MINUTES OF MARCH 21, 2017 WPA BOARD MEETING
Call to Order: Jacky Walton at 7:00 p.m.
Present: Jacky Walton, Bob Garrison, Adam Anderson, Janine Cline, Peggy Phillips, Keith Johnson, John Walton, Larry McMillin and Inge Ebert
Quorum: Yes
Approve: Janine made a Motion to approve the Minutes of February 21, 2017, Jacky made a correction in “Resident Comments” from “President, Jacky Walton” to “Vice President, Bob Garrison”; Motion to approve the Minutes of February with correction, Seconded by Bob Garrison, motion carried.
Officer Reports
President: Everyone is aware that the 2017 Assessments are past due. We appreciate your paying in a timely manner. Everyone should be aware that a $20 a month late fee will be added.
Vice President: Bob Garrison reported that he had made contact with the owner of the golf course and they had verbally agreed to a hold harmless agreement. Bob, along with Jacky Walton and 5 or 6 other residents attended a GCED meeting with Ryan Tucker and had discussions regarding having the County own the golf course. The County proposed a joint partnership with the County and residents. The County needs to see if the residents are willing to contribute. They need to raise approximately $250,000 and discussed a sliding scale, perhaps on the residents assessed value. The County needs to know if this Board would endorse a partnership with the County and the County would run the golf course and residents could play with preferred pricing. I would like the Board to approve a special venue for the residents to hear the proposal and the County is going to want a number of people interested. Bob made a Motion for the Board to authorize expenditure of funds of no more than $250 to set up a meeting at Georgetown Presbyterian Church to discuss this proposal with the residents. Janine seconded and the motion carried. Bob also made a Motion for the Board to authorize the expenditure of funds up to $400 for mailing a notice of the meeting to all residents, Inge Ebert Seconded and the motion carried.
Secretary: Janine Cline discussed the Easter plans, Jumpy Castle rental and East Egg Hunt of the 15 of April, Yard sale of May 6th, the phone directory and the information for the upcoming issue of the Wragg.
Treasurer: Peggy Phillips reported that we have a total of $429,270.40 in Reserves;
$184,393.27 in South Atlantic; $58,353.21 in Edward Jones; and $186,523.92 in TD Bank. Peggy made a Motion to move $30,000, from our Operating Account to our Reserve Account
based on percentages, Inge seconded, Motion carried. Peggy made a Motion made to transfer
$9,500 from Landscape Reserve into Emergency Reserve Account, Inge seconded and motion carried.
Committees
ARC: Keith reported that there were two tree removal requests, two re-roofing requests and four (4) refunds of ARC deposits in February.
Legal: Bob Garrison reviewed the policy for delinquent assessment payments and requests that everyone make every effort to avoid further costs and make arrangements to being your account up to date and restored to good standing. The WPA will be happy to work with any property owner who has a legitimate hardship.
Finance: There are 13 accounts past due that are individuals with outstanding balances for prior years. Delinquency notices were mailed to any unpaid accounts on March 1st and we will continue to actively pursue collection of these delinquent accounts.
Communications: No report.
Community Liaison: No letters this month.
Welcome Committee: Inge Ebert reported that she sent cards to four new residents and will set up visits with them when she hears back. She sent condolence card to Nancy Jones, daughter of Marion Arendt, who passed away earlier this month.
Drainage: We have finally received a proposal for drainage project on Joanne Guillard and will be calling a meeting with the Drainage and ARC to discuss that.
Water Amenities:
- Boat Landing, We have an estimate from MC’s Landscaping for two loads of #2 slag. One is to refurbish the road and one to refurbish the turn-around area, approximately 22 tons per load, at a cost of $1,540. Two loads of surge rock re also needed to refurbish rep-rap and shore up parking area along road starting at the electric box and coming back towards the gate at a cost of $1,606 and $1,000 to grade and spread all materials. Total cost would be $4,146. Storm Damage Tree Removal: John made a Motion to approve
$4,146 from Reserves to JC’s Landscaping for marine road repair, Janine seconded and Motion carried.
- We received two bids to remove trees from canals; JC’s Landscaping of $7,950 and Thomas Bone Construction of $14,600. John made a Motion to Approve $7,950 to JC’s
Landscaping for tree removal from canals with homeowner’s permission, Bob seconded and motion carried.
- Dredging – Phase I: Hydrographic survey has been completed, Burn was Once the burn is completed, Earthworks will resume with the topographic survey.
Condo Liaison: No report
Roads: Bid packets for sign replacements project went out and the deadline is March 31st
Grounds: Larry McMillin reported that he expects to spend approximately $1,600 for flowers and materials this Spring. Larry made a Motion to allocate $1,600 from his Grounds Budget, John Walton seconded and motion carried. Hoping for volunteers to come out and help.
Larry made a Motion to approve $600 from the Irrigation Repair and Maintenance portion of the Grounds budget for professional help with the irrigation system. Bob Garrison seconded and the motion carried.

New Business: Keith Johnson has proposed a change to the ARC, Section III, item 2.05. First Reading of that change.
Comments:
A question regarding the “for sale” sign for the golf course.
Randy Vaughn said he had no response to his letter of two months ago; there are no financials on the website.
A resident requested to keep the discussion on the golf course positive. We need to sell the course.
A resident mentioned it took a long time for his ARC request to be granted. Keith responded to his statement.
