MINUTES OF JULY 18, 2017 WPA BOARD MEETING
Call to Order: Jacky Walton
Present: Jacky Walton, Bob Garrison, Adam Anderson, Janine Cline, Peggy Phillips, Keith Johnson, John Walton, Larry McMillin, and Inge Ebert

Approve: Janine Cline made a Motion to approve Minutes of May 18, 2017 meeting, Inge seconded and motion carried.
Officer Reports
President: Jacky reminded everyone that there are three (3) positions open in November. Bring your resumes to Shirley Peterson or the office. Deadline for submission is August 7th.
Vice President Bob is in the process of hiring a contract worker to deal with the financial items in the office. He is meeting with a candidate Wednesday evening.
Secretary: Information has gone to the publisher for the directory. I am in the process of securing the election committee.
Treasurer: Peggy Phillips said that present reserve accounts are as follows: TDBank
$186,648.64, South Atlantic $198,898.78, Edward Jones $58,376.94 for total reserves of
$442,924.36. This includes $89.12 interest for all accounts. Our balance in Operating Account as of June 30, is $149,537.60.
Committee Reports
ARC: Keith stated that we had permits issued to re-roof Lot V08, Tree removal lot #208, deck addition lot #342, Refund lot #208 and #325.
Legal: A lawsuit has been filed against one Board member by a resident. The Legal Committee has researched the use of a debit or credit card and is opposed to use of a debit card. It would be possible for the Executive Committee to have credit cards with reasonable limits. Bob made a Motion to have the attorney review the issue of credit cards for the company and to give us an opinion at a cost of no more than $250.00. John Walton seconded motion and motion carried.
Finance: Per our policy, 39 liens were filed in July on properties that have not paid their 2017 assessments. I have given each Board member a copy of their individual 2017 committee budgets. Any changes of recommendations for the 2018 budget is needed in my box prior to the August monthly meeting. $4,146.00 was taken from the Marina Reserve to pay J. C. Landscaping.
Communications: No report
Community Liaison: We received a letter requesting to view the correspondence file; a letter asking for information concerning the sale of the golf course; a letter concerning a tree that has fallen in the canal; two letters concerned about comments that were put up on a resident blog; a letter asking the Board if there would be any objection to a group of resident starting a
community crime watch; a resident asking the Board if there was a list of published goals that the Board was working towards; and a letter from a prospective home buyer asking about how our board meeting worked and what level of transparency was available to owners.
Welcome Committee: No report.
Drainage: We have resolved the drainage issue with lots 460 and 461.
Water Amenities:
Boat Landing – Marina key cards have been received.
Marina Road – We have experienced a failure of approximately 100-foot section of the rip rap along the marine road. We will seek bids to have this repair done once the ground appears to have settled.
Dredging – Phase I – when we have more complete figures, we plan to have a community wide meeting to disseminate the information about cost and collection of the needed funds.
Condo Liaison: No report.
Roads: At last month’s meeting the subject of adding a few speed bumps was brought up. I have researched the issue. There are two types, the traditional tall type that require an almost complete stop and a newer low version that can be crossed at 10 miles per hours. I reached out to Georgetown EMS and Fire, got a response from the Asst. Chief and they said they had no objection to any type of speed bump we wanted to put in here. I checked Coastal Asphalt, they did Heritage Plantation speed bumps, and they will give us a price, the real question is whether we really want to do this or not.
Grounds: The grounds crew is doing a great job. We have 3 ponds that are getting overgrown. I need to order 100# of copper sulfate weed killer. Larry made a Motion to appropriate up to
$250 for the purchase of 100# of copper sulfate weed killer for the pond. Bob Garrison seconded and motion carried. A complaint was filed in the office regarding an overgrown property. He will send the owners a letter. There is also a complaint of trees needing trimming on Governor Johnson. He has contacted the maintenance crew to trim the trees.
Compliance. No Report
Old Business: Second reading for the amendment to the ARC rules. Keith made a motion to Amend Section III, 2.05 to add ….and large tree removal. Adding also in the following paragraph…and small tree removal no larger than 8” in diameter four feet from grade (not lot clearing). John seconded the motion and motion carried.
Second reading of Amendment to Section VIII adding 7.03.05 Peggy made a motion to add
7.03.05 The application of monies received on any delinquent account shall be the responsibility of the Treasurer, who, after consultation with the President, Finance Committee, and Legal Committee, shall determine the distribution of said funds. (Rev. 7/18/17) Seconded by Bob, motion carried.
New Business: None
Resident Comments:
Tom Macedo – 351 Francis Parker. Hope that you would consider Francis Parker in the speed bumps. Coming around the corner by King George they start speeding up.
Sam – Duck Pond Rd. You said in your informal survey, if 75% said we don’t need speed bumps, otherwise 25% are telling the other 75% how to live.
Butch Williams – We have 176 members in the golf course mowing program and we will continue until we hear the course has been sold. Anita has been in contact with the sheriff’s department to come and discuss crime watch. When she has a date, she will put it on the website. Thanks for putting the mowing info in the Wragg, it brought in more funds. Mitch said he was looking for investors to assist with the golf course.
George Wilson, King George Road – he has seen 2 bobcats, many deer, coyote and two kids on horse on the golf course.
A resident observed a 4-wheeler doing wheelies on the golf course. He informed the individual that he was trespassing.
