WPA OPEN BOARD MEETING MINUTES
January 16, 2018

Approval: Motion to Approve the Minutes of December 19, 2017 made by John Walton, Seconded by Butch Williams, Larry McMillin mentioned a typo, continued to approve with a correction, Motion carried.
Officer Reports
Presidents Report: No Report.
Vice President’s Report: Bob mentioned that as we start looking forward to 2018. We are very appreciative for those who have volunteered to serve on various committees. We need volunteers for nominating committee, election committee, volunteers for Spring/Easter BBQ event. We could use some people to come up with some ideas for upcoming events.
Assessments of $525 are due by the end of the month. No late charges are accrued until the end of February. Members who are not paid are no longer in good standing and will have suspended boat launch privileges, voting privileges, etc.
Secretary’s Report: Our official website is now partially password protected. To access monthly financial reports, meeting minutes and resident directory, you can go to the website and follow directions for establishing your member access. Each member’s user name will be their last name and lot number. Bob asked how many months of minutes are on the webpage.
Directions for accessing the webpage members pages will be in the Wragg, also.
Treasurer’s Report: On December 31, 2017, our South State Operating Account had a balance of $51,782.13.
Our Reserve Account balances as of 12/31/17 were: South Atlantic $239,230.23; Edward Jones,
$58,500.96; TD Bank $206,846.54; for a total of $504,577.73. These amounts reflect interest earned in the amount of $129.11.
To date we have received 183 assessments. We will be recommending opening an account with another institution in order to meet our policy requirement that all accounts be FDIC insured which only covers balances up to $250,000.
Committees Reports
ARC: Lot #40, Fox Swamp Lane, approved a fence permit; Lot 490, Approved fence permit; Lots 490, 342, 476, 190 and 40 refunds. Keith made a motion to add Bob Garrison, Jacky Walton, Al DeMarchi and Steve Vasey to the ARC Committee. John Walton seconded and motion carried.
Legal: As required, the recently approved by-law amendment has been forwarded to the board attorney for recording at the courthouse. The attorney is also continuing to work on delinquent accounts. Those that are still due for 2016 and 2017 assessments are receiving special attention.
Finance: In December nine properties that were past due were sold. One other continues to faithfully make payments. Peggy made a motion to approve Bob McMahan to be a member of the Finance Committee, Butch Williams seconded and motion carried.
Communications: No report.
Community Liaison: We received the following letters this month; a complaint of kids being pulled behind a golf cart, a complaint about someone parking a boat for sale at the end of Wedgefield Road and a letter requesting a meeting regarding a drainage committee.
Bob suggested that we could better identify golf carts if we required a lot number in large letters to be put on the sides of the carts, at some prescribed height, would that help to identify who it is. It was brought up by Keith that enforcement is an issue. Adam said the issue is when we get the complaint it can be a day or so old and we have no idea who it is. The Compliance Committee will look into the matter.
Welcome Committee: Butch Williams made a Motion to put Inga Ebert, Kathy Peacock and Anita Williams on the Welcome Committee; Keith seconded and motion carried. He has new residents to welcome to the neighborhood. Bob said a neighbor passed away and he is not aware of who to send a card to, but if he does get the info, he will forward it along to Butch.
Drainage: Steve said he received a letter tonight regarding a log in a drainage ditch and when there is heavy rain it backs up into the resident’s property on the Francis Parker Road. Steve will be checking that out.
Water Amenities: Nothing new to report at this time on the boat landing. The Canal committee has been working towards completion of Phase II of the canal dredging project. We have met with EarthWorks, our engineering firm, and several contractors out on the spoil site regarding the needed repairs of the dikes. As previously reported, these repairs must be completed and inspected by EarthWorks before the Army Corps of Engineers will certify the dredging project.
The voluntary funds we have collected to this date have almost been exhausted by work completed so far.
The six bids for the project were opened and are as follows; J Mac Construction of $48,034; CL Benton & Sons $245,000; D&L Sitework dated November 8, $94,900 and D&L Sitework dated November 13th for $119,900.00; Brad Davis for $25,000; and, Herr, Inc., for $255,000. It was decided that the Committee will check and make sure all bids are for the same scope of work and which one they want to pursue.
John has a letter regarding a collapsing board at the canal and we need to get bids on that project.
Condo Liaison: Steve reported that the light requested has no yet been installed by Santee Cooper and other lights had issues. The shorter lights with issues are not the responsibility of WPA.
Roads: We are in the process of preparing a new bid package for the sign replacement project. We have some fresh prospects of contractors interested in bidding. The extreme cold and ice and snow last week will likely have an impact on our roads. We will monitor the situation closely.
Adam stated that he didn’t know exactly what to do regarding the speed bumps. Approximately 50% were for and 50% were against them according to the poll we took at the Annual Meeting in November. No recommendation at this particular time.
Grounds: On January 5th someone struck the Gate House at the entrance, causing considerable damage. A police report was filed and an adjuster will come to inspect the damage and write a report. We have a $500 deductible on that building with $40,000 in coverage.
Larry has been researching LED signs to announce activities in Wedgefield. We have several proposals, and Larry made a motion to purchase the sign from TV Liquidators at a cost of
$2,185. Steve Vasey seconded it. After much discussion about the location and cost of building a structure to house it, the motion was tabled until all information regarding final cost could be obtained.
Compliance: Butch Williams made a Motion to add Peggy Phillips and Bob Garrison to the Compliance Committee, John Walton seconded – motion carried.
Old Business: Update on credit card application of several months ago. South State has made requests for documents and we have submitted, but yet we have heard nothing.
Update on cost of Reserve study is approximately $3,246. The specifications on what they would do is in the office for anyone interested in looking at. I think we paid about $5,000 in 2013 for the study. A Reserve study at best is an educated guess and I would prefer that it errs on the cautionary side. What we look for is framework much like a budget. They were the company that had the most reasonable price at the time.
Searching for a possible CPA – nothing to report on that tonight, Peggy said.
New Business
John Walton said that we received a letter tonight regarding a bulkhead that has collapsed into the canal. We need to look into getting this repaired. The part that is collapsing is damaging the two other properties. Water Amenities and Grounds will handle it.
Public Comments
Butch Williams gave an update on the Wedgefield Country Club. There was a small discussion about setting up teams for horseshoe playing. If you are interested in setting up a team, call Mr. Bob Tindell. They are also going to set up a Bocce Court.
Tom Macedo asked about purchasing security camera at the entrance. He thinks it would help. Wendell Peacock is working on it.
