Motion to approve August 17, 2021 Minutes made by Stan Earnhart. Motion seconded by Tom Macedo. All in favor. Motion carried.
Motion to approve September 16, 2021 closed Board meeting minutes made by Bob Garrison. Motion seconded by Stan Earnhart. All in favor. Motion Carried.
Officer Reports
Presidents Report –Bob McMahan reports, Thanks to everyone who is at the meeting.
Vice Presidents Report – No report
Secretary’s Report– Stan Earnhart reports, Envelopes for the Annual Meeting packets are in the office. The WPA office is collecting data and preparing the Annual Meeting Documents. We hope to have the annual meeting packets in the mail the first week of October.
The Board held a closed meeting to discuss the Clerk’s evaluation Thursday, September 16.
Treasurer’s Report– Peggy Phillips reports, As of August 31, 2021, our Operating Account with South State had a balance of $138,093.19. Our Debit Account with South Atlantic had a balance of $2,027.16 and the ARC Escrow Account with South Atlantic had a balance of $50,014.34.
The Board has been given an Updated Reserves Report. The Reserve Account balances were: South Atlantic $164,900.82, Edward Jones $272,829.19, TD Bank $223,535.28 for a total in Reserves of $661,265.29.
Committee Reports
ARC– Tom Macedo reports, We currently have 30 open new home applications ranging from clearing to almost finished. We have 26 open minor applications in process. If anyone has an outstanding application for a project that has been completed, please contact Michelle at the office so you can be reimbursed.
Legal- Bob Garrison reports, He will have an upcoming seminar to go over policy and procedure for prospective and current Board members. Three out of four prospective Board members had shown up to the last meeting.
Finance– Peggy Phillips reports, On September 16, the Board Members and the Finance Committee met to finalize the budget for 2022. Thank you to the Board members and Mickael Downs, Inge Ebert, Joe Meyers, and Jacky Walton for their participation and input in the budget process. Based on the meeting, several items have been changes and the Board has been given a copy of the updated budget. Peggy makes a motion to approve the budget as presents. Motion seconded by Bob Garrison. All in favor. Motion carried. All in favor. Motion carried. At the August meeting, the assessments were approved to remain at $525. The approved budget will be included in the Annual Packet mailed to the membership.
The CPA, James Young, prepared our State and Federal Tax returns for 2020. We paid $737 for SC State Taxes, $3,103.00 for Federal Taxes, due to the lot we sold, and the CPA $225 for preparing the returns. We also paid the attorney, Joe Crosby $3,542050 for legal fees.
Communications– No Report
Community Liaison– Adam Anderson reports, We had the following correspondences for September 2021:
A complaint about lot conditions at 617 Francis Parker. The compliance committee is looking into this.
A complaint about a pothole on Wragg’s Ferry and a suggestion that we install a no outlet sign on Wragg’s Ferry. Also a complaint about the condition of a vacant lot on Wragg’s Ferry. These have been forwarded to the grounds and roads committees.
A report of a street light out on King George. Michelle has reported it to Santee Electric.
A resident asking the ARC for a fence variance on Haig Ct. The ARC committee is handling this. A complaint about a resident on Ballard leaving lawn clippings in the road after mowing grass. A letter is being sent to the lot owner advising of the complaint and asking to be more mindful of neighbors.
A letter from a developer complaining about the new fee rates for new home construction. Tom handled this.
A letter from a resident upset about the spectrum package not being implemented. I wrote her back about the process that we have gone through and brought her up to date.
A question about new house plans and if they had been approved. Michelle answered this. A complaint about the new ARC fees from a lot owner wanting to build a new house. Tom handles this.
Welcome Committee– No report
Drainage- Stan Earnhart reports, J & M have completed projects 5, 6, and 7 (sink hole on Screven and Wragg’s Ferry, catch basin clean out and install storm grates at Wedgefield and Gov Johnston)
Stan Earnhart makes a motion to accept bid from J&M Sitework for $9,000 to repair pipe between lots 41 & 42, repair/replace drain pipe behind 63 Daniel Morrall, verify connecting catch basin is not leaking, and regrade swale behind units 82, 72, 73, and 74 Pool Place. Motion seconded by Gary Dreher. 3 ayes (Stan, Gary, Tom), 4 nays (Bob M, Bob G, Ken, Peggy) Motion fails.
Water Amenities– Ken Gaspari reports, The boat landing gate will be locked on September 27th. This is posted on sign and Facebook. The lights have come in for the dock, but have not been put up yet. Bob McMahan is looking for someone to be available from 9-12 Saturday to give out new marina cards. Bob McMahan asks for Ken to get someone from the water amenities committee to be here.
Condo Liaison– Jonathan reports, No Report.
Roads– Gary Dreher reports, Sign posts have been replaced with new ones at Francis Parker and King George. A few extra were ordered and are being stored in the guard house for future repairs. The pothole at Wraggs Ferry and Robert Conway was repaired. The dip in Wedgefield road has increased over a pipe that may be collapsing. We will need some analysis at low tide. Gary has received two quotes from coastal asphalt. He is waiting on another quote before a vote is made on this project.
Grounds– Gary Dreher reports, The landscapers have trimmed some vegetation near roads. If you have any issues, please contact the office by phone or email. The pond has been over taken by vegetation. The Carp are not helping. We treated the pond on September 20 with copper sulfate.

Public Comments– Joe Myers said he almost got a golfer where the speed hump is on Wedgefield rd. at Francis Parker. He said the golfer couldn’t see him through the brush. Bob McMahan says that is golf course property. He is sure if we notify them, they will take care of this.
Karl Ghettman asked why is the gate going to be locked and asked why it wasn’t posted on the website since some people don’t use Facebook. He also says he has lived here since 2004 and the amount of drainage work that has bee done is poor. He said Stan has been trying and says Bob Garrison has come after him at every meeting. We have a terrible flooding problem back at the condos. The drainage work was done poorly when it was put in. They have paid a lot of money into the plantation and not much of anything has been spent there. He also asks why minutes can’t be posted immediately after the meeting. If he is misses a meeting and comes to the next meeting, the minutes are already outdated. He feels the minutes should be posted as unapproved. The Board needs better communication with the community.
Doug Wagner lets the Board know there is a street light out at the end of Haig Ct.
Doug Wagner also thanks the ARC committee for the quickness of their review of his request.
