WPA MONTHLY MEETING MINUTES

Officer Reports
Presidents Report –Jonathan Rutstein reports, The nominating committee will be Eileen Kramer(chair), Cindy Fry, Donna Boshears, Jill Huggins, and Jill DeMarchi. We will have a bylaw review subcommittee chaired by Nate Nadeau, so we can update definitions and put the policy in better form.
Vice Presidents Report –No Report
Secretary’s Report– A vote will be taken after meeting to appoint a new Secretary.
Treasurer’s Report– Valerie Cooper reports, As of May 31, 2023, our account balances were as follows: Operating account with South State had a balance of $233,446.45. Debit account with South Atlantic had a balance of $1,666.40(three debits of $224.81- 158.89 to Zooom, and 65.92 for HOA stationary. The ARC account with South Atlantic had a balance for $9,090.63 with one deposit totaling $250 and a total of eight refunds for $16,750.
The reserve account balances for 5/31/23 are South Atlantic $92,590.56, Edward Jones $280,453.35, $50.000 & $50,000. TD Bank $223,982.19 and Anderson Brothers $50. New6 month CD opened in May 2023 matures 11/10/23.
Committee Reports
ARC– The ARC rewrite has been completed with proposed changes. Ken will review rewrite before it is presented as a first reading.
Legal– Bob Ramsey reports,legal definition of trailer or house trailer, proper procedure on reading the minutes, arc policy, and paving in Wedgefield Village were discussed with the attorney.
The legal definition of trailer is a problem because there are so may definitions for trailer. He suggested we consider doing enforcement by using Covenant section 6. The board could then set fines using our bylaws.
Attorney confirms the policy that ARC develops its own policies and enforces these policies.
There are three roads and a driveway with parking spaces within the WVA’s common area that are not the WPA’s responsibility.
Finance-Valerie Cooper reports, We still have not heard from our CPA or received financials since January. A motion was approved to hire Taylor and Gruber at a rate of $400 a month to produce our monthly statements, and to hire Joan Hodges at a rate of $2750 to perform our yearly audit and taxes.
The Committee also discussed funding for proposed capital improvements and recommends that the issue be put on the Ballot at the Annual Meeting to ensure that every property owner has the ability to vote on moving forward with the proposals and potentially a second item on the ballot to see if people are willing to pay for and/or consider a loan by the association to fund such projects long term.
The committee will be working on the 2024 budget soon, and all requests from Committees for funds, needs to be received by July 15th to the Treasurer, otherwise potentially no monies will be allocated.
Communications/Website-Trina report, Food trucks have been doing well. We will be having a golf cart parade and picnic on July 4th. Motion was passed for up to $1500 for the July 4th picnic. July 10th we will have a blood drive. The Wragg is going to all email to save money. Please make sure the office has your email.

Welcome Committee– No report
Drainage- Joe Myers reports, We went with ARC to review the drainage aspects of to be built new construction and to review the drainage aspects of new construction requesting COA.
We reminded 18 lot owners on the North side of the end of Francis Parker that both front and rear ditches were their responsibility to keep clear to allow unimpeded storm water flow to prevent back flow uphill to neighbors.
Drainage counseled three home owner reference erosion problems of ways to prevent the erosion from storm water flow.
Committee is not aware of any overt Drainage problems.
Water Amenities– Joe Myers reports, Committee continues to work on current dredging project. They have met with Earthworks to review data collected in the spoil site survey, but data was not complete. With data available we were told the Spoil Site can hold up to 80,000 cubic yards of dredged sediment at this time. We do not expect to dredge that amount nor more than it. Barring USACE change of specs, the spoil site is adequate.
Earthworks is to coordinate with the US Army Core of Engineers and update Wedgefield’s Permit Application with the new data. We will need the permit in hand to contact Dredge Firms for Bids.
We are continuing on schedule to dredge fall 2024. We will need all necessary funds in hand before letting the actual dredging contract this November 2024 to April 2025. Early estimates are $350,000 to $450,000 for actual dredging itself. We expect PE charges between $50,000 and $75,000 depending on what and how many hoops the 5 Government agencies require before granting the permits. This for a maintenance dredge of 30 feet wide down the middle of the canal system.
Roads– No Report
Grounds– No Report
Compliance– Stan Earnhart reports, At the last Board meeting, the Compliance report for 2400 Wedgefield Rd was this issue had been referred to the ARC. The structure in question has been removed.
We received one additional complaint regarding an empty lot on John Green that needed mowing. A letter has been sent notifying the owner to have it mowed or the WPA will and bill the owner.
Capital Improvement- Stan Earnhart reports, They have made excellent progress. Board approved up to $7300 for a soil survey by SME and approved up to $800 for a survey to be done by Parker Land Surveyors, LLC to determine the property lines.
Golf Course Liaison– Jonathan Rutstein reports, No report.
Old Business- Motion was approved to hire Steve Lander at a bid of $8000 to conduct a pavement conditioning survey, to see which roads need paving first.
