Resident Speaker– Al DeMarchi, mentioned that there are three different flickering lights outside the office. We have not received financial statements in 13 months, but he understands that it is being handled. The suspension of the Wragg violates policy. This is the only way for for owners who live outside the Plantation to stay informed about what is happening within the community. The Welcome Committee should print 50 copies of the CCRs to distribute to new residents. A policy change should be made so that the SC disclosure statement can be signed at closing.

Minutes- December 19, 2023 Minutes approved.

Committee Reports

ARC– Marilyn Weitz reports, 2nd reading of ARC policy changes under old business

Legal– No Report

Finance– Valerie Cooper reports, The committee met on January 11th to hear the presentation from Joan Hodges current auditor, on the 2022 audit. The HOA has received an unqualified letter, meaning the financials were free of any mis-statements.

Now that the audit is approved, the new CPA Kelley Moore can begin producing financial statements for 2023. And it was agreed that we move up the audit timing, to June/July for the 2023 financials. The finance committee will meet again on February 15th and begin the discussion of determining 2025 association dues increase.

Communications/Website- Stan Earnhart reports, Trina is still working on the Spectrum deal. Dave is also working on updating the website. He will be meeting with our computer guys to get a proposal for us after we get all the recommendations of what the board would like on the website.

Condo Liaison– No Report

Community Liaison-Stan Earnhart reports, We have had the following emails,2 Question about assessment due date answered by Michelle, Message about Daniel Morrall fountain not working, email with multiple questions for the board, answered by Trina and Valerie, Resident emailed to make sure we had received payment, email about a random person in her yard, email about hoa committee members coming in residents yard, email about drainage from the golf course and an email about yard sales in the neighborhood all the time.

Welcome Committee– Meredith Marsh reports, Cindy is working hard on welcoming newcomers to the neighborhood and we are trying to add some new things to the Welcome bags. There was also talk about adding an acknowledgement page to the bags for newcomers.

Drainage- Joe Myers reports, Al DeMarchi, Mike Downes, Nate Nadeau and Joe Myers met on site at the 500 block of Francis Parker. They analyzed the drainage system which seems to be functioning as designed. They analyzed other ways to drain that block of homes with the probable action which will be to have the rear ditch cleaned out of small trees and shrubs and to extend the ditch back to original system and its retention pond behind the lots on Goelet Ct. This pond has a concrete culvert underground to drain to a golf course pond. We are in the process of talking with four home owners involved in this project.

We continue to have drainage, or lack thereof, issues on Retreat court that backed up to the Driving Range. When the Driving Range was expanded in 22-23, a working ditch was filled in along with oak trees removed. This ditch carried storm water from yards on Retreat Court and ended on golf course property. We are asking HOA golf liaison to again contact Eagle Corp about providing a drainage ditch for Retreat lane storm water.

We are not aware of any under road pipes in need of unclogging.

Water Amenities– Joe Myers reports, We continue with Earthworks Engineering to work our way thru the Government Permitting required for our canal depth maintenance project.

We are analyzing the Marina Floating Docks in terms of rebuilding if possible or replacing as a last resort, one this year and the other next year. Contractors are apparently very busy at this time. Winter is not a favorite time to be in the river either. It may be the spring of 2024.

We have requested Strand Security provide us with a technician to repair the 3 cameras’ components at the landing. We were able to open the waterproof electrical box at the marina pole, and water poured out. The transformer has shorted out and switch box is kaput. The camera at the gate still functions fine. No cost estimate at this time.

The Landing Parking lot will need additional gravel this spring. The high tides have flooded both the parking lot and the road. The lot appears to be sinking with more mud than gravel. Additional fill dirt/materials to enlarge the parking lot will be needed either this year or next. We have more trucks and trailers than parking spaces on weekends. We may need some of roads funds.

Roads– Dave Decreny reports, He will have a roads committee meeting next week to talk about moving on to repair Jericho Ct. To Haig Ct. While we are waiting on the building to finish on Ballard. We hope to begin collecting estimates on this.

Grounds– Meredith Marsh reports, Grounds committee wants to work on taking up roots, trimming limbs. We are planning to get quotes on power washing the Office Building, Gaurdhouse and parking area.

Compliance– Stan reports, we have been unsuccessful in resolving two issues that had been brought to our attention. We will be working on trying to resolve these. Just a reminder that all complaints must be in writing and must come through the office.

Capital Improvement– under old business

Old Business – 2nd Reading on ARC Policy Manual Changes. Motion was made by Joe Myers to accept this Policy Change as written. Motion seconded by Marilyn. Motion Carried.

A motion was made to to dissolve the CI committee and authorize the sub committees under this committee to be created as their own committees. After discussion this motion was tabled.

New Business– 1st reading on policy changes to Xiii 6.01 and 6.02 First reading on Section VI 2.01 1 & 3

Valerie wants to look into yearly charges for Marina cards.
