MINUTES OF August 15, 2017 WPA BOARD MEETING
Call to Order: Vice President – Bob Garrison
Present: Bob Garrison, Adam Anderson, Janine Cline, Peggy Phillips, John Walton, Larry McMillin, and Inge Ebert
Absent: Jacky Walton, and Keith Johnson
Quorum: Secretary – yes
Approve: Janine made a motion to approve Minutes of July 18,2017 and July 25, 2017 and Inge Ebert second, and motioned carried.
Officer Reports
President: No report
Vice President: Bob introduce Kathy Browy as our Bookkeeper and Office help as necessary. He introduces Mr. & Mrs. Harry Karetas, new owners of the golf course. Mr. Karetas thanked the residents of Wedgefield for their participation and support regarding the maintenance of the golf course. He feels that the community unity should be commended. Bob Garrison introduced the Nominating Community Chairperson, Shirley Peterson, to read her report.

Secretary: Janine Cline made a motion to approve the following resident s for the election community. insert.
Treasurer: Peggy Phillips said that the present reserve accounts are as follows: TD Bank
$186,680.34, South Atlantic $198,949.46, Edward Jones $58,392.79, for total reserves of
$444,022.59. This includes $98.23 interest for all accounts. Our Balance in Operating Account as of July 31st, 2017 is $147,604.63.
Committees ARC: No report
Legal: Update of suit filed against board member in capacity as board member. Has been referred to our insurance carrier. They notified us it is their intent to file for dismissal as they believe the suit is baseless.
Legal is in process of evaluating 2 proposed by-law changes. After legal committee evaluates these, if necessary they will be sent to the board attorney for review.
The attorney found under our policy and procedures the WPA may pursue obtaining credit card. Inge Ebert made motion to obtained a credit card with South State Bank, Larry McMillian gave second. Motioned carried
Finance: Our State and Federal Tax returns have been filed for 2016 with no taxes due. These were completed by our CPA, Mr. James Young.
Our 2016 audit has also been completed by Mr. young and the report states:
“In our opinion, the financial statements referred to above fairly, in all material respects, the assets, liabilities and fund balances – modified cash basis of Wedgefield Plantation Association as of December 31,2016, and the revenue, expenses and changes in fund balances – modified cash basis for the year then ended in conformity with the modified cash basis of
accounting.”
Communications: No report
Community Liaison: Adam report on alligator from Capt. Anthony. They were requesting a tag for possible removal further information will be necessary per their request. Tall weed on a vacant lot over on Daniel Morrall. A tree in the canal on Swamp Fox. Bobcat was sighted on the golf course property. We received a complaint about a mattress being left on a vacant lot on Robert Conway and Larry McMillian had the item removed.
Welcome Committee: No report
Drainage: No report
Water Amenities: No report
Canal Committee: The Canal Committee met on July 27th 2017. We unanimously agree to have Earthwork’s submit a scope of work packages for the needed repairs to the dykes on the
spoil site. The purpose of the package is to ensure that all bids are placed on the same work. We should have this report in the near future.
Condo Liaison: No report
Roads: Adam looked into the speed bump issue a little deeper. The cost per speed bump would be $900 each. They are somewhat permanent. The opinions on whether or not we need them are widely varied. His recommendation to the board is to place the question on the annual election ballot and let the owners decide this issue for themselves.
Grounds: At last month’s meeting, there were several complaints about low- hanging tree branches hanging over our streets. Limbs were hitting boats, car antennas and delivery trucks. Problem was really bad over on Governor Johnston. Maintenance crew worked 3 days pruning and removing trees all over. They chipped 3 full truck loads and dumped at compose site. Have not received bill for their services but the job was done well.
The flower beds at the entrance had become overgrown with weeds. Many thanks to Neena McMahan, Susan Tomlin and Peggy who suffered through the heat and insects to help remedy this problem. More work is needed will call upon volunteers to help if rain ever stops.
Speaking of rain, the storm on Monday the 14th flooded many areas of the plantation. Regretfully, the irrigation pump at the entrance pond was submerged under a couple of feet of water. This is what ruined the previous pump a couple of years ago. I plan to remove and disassemble the pump to let it dry out and hopefully save it.
A couple of years ago I made a proposal to reconfigure the parking lot here at the office to allow angle parking and one-way traffic. The way people drive and with limited visibility due to the curve on Wragg’s ferry road this cause a dangerous situation. I would like the board to
reconsider my proposal, and allow me to seek bids to create and exit back to Wragg’s ferry road. The last estimate that I had for this concrete work was roughly $1,100 and I feel is worth spending to avoid a collision of any kind.
