WPA MONTHLY MEETING MINUTES
February 16, 2021
Call to Order – Robert McMahan

Approval – Motion to approve January 19, 2021 Minutes made by Stan Earnhart. Motion seconded by Tom Macedo. All in favor. Motion Carried.
Officer Reports
Presidents Report – Robert McMahan reports, Thanks to all who came out.
Vice Presidents Report – No report
Secretary’s Report– Stan Earnhart reports, under New Business
Treasurer’s Report– Peggy Phillips reports, As of January 31, 2021, our Operating Account with South State had a balance of $226,972.21. Our Debit Account with South Atlantic was used to pay Carbonite $287.99 for our computer back up. On January 15th, we deposited $829.48 from Operating to bring this account back to $2,500. The ARC Escrow Account with South Atlantic had a balance of $18,514.34.
Each Board member has been given an Updated Reserves Report. The Reserve Account balances were: South Atlantic $186,560.1, Edward Jones $272,813.86, TD Bank $58,353.42 for a total in Reserves of $517,727.38.
Per policy, assessments were mailed before 12/31/20. To date we have deposited 406 assessments for 2021 and one that was past due for 2020. Our South State Operating Account now has a balance of $267,561. We have received an additional 11 checks that have not been deposited.
Peggy Phillips makes a motion to move $75,000 from Operating to be deposited with TD Bank. Motion seconded by Adam Anderson. All in favor. Motion Carried.
Per policy, we will mail late notices on March 1st to property owners who have not paid for 2021. A late fee of $20 per month will be added until the assessment is paid.
Committee Reports ARC– Tom Macedo reports, under New Business.
Legal- Bob Garrison reports, We were asked to review a letter from an attorney who thinks we were responsible for repairs at the condo’s. Bob Garrison advised them that we were not responsible for the condos and their financial responsibilities.
A resident on Wragg’s Ferry wants the WPA to put a pipe into their lot. Bob Garrison will be sending a letter, letting them know that we will not be putting a pipe into this lot.
We just got notification that we are being sued. This paperwork has been sent to our insurance carrier.
Finance– Peggy Phillips reports, Lot 485 owned by the Association has been sold and proceeds to Wedgefield were $12,639.69.
Although interest rates on CD’s and bank accounts are virtually nothing, we must follow policy which stipulates Safety, Liquidity, and then Yield. She will contact local banks to see if there are any better rates than we now have.
Seven properties are past due from individuals and 22 are past due from one owner. We will pursue every means to collect these accounts.
Communications– Jonathan Rutstein reports, Jonathan Rutstein makes a motion to add Trina Wilson, Jean Hulse-Hayman, Jill Huggins, Bob Buice and Fran Rutstein to the Communications Committee. Motion seconded by Stan Earnhart. All in favor. Motion Carried.
We are going to start an update of the HOA resident directory. We are going to try to collect all residents phone numbers and email addresses. Jonathan would like to get a census of the children in Wedgefield, so we can get an idea of programs we can offer to the young people in the community.
After discussion with Jean Hulse-Hayman it was felt it would be difficult to secure funding from local businesses because of COVID 19. The directories cost about $5 a piece to print. The cost would be between $2,000 and $2,500 if the Board decides to take on this expense.
Jonathan asks the Board if they have any articles for the Wragg to please get them to him by March 1st.
Community Liaison– Adam Anderson reports, We have had the following letters/emails: A question about paying assessments online. This was answered by Michelle.
A report of a street light out on Wragg’s Ferry. This same light has been reported several times.
A question for ARC about a house under construction on Francis Parker. This was handled by Tom.
A question about how to make a check out for ARC fees. This was answered by Michelle. A request for the WPA to install a drainage pipe on a lot on Wraggs Ferry Rd.
A complaint about the construction of a home on Francis Parker. This was handled by Tom.
A request to review financial records of the condos. The resident was told to contact her regime as the WPA does not handle this.
A complaint about another condo concerning a tree. They were told to contact their regime.
A request to trim tree overgrowth on Wragg’s Ferry. This was forwarded to the grounds committee.
Welcome Committee– Robert McMahan reports, The Welcome Committee has greeted 18 new neighbors in 2020.So far in 2021 we have had 5 new residents.
The Welcome Committee would like to spearhead a subcommittee to plan a neighborhood bash in the fall, providing the SC Health Department guidelines allow it. The celebration would be open to everyone. The purpose would be to commemorate the end of isolation and the rejoining of our friendly community. The Board agrees this would be good if we are able to do this.
Drainage- Stan Earnhart reports, Stan makes a motion to approve Live Oak Excavation’s bid of $10,650 to correct a pipe near Joanna Gillard Lane. Motion seconded by Tom Macedo. All in favor. Motion carried.
Water Amenities– Ken Gaspari reports, A new door will be put into the Marina gatehouse in the next few weeks. Ken has contacted two people about cameras at the landing.
Ken Gaspari makes a motion to approve up to $5,500 to Strand Security to put in cameras at the landing. Motion seconded by Jonathan Rutstein. All in favor. Motion carried.
Condo Liaison– Jonathan Rutstein reports, No Report.
Roads– Gary Dreher reports, All speed humps have been installed. We have received mostly good feedback. There have been some requests to add more, but none in writing. A pot hole on Francis Parker has been repaired. There has been a request to repair a stop sign near the condos. This will be repaired shortly.
Grounds– Gary Dreher reports, We have received a bid from Mark Howard. He has agreed to the same price as last year. Gary Dreher makes a motion to accept the bid for the annual maintenance contract from Mark Howard. Motion seconded by Bob Garrison. All in favor. Motion carried.
Compliance– Bob Garrison reports, Compliance was asked to review the recommended clerk evaluation and establish a review process for the office clerk.
Bob Garrison makes a motion to add Connie Downes to the Compliance Committee. Motion seconded by Adam Anderson. All in favor. Motion carried.
Website Committee- Jonathan Rutstein reports, Dave DeCreny has volunteered to help with the update and review of our web-site and recommend ways for it to be more interactive for our residents.
Old Business- Jonathan Rutstein reports, that Michelle has sent the resident billing addresses to Jennifer Zellner at Spectrum and we should have a proposal for a Spectrum deal by the next meeting.
New Business– 1st reading on Appendix III-4.6 Addition of:
In the event that (2) adjacent sites are owned by the same person/s or company and the same contractor is being used on both properties, one (1) sanitary toilet and one (1) dumpster of adequate size to serve both home sites will be allowed upon approval of the Georgetown County Building Department and the Wedgefield ARC Committee.
1st reading on additions to WPA Office Clerk Job Description.
Public Comments– Jacky Walton asking if the money given to the sign contractor for work on the sign on Hwy 701 had ever been reimbursed. Bob McMahan lets him know that we have not received a response after we sent him the letter requesting our deposit back.
Connie Downes asked Jonathan Rutstein when does he plan on getting the Wragg out? Jonathan lets her know he is looking into the process and has just recently taken on this position. Gary lets her know that we lost the printing company we had used in the past. Connie says that we have so few ways to communicate with people we need the Wragg so we can stay up to date with what’s happening.
Karl Gettman asks about which website Jonathan was referring to. Bob Garrison explains that the Website committee is for the Facebook page and Communications is in charge of the HOA Webpage. Karl also says he has a friend interested in buying property and if anyone had any property for sale to let him know.
