clear underbrush and he has already been paid.
Larry McMillin commented that the work done on the back of the circle still has standing water and did not accomplish anything. Al DeMarchi said he would check on this.
Water Amenities– John Walton reports, Boat Landing: The Boat landing docks have been cleaned and sealed. I did not pick the color. Mr. Altman assured me that it had a better UV rating and will stand up better to its intended use than what was previously used. Time will tell.
Jacky Walton asked why half of the dock wasn’t painted. The contract called for him to power wash and paint the whole thing. John Walton said he would call him back and get him to come back.
Remember valid parking stickers must be displayed on your windshield at the landing. Towing will be enforced.
Landing Road: We have had several positive responses about the landing road repairs. We need to keep Ben Cox in mind for future repair work as long as the material is available.
Canal Committee: The final hydrographic survey has been completed by EarthWorks and all the depth soundings are excellent. Our dredging permit will be closed out by them. We anticipate one or two more payments due to EarthWorks for the closing out process.
I spent two days this week with the help of Brad Davis, mowing the berm of the dike at no charge to the community. This is in preparation for our engineer, Mark Donovan, to inspect the spoil site. Mr. Donovan has to assure the Army Corp of Engineers that the dike is intact (no breeches) flashboard riser is working properly and other things of this nature are in compliance. We have also asked for a cubic yard measurement of dredged material that was placed in the disposal basin.
Bob Garrison asked about any plans on bulkhead on offside of dock, because it is falling in and Adam Anderson asked about the bulkhead at John Green. John Walton responded by letting them know Chris Carrol is getting ready to have a bulkhead put in and will get bids on this so we can put it in the budget.
Larry McMillin lets John know we need more Marina cards for the office. John Walton made a motion to approve up to $500 for Marina cards, Adam Anderson seconded this motion. All in favor. Motion Carried.
Condo Liaison– Jacky Walton asks about the WVA pool bands and what was thought about making sure the condo owners were up to date with their HOA dues with the WPA. If they are not in good standing with the WPA should we not allow them pool bands at the WVA.
Bob Garrison said if a requirement with the WVA is that they be in good standing with both then they should have to be governed by both the WVA and the WPA. It is entirely up to the condo regimes if they choose, if they choose they should contact the office to find out if they are not in good standing.
Roads– Adam Anderson reports, He is still working with paving contractors to get some bids in. We have one in hand, one in progress and one who is giving us the run around.
Stop signs have been replaced that were damaged. This cost us $100 per sign with Sign Shark. One of the responsible parties for the damage of the stop sign has agreed to pay for the damage. The other responsible party does not want to pay. We will pay the bill then send them a bill for the replacement of the sign.
Grounds-Larry McMillin reports, There are a number of areas along the streets where trees are hanging low and underbrush is encroaching the berms. I am preparing a list of problem areas for the maintenance crew to address in the near future. They have started on some areas today and will work on more as they can.
Compliance– No report.
Website Committee- No report.
Old Business- Butch Williams made a motion to approve the content of the directory excluding the covenants. Motion seconded by John Walton. All in favor. Motion carried.
Butch Williams makes a motion to allow the welcome committee to go to the UPS to print directory with a contribution not to exceed $600 for printing from the WPA. Motion seconded by Bob Garrison. All in favor. Motion Carried.
The new directories will be included in the Welcome packages for new residents. The Welcome Committee is looking for street captains to help distribute the directories when they are printed.
The cameras have been installed at the entryway. Butch has talked to the guy to find out if there was a law about having a sign. The camera guy says there is not. Butch Williams asked the rest of the Board if we wanted to put a sign up. Bob Garrison believes this would be a good idea.
Butch Williams also wanted to know if we wanted to paint the one camera or leave it like it was. The Board agrees to leave it like it is. Butch also says that we need to pay the guy who installed the camera. Peggy Phillips informed him that we have not received an invoice yet. Larry McMillin let Butch know that the date stamp on the camera system was wrong and the man needed to pick up tree and was not happy about the wires and cords showing in the office.
New Business-
Public Comments– Connie Downs said that craigslist has an ad up for pipe that came from the dredging and wanted to know if that money was going into the canal reserves. John Walton said the dredging company gave this to Brad Davis and it was his to do as he pleased.
Jean Hulse-Hayman commented that the bulk head on pine grove needed some attention. John Walton let her know that this would be replaced.
Al DeMarchi let the Board know that the website needed to be corrected. The covenants should be under covenants instead of bylaws. He also asked about the funding for the Reserve Study last year. Larry let him know there was a copy in the office of this study.
Marion Cuttino asked if the Board could get the ice-cream truck to coordinate with when the school district brings the children out for the first-tee program on the golf course. Jacky Walton told her that would have to be brought to Mitch Anderson.
Golf Course Update– Butch Williams reported, The golf course is in better shape than it has been since he has lived here. The pool has been having adult swim nights. The golf course also has some tournaments coming up.
