March 15, 2022

Approval – Motion to approve February 15 Minutes made by Stan Earnhart. Motion seconded by Bob Ramsey. All in favor. Motion carried.
Officer Reports
Presidents Report – Gary Dreher reports, It is getting to be spring. Kids will be out, please be careful driving through the neighborhood. Parents, please warn your children to be mindful of cars on the streets when out playing in the neighborhood.
Vice Presidents Report – No report
Secretary’s Report– Stan Earnhart reports, A resident in good standing has submitted an application to use the Wedgefield Circle on May 21, 2022 for a wedding. He is expecting approximately 20 people in attendance. Stan Earnhart makes a motion to approve the permit request for the Wedgefield Circle on May 21, 2022. Motion seconded by Gary Dreher. All in favor. Motion carried.
At last month’s meeting, Stan requested to secure replacement information for the office computer. Scott Holmes, our computer expert, recommended we look into Dell computers and accessories to update our equipment. Stan consulted the office staff and with a Dell representative decide what we needed. OptiPlex 790 Small form factor Desktop, Dell E222H 22- inch monitor, Logitech HD Pro Webcam C922, Tripp Lite 33 ft USA 2.0 Hi-speed Extension Cable, and Poly Sync 20+ Speakerphone for a total cost of $1995.80 Stan makes a motion to purchase this equipment from Dell for $1995.80, to be charged out of 61500 furniture and equipment. Motion seconded by Bob Ramsey. All in favor. Motion carried.
Bob Ramsey, ARC Chairperson, has requested a file cabinet to file and properly store construction plans. Stan makes a motion that we purchase the special filing cabinet, cost not to exceed $600. Motion seconded by Bob Ramsey. All in favor. Motion carried.
Treasurer’s Report– Peggy Phillips reports, On February 28, 2022, our South State Operating Account had a balance of $287,263.88. We have continued to make deposits and had $330,812.02 as of March 14, 2022. At the February, 2022, Board Meeting, we approved moving $100,000 from Operating to Reserves. Gary Dreher, Jonathan Rutstein, Stan Earnhart and Peggy, opened a Reserve Account with Anderson Brothers and the approved $100,000 was deposited March 14, 2022. This resulted in an Operating Account balance of $230,812.02.
Our other Reserve balances are South Atlantic- $207,934.54, Edward Jones- $272,842.40 and TD Bank- $223,701.92 for a total of $704,478.86. With the additional $100,000 this brings total Reserves to $804,478.86 with the individual categories as follows: Roads- $512,349.74, Drainage- $50,480.56, Marina- $35,456.54, Emergency- $99,488.05, Canal- $91,477.84 and Landscape remains at 0%- $15,226.13.
Our Debit Account with South Atlantic had a balance of $1,146.24 which reflected a payment of $287.99 to Carbonite for our computer backup. Our ARC account with South Atlantic had a balance of $8,685.64.
Committee Reports
ARC– Bob Ramsey reports, There are have been 6 new applications for minor projects approved and 9 that are still pending.
We have had a number of new home applications rejected for different reasons. We have had meetings with these about new applications and complaints we have received.
Bob Ramsey goes into discussion about February 17 & March 3 ARC meetings, where they have discussed and reviewed process for approving applications and letters to be used in this process.
He also discussed meetings he had with contractors planning to build.
Legal– Stan Earnhart reports, The legal committee did not meet in February. Stan says they have made progress with canal quit claim program and expects to have a report next month. It appears there are 37 properties that would be included in this process.
Finance– Peggy Phillips reports, Per policy, past due invoices and a letter explaining policy were mailed in March to all accounts who have not paid their 2022 assessment. We will continue to contact any owners that have not paid and will follow procedure in order to collect.
For this year only, We have 30 delinquent (3 are deceased), 6 from previous years (1 deceased) and 22 from the undeveloped streets.
Per policy, property owners who have not paid their assessments, are no longer in good standing, not eligible to attend meetings, vote, receive marina cards and stickers, obtain approvals from ARC for improvements or renovations. Marina cards will be cancelled if payment is not received.
We have received an invoice from Live Oak Excavation in the amount of $1,600 for ditch and pipe cleanout on Francis Parker Road. We have deposits of $3,000 held in the ARC Escrow Account for Lots 428, 429, and 430 ($1000 each). Peggy makes a motion to pay the $1600 directly from the ARC Escrow Account since we do not have an Operating Account for Drainage. Motion seconded by Stan Earnhart. All in favor. Motion carried.
Communications– Dave DeCreny reports, Dave DeCreny announces the Plantation yard sale will be held on April 30th.
Community Liaison– No report
Welcome Committee-No report
Drainage- Joe Myers reports, We completed the clean out of Possum Trot ditch and installed a new wattle. The ditch handled 3/11/22 rain storm with clean effluence. We tried to clean out two under street storm drain pipes but not successfully with shovels. Our survey of clogged under street drain pipes showed 12. He is waiting on estimates to unclog those. Completed the ditch cleanout at 500 Block of Francis Parker-450 feet- and the five under driveway pipes. Future cleaning and maintenance are the Owners’ responsibility as are all ditches and driveway pipes in the community. We are studying swale at the runoff at 492 Francis Parker at the new owner’s request. We noted nothing new or changed but are checking with the Golf Course reference swale having filled at the edge of the Golf Course rough. We continue to work with ARC on new home drainage systems. The joint hydrological study of the entire community, including the golf course is still in review status.
Water Amenities– Joe Myers reports, Joe Myers makes a motion to approve $10,000 for Earthworks to complete the following, scope of work for the spoil site survey: Provide as exists engineering survey of the spoil site for ACOE permit, provide an evaluation of existing spoil site conditions for ACOE permit and provide an engineering report of needed modifications to comply with ACOE permitting requirements and to complete form 401.

Condo Liaison– David Decreny reports, The county dug a hole in the street and haven’t come back to pave it yet. He will continue to contact them.
Roads– Gary Dreher reports, We are waiting on quotes. The first crew to bid will not be able to get here until November.
Grounds– Gary Dreher reports, Howards Quick Cut has been cleaning out the weed growth in the pond at the entrance to Wedgefield. The project was finished on 3/15/22 and is considered complete at this time. The weed growth was exceptionally heavy, and we were not able to effectively remove them by treating it with chemicals. Gary makes a motion to approve pay the $1600 to Howard Quick Cut for this work. Motion seconded by Stan Earnhart. All in favor. Motion carried.
We are currently waiting to get a quote from PLM (a lake and land management company) for treatment of the pond via regular spraying for weed and algae control. PLM is currently under contract to treat and manage weed control on all the ponds that are part of the golf course. The expectation is that we would sign a yearly contract to have the pond treated and this will eliminate the wee growth issue that we have had over the last couple of years.
We will be working on getting some spring flowers at the entrance way and then adding the summer flowers to the current planters.
Gary has been working with the contractor that is responsible for the damages to the planter walls at the entrance and he currently waiting for quotes to have the work done. The work will need to be completed before we can plant in the front bed at the entrance.
Compliance– Stan Earnhart reports, The compliance committee met March 10, 2022. Keitha Kessler has resigned from the Compliance committee. The committee has resolved five complaints and a sixth is in the process of correcting compliance infractions. The committee is working on assisting ARC with issues that are not covered in the WPA policy manual. Residents are reminded that compliance complaints must be submitted in writing. The WPA does not disclose the names of residents who submit complaints.

New Business–
Public Comments- Chapel Gause said after hearing the discussion she hopes after hearing the discussion she will be able to build their home. She said there is nothing in the bylaws or covenants saying that 1875 hsf has to be on the bottom floor.
Al DeMarchi says he has sent complaints into the office and hasn’t received a reply. This is so many violations on Francis Parker from trash, vehicles in yards, boat trailers, etc. This was never allowed for 13 years. Outdoor equipment must be concealed. There is someone that is parking on the street. He offers to ride with any board member and show them.
Al also says they have also suffered for two years for the posts to be reinstalled at the cul-de- sac. He was told no to joining the ARC.
Al also comments that we need to get the bylaws and covenants out to the people, with all the new residents we have.
Bob Ramsey says we need HOA people to help us and let us know. Al asks for someone on the Board to help get Francis Parker cleaned up.
Sasha Atkinson speaks up asking about the pool and says that the HOA should open the pool. Other residents say the pool is the only reason they moved here.
Jim Bennett stands up and recognizes that the Board is working hard.
Bob Tindall says the last new house on the left, has the left side of the driveway dug out and the other side is mostly plugged. Gary will check on this tomorrow.
Jim Hughes said he sent a letter about the ditches on Francis Parker and that Joe took care of it within the month.
