Approval –October 18 Minutes approved as amended (to add seek council concerning the election). November 19, 2022 reorganization meeting minutes approved.

Resident Speaker– Bob Garrison says that The new board should fill the vacant seat that was incorrectly on the ballot until the next election. The idea for a second election with no other chance for nominations was wrong. Valerie’s seat was up at the election, then the board would have to appoint someone to fill that seat for the second term. One page said the nominee with the fourth number of votes would get the position. Jonathan asked him to submit this in writing.

Officer Reports

Presidents Report –Jonathan Rutstein reports, Jonathan introduces the new Board Members. Valerie Cooper, Meredith Marsh, Trina Davis. In one year we will have only one board member with more than one year on the board. We will have over One million dollars in money when the assessments come in. This is not a small corp anymore. We have added a golf course liaison to check on the option of leasing the tennis courts and to keep up with the golf course. We have also drafted a 3-year strategic plan.

Vice Presidents Report – Joe Myers reports, No report

Secretary’s Report– Bob Ramsey reports, His goal is to pick up where Stan left off. He would like to make our Zoom meetings to have two-way communication and add a podium for public comment where board members away will be able to attend meetings.

Treasurer’s Report– Valerie Cooper reports, As of November 30, 2022, our Operating Account with South State had a balance of $134,651.36. Our Debit account with South Atlantic had a balance of

$1595.32 reflecting a debit of $904.88 for candles for the luminaries. The ARC Account with South Atlantic had a balance of $72,035.64 with refunds totaling $4,550. The reserve account balances were: South Atlantic $49,079.82, Edward Jones $274,853.25, TD Bank $223,870.53, and Anderson Brothers $100,050.

Committee Reports

ARC– Bob Ramsey reports, Justine Gaspari has joined the ARC committee and will help approve and inspect arc applications.

Ken Gaspari reports, We have had five new applications come in and he signed off on 3 new projects. He also started on the posts for the cul-de-sac and other projects in the neighborhood.

Legal– Bob Ramsey reports, He received a letter of interest to buy some property that belongs to the HOA. Bob Ramsey makes a motion for the legal committee to contact legal counsel. Joe Myers seconded this motion. Motion carried.

The status of the lot that the board voted to foreclose on is that the owner had promised to make monthly payments. He made the first payment October 14th and has not made anymore. The committee will proceed with our counsel on this.

Finance– Valerie Cooper reports, The audit for 2021 has been received and will be reviewed by the Finance Committee and presented to the Board. No findings were outlined in the audit. Valerie announces her committee as: Chairperson Valerie Cooper, Mike Downes, Inge Ebert, Bob Garrison, Bob McMahan, Peggy Phillips, and Jonathan Rutstein.

Communications/Website– Trina Davis reports,The tree lighting went well. A lot of people came out with a bunch of kids. The golf cart parade winner was Morgan and Suzzette Fowler.

Condo Liaison– Dave Decreny reports, No report

Community Liaison– Trina Davis reports, We have had four correspondences. One for a porch light, minutes not being posted, a barking dog, a heron, and a house not up to standard. Jonathan handles the minutes complaint, two were handled by compliance, and two are pending.

Welcome Committee– Justine Gaspari reports, We had 6 welcomes this month and 2 more residents will be welcomed by the new year.

Drainage- Joe Myers reports, We will continue to assist ARC. We will be providing guidance on any drainage problems arising in the neighborhood where pooling exsists more than 48 hours. We are trying to figure out how to have the golf course reduce the excessive muddy run off into the ditches that feed the canals. Storm water is backing up in the drainage system. Perhaps water amenities can address this at the Canal level. Joe is looking for volunteers for the drainage committee.

Water Amenities– Joe Myers reports, 2023 Strategic Plans,-1.Continue the process of Canal Depth Maintenance completion in 2025thru 26 2. Prepare the Scope Doc to obtain bids for the repair and maintenance of the Spoil site Dike walls and top Awaiting Earthworks Engineering report utilizing the survey date 3.Obtain bids to carry out 2 above 4.Obtain Board approval of the best Bid and obtain the required funding to carry out the above. 5. Supervise the actual performance of carrying out 2 above- 6. Prepare the required Docs to obtain Government Permits from all involved Government
7. Continue to obtain Water Front Property Owners financial backing as required for the actual Canal Depth Maintenance removal of silt and sediment et al within the canals. 8. Prepare Scope Docs to obtain bids for the actual removal of silt and sediment et al within the canals. 9. Obtain Bids to accomplish 8 above. 10. Obtain Board approval of Firm to perform 8 above and required funding to accomplish 8 above. 11. Award the Contract for 8 above.

Water Amenities will work with grounds, community liaison, capital improvements and toe Board to turn the HOA lot at Wedgefield and Gov Johnston into a Community water front recreation facility. It is a nice waterfront lot and could easily hold a residential house if covenants permit sale.

Roads– Ken Gaspari reports, He has replaced the posts in the cul-de-sacs.

Grounds– Meredith Marsh reports, Our contract for landscape ends, We will be taking bids for our maintenance contract. We will be cleaning up the entry way. We will be planning more projects throughout the year and maybe a community garden. Candles and bags are available at the office. Sand is available at the burn pile.

Compliance– Stan Earnhart reports, Jim in his absence addressed two complaints concerning a dog off its leash and complaint of porch lights.

Old Business-

New Business– Jonathan reports, we have put together a strategic plan. Valerie reports we are hoping to have a finance committee meeting in January. We will look at the pros and cons of cash v/s accrual accounting. We will look into moving money in different places as interest rates go up to get more interest on our investments. The reserve study is up this year and will work on getting this done.
