WPA MONTHLY MEETING MINUTES
August 20th, 2024

Call to Order – Stan Earnhart
Attendance – Stan Earnhart, Cynthia Fry, Adam Hall, Stephanie Hanson, Jonathan Rutstein, Marilyn Weitz, Al Mosley, Bryan Lawrimore.
Absent– Sharon Lackey.
Quorum– Yes
Minutes- Motion to make Marilyn Weitz Vice-president, passed and accepted.
Officer Reports
Presidents Report – Stan Earnhart. The two resignations from the board have been filled by Sharon McCallum Lackey and Bryan Lawrimore until the annual elections in November.
Annual meeting prep is underway as outlined in the policy book. Meet the candidate’s night will be held October 14th and live-streamed on the HOA YouTube channel. Jonathan Rutstein is organizing the election committee. The electronic sign at the gate has malfunctioned, repair or replacement is underway.
Vice Presidents Report – None.
Secretary’s Report– Jonathan Rutstein.
Treasurer’s Report– Cindy Fry. Finalized 2023 financials picked up today. TD Bank CD was rolled over at 5.12% APY. Two CD’s will mature at Edward Jones next month, recommendation to act on them at next board meeting. Storm damage brought some surprise road and tree repair bills, will be seeking board approval to pay from reserves. Motion to pay Kelley Moore CPA $3,600.00 for preparation of July-December financial document.
Committee Reports
Nominating- Eileen Kramer. Motions and board votes needed to complete committee recommendations. Meet the candidate’s night scheduled. Candidates names announced and resumes presented to Secretary. Statements from the candidates will appear in The Wragg and in the election packets.
Grounds- Marge Miller
Drainage: Adam Hall. Wedgefield saw 15” of rain over 4 days. 13 Drainage issues/areas of concern have been identified and are being evaluated. Some clogged grates were repaired during the storm, others will require professional intervention. Adam is going to meet with Georgetown County to discuss ways to better handle stormwater in Wedgefield.
Communications- Jonathan Rutstein. Presentation with slides about Spectrum financial information. Slides hanging in HOA office or email hoawedge@gmail.com for a copy.
Finance- Cindy Fry. Current reserves are at $800,859.00. There are going to be expenses for the bulkhead and other repairs. Presentation with slides. Please email hoawedge@gmail.com for a copy. Estimated expenditures for 2025 $406,000.00. The finance committee will be meeting to review all new and updated info and to send a revised budget and suggestions regarding assessments. Recommendation to the board to reactivate the 5-year committee to begin work on a long-term financial plan.
ARC- Marilyn Weitz. Reporting 2 new fines.
Community Liaison- Stephanie Hanson. Food truck Tuesday has ended for now.
Welcome Committee- Stephanie Hanson. 2 new residents in the community.
Water Amenities- Al Mosley. Contract for seawall in the marina will be for $68,150 and paid in three installments. Motion for board to sign the contract passed.
Capital Improvement- Jonathan Rutstein. Gathering preliminary figures for playground and pickleball court, will be meeting with the golf course.
Website- Sharon McCallum Lackey and Bryan Lawrimore will working together on the website project. Sharon has been in contact with the website vendor. Progress is being made.
Roads- Frances Parker road pipe leak by hole 8 & 9 has been repaired but not paved yet. Association in contact with Golf course re- repair bill and repaving.
Legal- Jonathan Rutstein named new Legal chairperson until November. Election questions are being addressed by Attorney Crosby.
Compliance- Awaiting replies from empty lot owners that need cleanup. Lots will be cleaned and billed to the owners if no reply received.
Condo Liaison- Condo association to hold meetings in the Association office, Stan will be present to unlock and lock the office.
Old Business- Second reading- section XIII Add 1.03 4, sharing of confidential information, contracts, agreements, settlements and legal documents. Reading tabled with no objections.
New Business– Bryan Lawrimore and Sharon McCallum Lackey have joined the board until November.
