WPA MONTHLY MEETING MINUTES

Approval – Motion to approve December 18th 2018 Minutes with corrections made by Bob Garrison, Motion Seconded by John Walton. All in favor. Motion Carried.
Officer Reports
Presidents Report – Jacky Walton reports, No Report Vice Presidents Report – Bob Garrison reports, No Report Secretary’s Report– Larry McMillin reports, No Report
Treasurer’s Report– Peggy Phillips reports, As of December 31, 2018, our Operating Account with South State had a balance of $54,132 and our Debit Account with South Atlantic had a balance of $1,039.80, $1,460.20 from Operating was transferred to bring this account to $2,500. The Reserve Account balances were: South Atlantic $170,086.00, Edward Jones $362,499.00, and TD Bank $82,119.00 for total Reserves of $614,704.00.
Reflected in the Reserve balances was $50,000 deposited per board approval at the November meeting and deducted was $15,913 paid to Carter Dredging from the Canal Reserve. The Roads Reserve does not show the final $6,000 paid to Sign Shark which means a balance of $378,968.
In January, we have received assessments for 184 properties resulting in collections of $96,600 thus far for 2019.
Committee Reports
ARC– Bob McMahan reports, there are 18 ongoing ARC projects. There have been 8 new permits approved since the last meeting. Three for re-roofing, 2 for tree removal, 1 for a patio cover, 1 for a screened in porch and 1 for a re-roof, deck repair, and driveway.
The newly established ARC Refund Account should have $8,750 on hand to cover all pending permit refunds.
Bob McMahan makes a motion to transfer $8,750.00 to the ARC Refund Account from the General Operating Account, Motion seconded by Bob Garrison. All in favor. Motion Carried.
Legal- Bob Garrison reports, We will have a mediation meeting tomorrow concerning the never- ending lawsuit.
Finance-
Communications– Steve Vasey reports, He would like to thank the people who helped with the luminary’s setup and removing them. He would also like to thank all who helped with removing the Christmas decorations.
Community Liaison– No Report
Welcome Committee– No Report
Drainage– Bob Garrison made a motion to approve contract for $500.00 to Live Oak Excavation for Wedgefield Village Road ditch clean-out of approximately 150 feet of ditch along the side or road and disposal of excess dirt and debris. Includes clean out of pipes located under pathways and regrade as needed. John Walton seconded this motion. All in favor. Motion carried.
Bob Garrison makes a motion to award $800.00 contract to Live Oak for Wraggs Ferry Rd and Wedgefield Village property ditch clean out and brush removal. This includes removal of heavy growth, trees and underbrush. Regrade as needed. Requires removal and disposal of excess materials. Motion seconded by John Walton. All in favor. Motion carried.
Bob Garrison makes a motion to award $800.00 contract to Live Oak for lot 19 Ballard Place flooding. This is to include cleaning of existing swale between lot 18 & 19 and remove large timber in swale. Clear brush and small trees from front of lot 18 and create a swale to direct water to the existing pipe between lot 17 & 18. Clean out existing pipe that runs under Ballard Place to lot 22. Motion seconded by John Walton. All in favor. Motion carried.
Bob Garrison makes a motion to approve $800 contract to Live Oak for lot 501 Wpa property swale on front of lot needs regrading to prevent flooding of lot 500 and ditch needs to be cleaned out on back of property and have 3 trees removed and bush hog the entire lot. Motion seconded by John Walton. All in favor. Motion Carried.
Bob Garrison makes a motion to award $1800 contract to Live Oak for Francis Parker Road from approximately lot 449 – 436 needs shoulder and swale regraded between the currently occupied properties. John Walton seconded this motion. All in Favor. Motion Carried.
Bob Garrison made a motion to award $1000 contract to Live Oak for Francis Parker Road shoulder located at the bend by the 12th green of golf course to be regraded from lot 502 to the drain located by the light pole. Rework existing drain to golf course creek. Motion seconded by John Walton. All in favor. Motion carried.
Bob Garrison makes a motion to award $18,600 contract to JC’s Landscaping for Wedgefield Rd and Governor Johnson Main Drain repairs to replace catch basin and 40LF of 36’ RCp across road, and installing 5’5” catch basin that ties into existing pipes. Base Material will be placed and compacted around pipes, asphalt will be patched back, and sod will be placed on disturbed areas. Motion seconded by John Walton. All in Favor. Motion Carried.
Water Amenities– John Walton reports, David Carter has been dredging almost a month. They are almost a quarter of the way done. We are meeting Thursday to see how the project is going.
John Walton make a motion to approve contract with Earthworks with the understanding the WPA will pay 1/3 of the project price, with Wedgefield Waterfront Property Owners paying the other 2/3rd’s. Motion seconded by Bob Garrison. All in favor. Motion Carried.
I have contacted JC’s Landscaping to give an estimate to fix the Marina road. We will also be making the second payment to Carter Dredging for $15,913.00
Condo Liaison– Steve Vasey Reports, Residents are complaining of dog feces near the condos. Steve mentioned looking into putting signs up to tell people to clean up after their animals.
Roads– No Report
Grounds– In preparation for the upcoming storm season, I am creating a list o volunteers to help our community in case of a catastrophe. We will need those who have pick-up trucks, trailers and chain saws to reopen the streets if necessary. Please contact the office and leave your names and numbers so we may reach you if needed.
The Wedgefield sign at Route 701 has recently been replaced and looks very nice. However, the columns are made of wood and need to be replaced. They are rotted and will no longer support the ornamental pineapples. I am proposing we replace the wooden structure with a brick foundation similar to out electronic sign. Bob Garrison has offered to donate the bricks at no cost to the Association. We would arrange for volunteers to dig and pour the foundation. I would also recommend we include a drain pipe to relieve standing water next to the sign. I have put together some approximate figures for the project:
An accurate estimate of costs will be presented at the February meeting. If there are no objections from the Board, I will proceed to pursue this project.
Compliance– No report.
Website Committee- Jacky reports, We have removed a couple of residents who have moved from the community from the Facebook page.
Old Business- New Business-
Public Comments– Randy Vaughn says he was impressed by the balance sheet. He said a lot was missing. Peggy Phillips informed him they would be available once the CPA and our book keeper conferred on some items.
Robert McRae asked what they are going to be grading on Francis Parker Rd. Bob Garrison let him know they would be grading along the roadway.
Michael Downs asked if the contractor makes the damage shouldn’t they replace it. Jacky Walton let him know that we are just trying to get the water off the roads to flow properly.
Inge Ebert has a concern over a pot hole almost in the center of Wraggs Ferry Rd that needs to be addressed. Bob Garrison let her know it will be brought to the attention of Adam Anderson.
Carolyn McBride would like to have the Resident Directory updated. Bob Garrison asked her if she wanted to chair a committee for the book and she agreed and will be working with the welcome committee to address this.
