WPA MONTHLY MEETING MINUTES
April 19, 2022

Quorum – Yes
Approval – Motion to approve March 15 Minutes made by Stan Earnhart. Motion seconded by Bob Ramsey. 7 in favor. One abstained. Motion carried.
Resident Speaker– Absent
Spectrum Presentation– Representatives from Spectrum came in and gave a presentation explaining the Spectrum plan they would like to offer to the Wedgefield Community. Jonathan Rutstein has referred the Spectrum contract to legal to be reviewed before a vote will be taken.
Officer Reports
Presidents Report – No report
Vice Presidents Report – No report
Secretary’s Report– Stan Earnhart reports, We have received the new computer for the office. Our computer specialist will not be able to fully install it until later this week. We will not be able to present the monthly meetings with Zoom until this is completed.
Treasurer’s Report– Peggy Phillips reports, As of March 31, 2022, our Operating Account with South State had a balance of $229,719.29. The Debit Account with South Atlantic had a balance of $2,500 and the ARC Refundable Deposit Account had a balance of $83,585.64. The Reserve Account balances were Edward Jones- $272,844.33, TD Bank- $223,720.92, Anderson Brothers- $100,050.00 and South Atlantic-
$197,497.07. The South Atlantic account reflected a check to Winyah Landscaping for $455 from the Drainage Reserve and $10,000 to Earthworks Group for the Spoil Site from the Canal Reserve.
Committee Reports
ARC– Bob Ramsey reports, Bob Ramsey makes a first reading on proposed ARC policy changes. We have ordered the file cabinet for our ARC drawings. Bob Ramsey says 4 New home applications have been approved and Ken Gaspari has approved two fences, three tree removals, one shed and one driveway. Ken also asks why we are charging people for the general upkeep of their property and are looking into changing this.
Legal– Stan Earnhart reports, The legal committee met on April 11, 2022. A resident requested to meet with the board. He could not come tonight due to medical reasons.
We are waiting to here back from our attorney on the request for bulkhead repair from a resident.
Finance– Peggy Phillips reports, We have 576 properties in Wedgefield. Annual Assessments are due and payable to the Association by all members. Policy states: All lots, whether improved of unimproved, and all condominium apartments shall be subject to the same annual assessment.
Assessments were due February 1st. Property owners who have not paid their assessments are no longer in good standing, not eligible to attend meetings, vote, use the marina, or obtain approvals from ARC for improvements or renovations to their property.
We will make every attempt to collect all assessments.
Communications– Dave DeCreny reports, He has put the message for the April 30th yard sale on the digital sign. The committee will be making maps and putting balloons out.
Community Liaison– No report

Drainage- Joe Myers reports, We are waiting on bids to unplug 12 drains.
Water Amenities– Joe Myers reports, We are still waiting to be able to burn the spoil site before they can go in to evaluate it. We are also going to have to rebuild the pier so they will be able to get out and bring on their equipment. He will get on this.
Condo Liaison– David Decreny reports, The paving in front of unit 50 on Wedgefield Village road has been completed and potholes on Pool Place have been filled.
Roads– Gary Dreher reports, A few pot holes were taken care of on Francis Parker while Tom is out with a personal matter.
Grounds– Gary Dreher reports, We had a dead tree removed by Howard Quick Cut at a cost of $500 from the circle at the entrance. After having the entrance pond cleared of the weed growth by our landscape contractor, we have enlisted PLM, to do a monthly spraying to curtail the weed growth. The yearly cost for this service is $300 and will be done at the same time as they do the golf course ponds.
Gary met with Andrew from Greenworks, the company that did the planting at the entrance last year, to get recommendations for adding planting to the entrance and other areas to enhance the appearance as people enter the neighborhood. We will also be looking into adding plantings in other areas throughout the community to enhance our landscape. Gary has also asked them for an estimate for the cost of upgrading and repairing our sprinkler system.
The construction company whose crew were responsible for damaging the bricks at the entrance have repaired them. We agreed to buy the rest of the bricks for $100 so we will have them in case of future repairs.
Compliance– Stan Earnhart reports, the compliance committee met April 7, 2022.
The committee has resolved two complaints this month. Two complaints are in progress: Half the debris in lot 414 has been removed. Lot 480, one of the trailers due to health issues the rest is delayed until this weekend.
Website Committee- Dave Decreny reports, He will be putting the website address on the digital sign.
Old Business- Jonathan Rutstein brings up the issue of golf course and says we really need to do something about the kids on the golf carts and needs to be referred to legal. Stan says we will put a reminder on the website and on the sign at the exit to remind residents to register their golf carts.
New Business-
Public Comments- Bob Garrison asked how much the fees would be raised on news houses and why wasn’t this put on the website. Bob Ramsey told him the fees for both new and existing homes would be put on the website.
Mike Downes agrees with Ken on residents who are doing upkeep of their homes not being charged a fee.
Mike Downes asks when the Wragg is coming out. Bob Garrison tells the Board that policy requires it to sent out and they are in violation of the rules. Dave DeCreny says will be put on the website.
Mike Downes asks why we aren’t having an Easter Egg hunt and picnic. COVID is over. Gary said that we are talking about adding an amenities committee. We don’t have a committee responsible for those activities. Gary says we will work on this.
Jim Bennett says we need to make the id tags large enough on the golf carts so they can be reported.
Jim Bennett also asks Joe to please let the community know before they do the burn on the spoil site, so the residents with breathing problems can be better prepared.
Joe Myers says if you see something unsafe in the community to call 843-527-6763. This is the number to the deputy assigned to us.
Karl Gettman says he sent a letter months ago about drainage in Wedgefield. The drainage is the golf course and Wedgefield combined and we should talk to the golf course owners and have not heard any discussion about this. Joe has spoken to them and we will have to have an outside firm come in to do the study then they have to go through multiple agencies to compile data for this study. To get this lined up starts around $20,000 and goes up through each stage.
James Hughes asks about the next road cleanup.
Jacky asked when did the Board change policy on the yard sale date. Policy states the annual yard sale is the first Saturday in May.
