WPA Monthly Board Meeting
December 15, 2015
7:00 pm
Call to Order: Jacky Walton, President
Attendees: Inge Ebert, Keith Johnson, Bob Garrison, Jacky Walton, Al DeMarchi, Janine Cline, Larry McMillin, Adam Anderson, and John Walton.
Quorum: Secretary Janine Cline stated yes there is.
Approval of Minutes: Janine Cline made a motion to approve the minutes for October 2015, 2nd by Inge Ebert, 9 ayes, motion passed.
President’s Report: Jacky Walton thanked the election committee for a job well done. He congratulated Adam Anderson, John Walton, and Al DeMarchi for a 3 year term on the WPA Board. The tree lighting was December 6 and everyone that attended had a great time. He thanked everyone for all donations to Toys for Tots program.
Vice President’s Report: Bob Garrison thanked all the volunteers on the Road Clean up and Christmas decorating. He would like to see more people volunteer with the events in Wedgefield. If residents have any suggestions on how we can promote getting more volunteers it would be most appreciated.
Secretary’s Report: Janine Cline thanked all the volunteers that helped with the Annual Meeting. Wedgefield has a new website wedgefieldhoa.com. The Wragg will be mailed in January, would like to have reports in by January 15.
Treasurer’s Report: Al DeMarchi reported he is working with the CPA with refining the monthly statements. There has been 3 release of liens with payments received in full.
Committee Reports:
ARC: Keith reported the following ARC applications and refund requests have been reviewed and approved:
- Lot 012 – Re-Roof
- Lot 148 – Small tree removal
- Lot 499 – New Construction
- Lot 281 – ARC Refund
- Lot 101 – ARC Refund
- Lot 041 – ARC Refund
Keith Johnson made a motion to approve Al DeMarchi, Bob Garrison, Jacky Walton, Jill DeMarchi and Nancy Johnston for the ARC Committee, 2nd by John Walton and passed with 9 ayes.
Legal: Bob Garrison made a motion to approve Jacky Walton to the Legal Committee, 2nd by Inge Ebert and passed with 9 ayes.
Finance: No Report
Communications: No Report
Community Liaison: Adam Anderson: Correspondence received
- An overgrown lot on Patriot Court.
- Pothole on Governor Johnson.
- Resident dumping lawn debris in the canals.
- Street light outage
- Boat being stored on a vacant lot on Swamp Fox.
- Suggesting we contact FEMA about funding for the canal.
- A request to review correspondence files.
- Suggestion for the WRAGG publication.
- Ruts caused by the paving crew on a street shoulder on Wraggs Ferry.
Welcome Committee: Inge Ebert reported Vivian or she has visited or left welcome packages for 40 residents this years. If anybody hears of new residents please inform Inge, so she can welcome them. Inge made a motion to approve Jim Hughes and Vivian Segelken to the Welcome Committee, 2nd by Bob Garrison and passed with 9 ayes.
Drainage: Al DeMarchi reported work on Live Oak is completed; Rice Field has been delayed due to rain and high tides. The project on Francis Parker has additional work at no cost to the WPA.
Water Amenities: John Walton reported damage to marina road; an estimate of $1605 from Doug & Doug. Jacky suggested on getting a bid from JC Landscaping. John explained that he and Bob Garrison have filed with FEMA and WPA doesn’t meet their criteria.
Condo Liaison: Inge Ebert reported the paving of the parking lot in Regime 3 has been completed and to install bumpers has been approved, to keep vehicles off the grass in Regime 4 & 5.
Grounds: Larry McMillin reported power washer Mr. Mildew, cleaned the office and surrounding areas on November 28th. Larry has received three bids to take down a pine tree that has died and appears to be infested by insects. He received one bid from Georgetown Tree Service for $1200, K&N $750 and Howard $1000. Larry made a motion to hire K & N for tree remover for $750, 2nd by Inge and passed by 9 ayes.
Larry made a motion to add Peggy Phillips on the ground committee, 2nd by Inge Ebert and passed by 9 ayes. Larry also, made a motion to approve $60 to purchase the sand for the Luminaries, 2nd by Bob Garrison and passed with 9 ayes.
Compliance: Bob Garrison reported there was a reorganization meeting on December 3rd at 7 p.m., no changes on the board.
Bob Garrison made a motion to add Peggy Phillips and Barbara Nickels to the Compliance committee, 2nd by John Walton and passed with 9 ayes.
Old Business – None
New Business Resident Comments: Section 2, 6.01 and 11.01.03 needs to read President, Vice President, Secretary, Treasurer, ARC chairperson, Legal chairperson, Finance chairperson, Communication chair person, Welcome Committee chairperson, Drainage chairperson, Water Amenities chairperson, Roads chairperson, Condo Liaison chairperson, Grounds chairperson and Compliance chairperson have the right to make purchases up to $500 without prior approval from the board provided adequate funds are available in the budget and approved by an Executive Board member prior to the purchase.
Resident Comments:
Jill DeMarchi suggested Inge Ebert to add something to her welcome packages to new residents about the luminaries. Jill suggested ideas for residents to come to the board’s monthly meetings. She asked John Walton about FEMA. John replied, he has done everything he can do and there aren’t any more steps for him to take for FEMA funding.
Bob Garrison replied saying he appreciated Jill DeMarchi’s ideas about getting information out to residents.
Tom Macedo asked if each resident was responsible for their own luminaries. Larry McMillin and Bob Garrison explained the luminaries on Christmas Eve.
Joyce Fick had questions about the luminaries and about purchasing candles. Janine Cline explained that signs are put out about candles sales.
Carolyn McBride asked if gatehouse project was finished and about two lots. Bob Garrison explained that gatehouse is not completed and is still leaking. One of the lots is deeded to WPA, but the other hasn’t been. Carolyn also asked about the Canal Dredging. Bob explained WPA would help but won’t pay 100% for the dredging. He suggested that all canal owners come together to figure out a plan to fund the canal dredging.
