MINUTES OF FEBRUARY 21, 2017 WPA BOARD MEETING
Call to Order: Jacky Walton at 7:00 p.m.
Present: Jacky Walton, Bob Garrison, Adam Anderson, Janine Cline, Peggy Phillips, Keith Johnson, John Walton and Larry McMillin
Absent: Inge Ebert
Quorum: Yes
Approve: Motion to approve the Minutes of September 20, 2016 and January 17, 2017, Seconded by Janine Cline, all approved – motion carried.
Officer Reports
President: Gave a reminder regarding golf cart safety.
Vice President: The golf course is up for sale again and the owners have no intention of investing any monies into the property. A reminder of the assessments being due by February 28th in order to avoid a late fee.
Secretary: Janine made a Motion to approve Spectrum’s quote for 60 speed internet at $125 per month, a savings of approximately $400 a year. Bob Garrison seconded, motion carried.
Switching internet providers from Frontier to Spectrum (Time Warner) is necessary due to low download and upload speeds are not enough to properly send financials to the accountant. We would need to change email address, but keep phone numbers. Old website will expire in May. Treasurer: We have 134 current unpaid assessments which includes 16 from previous years.
Committees
ARC: Keith Johnson said he has had twelve (12) permits issued this past month. Legal: Policy changes that were made last year regarding payment of delinquencies and assessments are currently in effect.
Finance: Peggy Phillips presented a Proposed updated Reserve Accounts chart Peggy made a motion to pay the remaining balance due on storm cleanup directly from the Operating Account, Bob Garrison seconded and motion carried.
In order to follow procedure and not allow an account to Exceed $250,000, Peggy made a motion to allocate this $100,000 to South Atlantic Reserve Account, as prescribed by policy, Bob Garrison seconded and the motion carried.
Peggy made a motion to transfer $7,000 from South State Operating Account into TD Bank Reserve Account to be directly allocated to the Emergency Reserve account. Bob Garrison seconded, motion carried.
Peggy made a Motion to move $50,000 from Operating to Reserves in accordance with present percentage allocations. Bob Garrison seconded and the motion carried.
Following these transactions, we will have $429,204.63 in reserves.
Communications: A Girl Scout troop has requested to use the HOA building on March 4th for the sale of Girl Scout cookies.
Community Liaison: Adam received and answered five letters this past month.
Welcome Committee: No report.
Drainage: We had a couple of issues, one is Lot 457 where the drainage pipe makes the lot not buildable. We are looking into the cost of rerouting the drain.
Water Amenities: John Walton made a motion to add Steve Vasey to the Committee. Keith seconded and motion carried. John explained the bids for burning of Spoil Site. Motion to approve Sabine & Waters bid of $3,600 made by John, seconded by Keith, Motion carried. John is getting a bid from JC Landscaping for maintaining the road.
Condo Liaison: no report
Roads : Adam Anderson sent out bid requests on sign making and the deadline for bid submission is March 1.
Grounds: Larry McMillan – Opening of closed bids for annual landscaping contract. Bids were received from Tony Graham Landscaping for $45,288; Handy Hands Home Lawn Services
$28,400; Blackwater Sitescapes $33,800; Eaddy Lawn Care $51,996; and Howard’s Quick Cut for $30,992.88. A Motion was made to approve the bid of $30,992.88 from Howard’s Quick Cut, Bob Garrison seconded and motion was carried. This decision was based on Howard’s
Quick Cut’s past performance and h is our current landscape maintenance company.
Old Business: None
New Business: Adam Anderson explained the Waterfront Property Owners have raised enough money for Phase #1. They are looking to hire Earthworks for survey and analysis. Adam made a Motion to enter into Earthworks contract of $18,500, and that the Waterfront Homeowners group will pay the HOA for the cost of preliminary surveys and the HOA will pay Earthworks. Bob Garrison seconded and motion carried..
Resident Comments:
A few residents were concerned about the upkeep of the golf course and diminishing property values. Vice President, Bob Garrison asked Butch Williams if he would be willing to set up a sub-committee to investigate the leasing of the equipment and the readiness of the residents to pitch in towards the cost of this year’s maintenance. Butch agreed and will work on getting the information on leasing and letters out to property owners next week.
