MINUTES OF MAY 16, 2017 WPA BOARD MEETING
Call to Order: Jacky Walton – 7 pm
Present: Jacky Walton, Bob Garrison, Adam Anderson, Janine Cline, Peggy Phillips, Keith Johnson, John Walton and Larry McMillin
Absent: Inge Ebert
Quorum: Secretary – yes
Approve: Janine Cline made a Motion to approve Minutes of April 18, 2017 meeting, Bob Garrison seconded and motion carried.
Officer Reports
President: Jacky welcomed everyone and thanked them for coming. Jacky said that the golf course property is being mowed by some of our residents through-out the plantation headed by Mr. Butch Williams. There is a meeting scheduled for Thursday, May 18th at 6 pm at the office to discuss the particulars and the scheduling of the mowing. The Board commends Butch Williams for his hard work.
Vice President: Bob Garrison said that a good many people have inquired about the unsightly presence of the For Sale sign and wanted to know what is going on at the Manor House. Bob read an email from Gary Roberts of Caldwell Banker regarding the project of selling the golf course. Bob suggested that he move the sign to a better location. Gary Roberts said the sign was put there temporarily while working at the manor house. The sign will be relocated once they get the debris removed from around the buildings.
Secretary: Janine Cline mentioned that the road clean-up this past week was a success and thanks to the Ground Crew and volunteers. Spectrum is still working on internet and we are proceeding with the new directory.
Treasurer: Peggy Phillips said that present reserve accounts total $455,838.97 and total interest for the April is $88.81. Our balance in Operating Account as of today is $154,197.01.
Committee Reports
ARC: Keith stated that we had permits issued to re-roof Lot 163, Tree removal lot #204 and #153; Handicap ramp lot #123 and refund to lot #326. If anyone applies for a permit and you don’t hear back from me within a week, please notify me.
Legal: No report.
Finance: Peggy Phillips stated that we currently have 52 properties that have not paid the 2017 assessment and 13 delinquents from prior years. We will continue to make every attempt to bring these accounts current.
Communications: No report
Community Liaison: Several reports including stop sign, for sale sign on golf course, drainage issue, survey questions, proposed meeting with the county and a section of Wedgefield Rd.,
where Georgetown county did not finish the job, and potholes in the area. If you have any to report, please call me.
Welcome Committee: New condo resident Kathleen Hayes. Mrs. Buice passed away and Mady Cavanaugh is very ill and cards were sent.
Drainage: We still have a couple of drainage issues we are working on and we are looking for quotes. We will keep you updated on our progress.
Water Amenities:
- We are waiting for JC’s Landscaping to do the landing road maintenance they contracted to complete.
- John Walton made a Motion to order 100 marina key cards at a cost not to exceed $600. Seconded by Janine, Motion carried.
- Storm Damage tree removal: JC’s Landscaping has currently removed the trees from the canals. Thanks to Jamie Cristello and Steve Vasey for helping me out.
- Dredging Phase One: The hydrographic and topographic surveys have been completed. Funds were transferred to WPA from the Wedgefield Waterfront Property Owners to pay that invoice. We are now waiting for information from Earthworks engineering firm to move forward in getting quotes from dredging companies.

Condo Liaison: No report.
Roads: After the lack of bids on the signs, I am looking into alternatives. I have researched on the web and am looking into someone local to make the signs. I am looking at about $4,000 +/- for the signs and then looking for someone to install.
Grounds: We are very happy with the service from Howards Quick Cut. We finally have a reputable company and they are doing a good job. We eliminated mowing the wooded lots and we have 10 lots on the grassy sections and we sent letters to the owners and 8 of the 10 sent
checks to pay for mowing, one died and one we haven’t heard from. First mowing will be next week. They are supposed to mow four times a season.
Compliance. No Report. I believe there is a first reading for a policy change and it will go under new business.
Old Business: No Old Business
New Business: Keith would like to propose a first reading on ARC Section 3, 2.05, called tree removal so we are trying to clarify as to what requires a deposit and what doesn’t. We would like to change it to read: “the following projects do not require deposits, but do require ARC approval: exterior color change, satellite equipment, irrigation well, pet area w/o pad, recreational equipment, and small tree removal no larger than 8” four feet from grade (not lot clearing. Rev.)”
Resident Comments:
Butch Williams – Thanks for your support. As of today we have 106 paid households. The budget needs 200 households to take part. This guy is doing a great job. They are out there six or so hours a day. They are using a bush hog and a zero-turn mower. There will be a meeting Thursday, May 18th 6 pm. at the HOA office to discuss the plan to mow and maintain. We are trying to make it look better. We are going to look at finding someone to cut the trees down and haul the wood off and we are going to try to get that for free. I put pins in the holes to make it look like a golf course again.
Paul Langer – How do you get information regarding the mowing? Butch said they are looking for street captains. There are signs indicating the website. Flyers are going out tomorrow as well as an email blast, we will discuss that at the meeting tomorrow. Residents can put their money in the drop box at the Office.
Roger Armistead. Roger met with other residents regarding a petition to the County buying the golf course. He contacted Mr. Tucker and they are trying to set up a meeting. Mr. Armistead read an email from Brian Tucker regarding setting up a meeting for June 1.
Bob McMann – Street lights around Manor House, are they ours? Bob Garrison explained that they are not.
