WPA MONTHLY MEETING MINUTES
July 20, 2021
Call to Order –Bob McMahan

Quorum – Yes
Approval – Motion to approve June 15, 2021 Minutes made by Jonathan Rutstein. Motion seconded by Tom Macedo. All in favor. Motion Carried.
Officer Reports
Presidents Report –Bob McMahan reports, He is glad to be back.
Vice Presidents Report – No report
Secretary’s Report-Bob Garrison reads Stans report, The contract to rent Winyah Auditorium is available at the office. Bob Garrison makes a motion to approve the use of Winyah Auditorium and pay the deposit of $100.00 and the refundable cleaning fee of $50.00 to Winyah Auditorium. Motion seconded by Jonathan Rutstein. All in favor. Motion carried.
Bob Garrison makes a motion to approve up to $2000.00 for printing, mailing and other office supplies necessary in preparation for the Annual Meeting. Motion seconded by Jonathan Rutstein. All in favor. Motion carried.
Treasurer’s Report– Peggy Phillips reports, As of June 30, 2021, our Operating Account with South State had a balance of $159,590.18, the Debit Card Account with South Atlantic had a balance of $2,027.16 and the Refundable ARC Account with the South Atlantic had a balance of $38,014.34.
Our Reserve Account balances were: South Atlantic- $164,858.81, Edward Jones- $272,824.75, and TD Bank- $223,459.36 for a total in Reserves of $661,142.92. Per approval at the June Board meeting, $90,000 was deposited to our Reserve account with TD Bank.
All Board Members have been given an Updated Reserves form showing the balances in each Reserve Account after this deposit was made.
Committee Reports
ARC– Tom Macedo reports, ARC continues to be very busy. We have 15 houses currently being built. 10 other applications have been approved, but clearing has not begun yet.
2nd Reading by Tom Macedo for ARC policy change to increase ARC building fees.
Tom Macedo makes a motion to change section III 2.05 Trash Control/Damage Deposit to
$3,000.00 Refundable and Construction Road Use fee to $1,500 Non-Refundable. With drainage fee, admin fee and Arc review fees staying the same. Drainage fee @ $250, Admin fee @ 150, and ARC Review fee $100 which are Non-Refundable. This will bring the total fees to $5,000. Motion seconded by Bob Garrison. All in favor. Motion carried.
The reason for this change is the cost of repairing our roads and damages has increased. This may also add more incentive for the contractors to be more careful in what they do and take more care in our community.
Legal- No report
Finance– Peggy Phillips reports, We have 3 accounts delinquent for 2021. Two of these are deceased. Previous year delinquencies are 5 accounts one of which is being foreclosed by the lender and the 23 on the two undeveloped streets. We are working with legal to hopefully resolve this situation.
Peggy gave all Board Members copies of the 2021 Budget showing year to date expenditures. A meeting will be called soon with the Board invited. She needs input from all Board Members in the preparation of next year’s budget. Any capital improvement items that are not a part of Reserves will need to be included in the Operating Budget.
Bob Garrison comments, The 23 lots that went through a foreclosure process. The money we are owed will be lost. It will be written off. We believe they have done this in hopes of selling.
Communications– Jonathan Rutstein reports, We have only received two reports for the Wragg and are waiting on more reports for the Wragg. Jean Hulse Hayman has sold $1900 in ads and has done an awesome job.
Community Liaison– No report.
Welcome Committee– Bob McMahan reports, We have completed 20 welcome packages and new residents seem to appreciate the visit.
Drainage- Bob Garrison reads Stan Earnhart’s report, Stan has met with J&M Site Works and inspected the three sites. We are now waiting for 811 to mark the utilities before commencing work. J&M plan to complete all three projects ASAP.
The erosion control supplies for Possum Trot have been delivered.
Stan hopes to have a complete report and best way to move forward at next month’s meeting regarding complaints effecting the Condos from Wedgefield Village and Pool Place. Jacky Walton has offered to meet with him during the next heavy rain to look at what can be done. The Pool Place issue may include work related to the sink hole resolution on Robert Morrall.
We have not been successful in finding a company to run a camera through that pipe. We have no new information regarding the Gov. Boone complaint.
There have been two complaints about the ditches on Wedgefield Road. We plan to refurbish the Wedgefield ditches in the next couple of months.
Water Amenities– Ken Gaspari reports, He has contacted and met with Santee Electric and installed new lights at the gate house and dock. He has met with Morgan Fowler and ordered what we needed for the card reader. No one will guarantee the old parts will work with the old reader. We will install everything and get new cards. Morgan would like to put a surge protector on the new reader to protect it. Bob Garrison asks if he had approval to order the stuff. Ken says no, but he has spoken to some others who were in agreement. It was determined that the equipment was ordered without proper authorization and that procural procedure was not followed. To attempt to correct this, after discussion, Ken Gaspari makes a motion to approve up to $2,500 to replace the card reader. Motion seconded by Jonathan Rutstein. After discussion it was decided funds will be used out of the Emergency Reserve. All in favor. Motion Carried.
Ken Gaspari makes a motion to approve up to $350 to replace lights on dock and charge to Marina account. Motion seconded by Bob Garrison. All in favor. Motion carried.
Condo Liaison– Jonathan reports, No Report.
Roads– Gary Dreher reports, The only issues is a problem on John Green where the county dug an area. Tom is talking to county since they didn’t properly repair the road. If no answer we will repair it. Gary Dreher makes a motion to approve up to $2,000 to add 3 more speed humps.
Bob Garrison asks where the money will come out of. Gary says to use grounds. Motion seconded by Jonathan Rutstein. Despite the fact that adequate funds were not available in the grounds account, Tom Macedo, Gary Dreher votes yes. Bob Garrison, Bob McMahan vote no. Bob McMahan says he didn’t hear everyone. Peggy Phillips, Ken Gaspari abstain. At this point, Rutstein now votes yes and despite objection, motion is declared carried.
Grounds– Gary Dreher reports, Planting has been completed up front and the plants seem to be taking good.
Compliance– Bob Garrison reports, That the Board wouldn’t know compliance if it bit them.
Website Committee- Jonathan Rutstein reports, The Wragg will be put on the website and this will be the last printing. Bob Garrison lets him know there will have to be a policy change before we can quit doing a printed version.
Old Business- Bob Garrison reports legal is still looking at the contract for Spectrum. Our lawyer says no to signing this contract. 5 years is too long for us to sign a contract by our Policy requirements. Jonathan Rutstein says we will be sending them a counter proposal.
Bob McMahan brings up the complaint about the turtle pallet. Bob Garrison says we need to speak them and do an official request to have the pallet in the pond for the turtles.
New Business– Bob Garrison makes a motion to approve Nancy Johnston and Gloria DeCreny to serve on the nominating committee. Motion seconded by Jonathan Rutstein. All in favor.
Motion carried. August 13th will be the cut off date for Nominee resumes.
Public Comments– Ken Odgers says he lives across from Swinnie’s cookie cutter houses. Says they all look alike and he is not for that. He would like for the ARC to be stricter with the builders.
Bob Buice asks if a man who owns a house by the maintenance shed on Wedgefield road just outside the plantation could join the association and get a marina card. Several Board members let him know that we are restricted by the PUD to allow anymore lots into Wedgefield and by the policy manual guidelines, we cannot give a card to anyone outside the plantation.
Bob Buice says the speed bumps are close to the cart paths. They are doing a good job slowing people down. At 15 and 16 on Wedgefield Rd. a car was going at least 45mph coming from the marina. Thinks a speed bump there would be good idea.
Janice Debaca asks for clarification that for her to make a change on my doors I would have to go through the ARC committee. Bob Garrison lets her know the HOA ARC has nothing to do with the condos. She would have to go through her regime. Jacky Walton lets her know each Regime is responsible for their structure. She should submit any change requests to her Regime president.
Jim asks about the increase for the ARC Fees. Tom explains we are only changing ARC fees as follows: A. Trash Control/Damage deposit $3,000 refundable. B. Construction Road Use Fee $1,500 Non-Refundable. C. Drainage fee $250 Non-Refundable. D. Admin Fee $150 Non- Refundable. E. ARC Review Fee $25 Non-Refundable. For a total of $5,000.
Marion Cuttino says it seems the issue with Spectrum being the billing and payment and wants to know who set up the deal. Bob McMahan says they submitted the proposal to us at our request. She wants to know if they have explained the surcharges and taxes and if anyone has this knowledge. Gary says that it looks like they are subject to change.
