WPA OPEN BOARD MEETING MINUTES

October 17, 2017

 

Call to Order: Jacky Walton

Attendees: Jacky Walton, Inge Ebert, Peggy Phillips, John Walton, Larry McMillin, Janine Cline, Bob Garrison and Keith Johnson

Absent: Adam Anderson

Quorum: Secretary, Yes

Approval: Janine Cline made a motion to approve the September 18th Board Meeting minutes, Inge seconded, Motion Carried. Bob made a motion to approve the minutes of the September 19th Board Meeting, Janine seconded, Inge mentioned a correction to be made from “at Wraggs Ferry” to “to Wraggs Ferry,” Motion Carried as amended.

Officer Reports

Presidents Report: Jacky Walton thanked everyone for coming. If you are not planning on attending the Annual Meeting, please fill out proxy/absentee ballot and mail it in prior to November 9th.

Vice President’s Report: Bob stated that no Board business will be conducted at the Annual Meeting and will be resumed at the December 19th Board Meeting. There is a Candidate Meeting at the Manor House on the 19th and he encouraged all to attend and listen to the candidates. We have four candidates running and no matter how this comes out, we will have new board members.

Secretary’s Report: The ballots were mailed on October 14th. Janine stated that a seven-month delay by Athens Publishing was unacceptable and made a motion to have the Georgetown Times print 500 directories for no more than $1,100.00, Inge seconded and Motion Carried.

Janine made a motion to approve four more residents to the Election Committee. They are Peggy Phillips, Nancy Johnson, Bob and Barb Nichols. Inge seconded motion and Motion Carried.

Treasurer’s Report: On September 30, 2017, our South State Operating Account had a balance of $134,697.80. Per our September, 2017, Board Meeting, we transferred $60,000 from this account to be distributed to the Reserve Accounts. $40,000 was deposited in South Atlantic and

$20,000 was deposited into TD Bank. The Board approved $20,000 be allocated to the Emergency Reserve and the $40,000 balance be applied to each of the Reserve categories based on the percentage allocations. Reserve Account balance is $504,221.11 and interested earned for the month of September totaled $97.88.

 

Committees Reports

ARC: Refunds to lot 278, 73, and 474. Permits were issued for a storage shed lot 362 and re- roof V4.

Legal: We are in process of working on delinquencies who haven’t paid this year. Any resident who hasn’t paid their assessment by November 8, is not eligible to vote at the Annual Meeting. Five (5) owners are still delinquent from this year. We now have a payment plan in place for a delinquency of over $4,000. By and large we are in pretty good shape on that. Application for credit card approval is in the works.

Finance: No report. Communications: No report. Community Liaison: No report.

Welcome Committee: I have given out the latest update of the New Residents List. I have sent a letter to the Gaspari family, 87 Pine Gove Lane, but have not received a response. If anyone knows of new residents, please let the office know so we can contact and welcome the families. Bob mentioned a new homeowner on King George that is not on the list.

Drainage:    No report.

Water Amenities:

Boat Landing: Residents need to read application instructions when applying resident stickers to vehicles. As stated per the instructions they signed, when accepting the parking permit sticker, stickers are to be placed in the lower left side of the windshield (driver’s side). John read the warning that is placed on the windshield of parking violaters.

Canal Committee: Jamie Cristello, Steve Vasey and I (John Walton) cleared and mowed the top of the dike on the spoil site. Thanks to those who have been helping with this hard work. This work had to be completed as this Thursday, we are having a visit from Earthworks, our engineering firm, and contractors interested in submitting bids to do the needed repair work on the dikes. These contractors will place bids after this visit per the engineering specs. After the bids are received, we will have a better idea of the total funds needed to complete Phase II of the entire dredging job.

Condo Liaison: Wedgefield Village Association has requested a Santee Electric Lamp Post at the very end of the condominiums by #31 and #33. The area is extremely dark and can be dangerous for people walking to their condos. An official request has been sent to Larry McMillin.

Roads: No report.

 

Grounds: A tour of the condo area was taken since the September meeting. This was done to identify low-hanging branches of the trees along Pool Place and Wedgefield Village Road. Our maintenance crew has agreed to address this problem at their earliest convenience.

A call was made to Santee Electric requesting that the engineer meets with me to view the location of the new streetlight in the condo area.

I made a proposal at the September Board Meeting to modify the office parking area for better and safer access to Wragg’s Ferry Road. I made an error in reading the winning bid from Love Concrete and misread their $ 2,800 bid as $ 2,300. I am making a motion that the Board approve an additional $500 to correct my error. John Walton seconded and the Motion Carried.

Compliance: No report.

Old Business: Second reading of Section VI, 2.03 regarding removing the Communications Committee’s responsibility for printing and distributing the member’s directory by the end of June each year. Bob made the motion to approve and Keith seconded, Motion Carried.

New Business: Inge mentioned the increased amount of yard sale signs lately and questioned what could be done about it.

Public Comments

Larry McMillin mentioned the earth tremor he felt today.

Randy Vaughn wanted to know why the directory of membership could not be put on the website. The Board responded that privacy issues are the concern.

Connie Downs wanted to know how the drainage issues that have occurred on lots 457, 460 and 461 were resolved. It was explained that the homeowners remedied the situation. She also asked why isn’t there a line item in the budget for drainage. It was explained that drainage expenses are taken out of Reserve Funds.

Next Monthly Board Meeting is December 19th at 7 pm
