Officer Reports
Presidents Report – Stan Earnhart reports, Stan welcomes Adam Hall. He will hold his seat on the board until November. We started at 5PM with Mr. Crosby our attorney and Jennifer from Spectrum. They were able to answer our questions concerning the bulk rate contract. Thanks to all our committees.
FInance had a wonderful meeting. ARC is working to put away the scrolls upstairs.
Vice Presidents Report – No report
Secretary’s Report– Bob Ramsey reports, Bob makes a motion to allow Jonathan Rutstein to step in as assistant secretary. Motion Seconded. 8 in favor. 1 no. Motion carried.
Treasurer’s Report– Valerie Cooper reports, As of February 29, 2024, our account balances were as follows: Operating Account with South State had a balance of $265,102.81. Our Debit Account with South Atlantic had a balance of $2,275.95. The ARC account with South Atlantic had a balance of $13,001.33, with 1 refund of $1750 and 2 deposits totaling $500.
The Reserve account balances as of 1/23/2024: South Atlantic $4,929.06 (.10) Money Market Account, Edward Jones $394,238.32 (4.67) Money Market Account, included 2 CD’s that matured in February. 5/15/24 $50,000(5.40) CD Citizen Bank, $50,000 Reserve account CD for 3 months at 5.3% Fulton Bank and a $50,000 Operating account CD for 3 months @ 5.3% Cambridge Trust was purchased. TD Bank, $4,0175 (.10) and 7.24.24 $226,590.01 (5.12%) CD.
Committee Reports
ARC– Marilyn Weitz reports, We had three drainage issues that have all been resolved and refunds are in progress. We have two pending applications approved and submitted. We have two additional applications that have been submitted. Al continues to tirelessly work on organizing the files in the attic.
Legal– Trina Davis reports, We consulted with Joe Crosby to discuss Spectrum and a few other issues.
Finance-Valerie Cooper reports, The Committee met on March 15th and reviewed a letter received from a homeowner to the HOA Board regarding the HOA finances and Reserves. It was agreed that a response from the Board was appropriate, as received. There was discussion on how to get out correct financial information to the members. It was agreed to put something in the Wragg in the next edition, as well as post on the Bulletin Bod that a more detailed financial report will be given at the upcoming March Board meeting, and participation is welcome.
It was also noted that the new CPA has begun working on the 2023 financials, and he hopes to have them all caught up within the next several weeks. There was a discussion on the dormant Audit Committee, and it was agreed that this committee continue to be dormant at this time and let the CPA get us caught up to the current year.
February Reserve Accounts were reviewed
Communications/Website- Trina Davis reports, We have gone back to Spectrum they rarely do a 4 year contract and will not do a three year. Trina makes a motion for Jonathan Rutstein to be added to Spectrum subcommittee for Communications. Motion seconded. All in favor. Motion carried.
Jonathan makes a presentation on the Spectrum proposal.
Stan makes a motion to accept the current Spectrum contract. Seconded by Marilyn. 6 in favor, 3 opposed. Motion carried.
Trina makes a motion to approve up to $2000 for the Easter egg picnic on March 23. All in favor. Motion carried.

Welcome Committee– No report
Drainage- Joe Myers reports, Onsite inspection by Nate Nadeau and me of drainage complaint on Jericho court revealed multiple clogged ditches and under driveway pipes which are the Owner’s responsibility.
Individual addressed letters were mailed to each Owner requesting their assisting our overall drainage system by unclogging each respective portion that they own. A letter was mailed to the Morris estate at intersection of Jericho Court and Wraggs Ferry that it is time to again mow the yard and clean out the ditches and under driveway pipes.

We are working with Mark Howard to clean out two concrete culverts off Wraggs Ferry. One is at the county sewage valve station near 614 Wraggs Ferry. The other is under Wedgefield Village road where it joins Wraggs Ferry.
The pond, around where the wilderness trail would circle, is the county sewage fluids evaporation/retention pond. Originally the dikes were water tight and higher than the river to avoid contaminating the river. A storm in 2021 broke 2 holes in the dike system allowing the pond to become tidall. No WVA rain water enters this pond in anyway. The sewage plant does not pump water into the pon at this time thru a valve system onsite.
The Duck club repaired the South dike and raised it to prevent the pond tidal water from entering their marsh. Their marsh has one trunk gate for river water entrance and one ten inch pipe pump to exiit water. They maintain the water level thus. Dike around their marsh is higher than the river at kind tide. Currently they are dropping the water level to plant duck food.
It would be great if the 3 breaches in the sewage pond dike were repaired and it were returned to an evaporation pond. No government permits required.
We have approached the duck club reference they rebuild a defunct levee between their marsh and the regime 3 and 5 marsh front. This levee
Joe makes a motion to approve up to $23,550 not to exceed $25,000without coming to the board for a drainage analysis study to reduce drainage flooding.
Water Amenities– Joe Myers reports, We continue to work with the A/E firm on the Requests for Bid for the Dredging Companies for the canal depth maintenance project. All government hurdles have been cleared. We are also seeking Bids for replacing the collapsing 113 foot Seawall at the Landing canal entrance.
We will be seeking bids to rebuild the 2 floating docks including at least 5 waterlogged flotation blocks in the North float.
After the above is accomplished we will be seeking bids to spread 3 to 4 inches of crushed cement or mid sized gravel on the landing parking lot.
A future need for Landing Amenities is a bigger parking lot. It is inadequate for Holiday parking. It can be increased 4 feet per year without a government permit. No budget to do this yet though.
Roads– Dave Decreny reports, Phase 1 has been held up. WE have received an estimate from Kings Asphalt for $147,000 for Ballard, Duckpond, Ricefield and a section of Wedgefield road to the marina. We are expecting quotes from Coastal Asphalt and Palmetto by March 27th.
Grounds– Marge Miller reports, Marge Miller reported that, Stan Earnhart, Al DeMarchi and Marge removed the old flagpole and installed the new pole at the gatehouse. Al and Stan clean out pipe at the gate house. An electrical wire was buried. She started cleanup behind the office, fixed light at the palm trees, fixed pipe that was cracked, and cleaned out the bushes and branches at the entrance. Mark
Howard removed the tree that was dead at the hoa office and she removed sheet metal that was at the entrance.

Capital Improvement– Jonathan Rutstein reports, Jonathan makes a motion to add Adam Hall, Cindy Fry, Bob Garrison, Bob McMahan, Marilyn Weitz and Adam Anderson to the capital improvement committee, with Jonathan Rutstein as chair and Dave DeCreny as vice chair. Motion carried.
Website Committee– Dave DeCreny reports, The website developer has developed a demo and will show it to us next week.
