Officer Reports

Presidents Report – Jacky Walton reports, Due to the opening of the golf course, please watch out for the golfers. We have heavy construction in the Arbors. The contractors come in and meet with the ARC committee before starting a job. Please when a contractor is working on a job and you have a problem please contact the office.

Vice Presidents Report – Bob Garrison reports, Any questions or complaints need to come to the office and need to be in writing to protect both parties. It also makes sure it is handled properly.

Secretary’s Report– Larry McMillin reports, Recently the office was contacted by a man asking permission to include Wedgefield Plantation on his ice cream truck route. I can see how this could be considered soliciting, which we do not allow. However, we were told that if a vendor has a county permit, we cannot deny them access. This is a treat for the children to look forward to, and who doesn’t like to hear the music that is played?

If there are no objections, I will contact the ice cream vendor and ask what his schedule might be. Ha has also offered his services for any social activities conducted by the Board during the upcoming season.

Bob Garrison asked to set him some parameters. Steve Vasey asked if he would offer discounts for events. Larry said he would check on this.

Treasurer’s Report– Peggy Phillips reports, As of February 28th, 2019, our Operating Account with South State had a balance $209,251.62. Our Debit Card Account with South Atlantic had a balance of $2,291.36.

The Reserve Account balances were: South Atlantic $243,985.32, Edward Jones $363,530.41, TD Bank $58,129.40, for a total reserve balance of $665,645.13.

Not reflected in the above totals was a check to Live Oak Excavation for $4,100 and $15,913 to Carter Dredging for 3rd Draw.

Approximately 87% of Assessments for 2019 have been paid. These include 47 for the current year and 28 from previous years.

Committee Reports

ARC– Bob McMahan reports, There are 13 ongoing ARC projects. There have been 6 new permits approved since the last meeting. 1 for a new home, 1 for landscaping and bulk head, 1 for solar panels, 1 for re-roof and dormer, 1 for lot clearing, and 1 for tree removal.

Legal- Bob Garrison reports, Last month I reported about the lawsuit being resolved. We agreed to update the policy manual for the retention records on the ARC policy, which we are having the second reading on tonight. He requested mediation and we offered mediation. The suit was resolved without expending any money. We did not get a bill for insurance and our rate has not increased. We have made sure all of our Board members are acquainted with the Policy Manual. We have also talked about the misunderstanding and made an apology. All the requirements pursuant to the settlement agreement have been met.

Finance– Covered in Treasurer’s Report.

Communications– Steve Vasey reports, The minutes should have read May 4th for the Annual Yard Sale.

Community Liaison– Adam Anderson reports, We have received a follow up letter on the illegal greenhouse in the condos, that is being handled by the WVA, a letter addressing kids that are trespassing on a vacant wooded lot near Goulet Court. A request was made to place something in the Wragg about trespassing. The resident was advised to call the police if the kids return. A pothole on Swamp Fox. It was filled with cold patch. A letter about the lawsuit. A letter about drainage issues.

Welcome Committee– Butch Williams reports, Congratulations to the Welcome Committee for a job well done. They have raised $860 for the directory.

Drainage- Al DeMarchi reports, Ballard road project is complete. Wragg’s Ferry Road is complete. Wedgefield Village Road is complete. Francis Parker Road the 12th Green will be seeded and the golf course will install two additional posts and will have large rope strung across posts to prevent golf cart traffic from the roadway. Francis Parker Road and Joanna Gillard intersection is complete. Abandoned drain has been concreted close to prevent further erosion by the light pole. Drain across from 12th green has been repaired and sealed with concrete. Swale on the south side of Francis Parker is complete. No further work will be performed on Francis Parker Rd. The Large pipe under Wedgefield Road between Governor Johnson and John Green has not started. The large pipe at lot 204 on Wragg’s Ferry road has not started. They are still waiting on custom drain box.

Water Amenities– John Walton reports, The dredging company still has equipment and is using the landing. It is essentially closed for insurance purposes. Signs will remain posted until dredging is complete and contractor has removed all equipment. It will only be locked if needed. Those possessing valid marina cards may use the landing at their own risk.

Please stay clear of any equipment located on the site. If any problems arise, we will be forced to keep the gate locked and no one will be able to use the boat ramp.

Landing Road- We have contacted J.C.’s Landscaping twice and not received a reply. We hope to have contact with him when he comes to do the Wedgefield Road drainage project he has been contracted to do.

Canal Committee- We are blessed to have a very good and hard-working committee dedicated to the success of the dredging project. Also, David Carter Dredging is very compatible to our needs and is working diligently to complete the project. The dredging is over ¾ (three quarters) complete. We have just made another payment from WPA and the Canal Committee funds. Each payment comes one third from WPA and two thirds from Committee funds.

We received a comprehensive survey from Earth Works showing pre-dredge and post- dredge soundings. The overall look of the project is very good, however, there are a few areas that will be addressed. Both David Carter and the Committee are aware of these areas and will work together to remedy these areas of concern.

Bob Garrison asked if Carter Dredging would be finished on time. John Walton said that David Carter said he would work until the dredging is finished. They do not give extensions on dredging permits.

Condo Liaison-Steve Vasey reports,

Roads– Adam Anderson reports, Several potholes have been filled with cold patch. The areas include, Patriots court intersection, Francis Parker intersection, Francis Parker extension, Swamp Fox, and three places along Wragg’s Ferry.

We are working on getting bids for another round of road repairs. We have a list and a map we have put together. I met with Coastal Asphalt on Friday the 8th and showed them the places on the map. He’s going to put together a bid but mentioned that they are extremely busy and backed up that it would be summer before they could do it.

I have also reached out to Palmetto Paving in Conway, C.R. Jackson in Myrtle Beach and JC’S paving in Conway. They are interested in giving us a bid. I will be following up with these contractors and more in the next few weeks. If anyone knows of an area in need of repair please let me know.

Grounds-Larry McMillin reports, During the Christmas Holiday, an electrical problem developed which caused the lighting to go out intermittently. Recently, Mr. McMahan came out to try to fix what was happening. I don’t know what we did, but the electrical system seems to be working again. Thank you, Bob, for your efforts.

The fountain at the pond has not worked properly for some time. It was assumed this was related to the electrical outage throughout the entrance. Once the power was restored, and the timer reset, the fountain began working again, for just one day. After resetting the timer repeatedly, it has been found to be defective. We have two options: by-pass the timer and let the fountain fun 24/7 or replace it at a cost of $239.00.

Larry McMillin makes a motion to spend up to $260.00 to cover new timer and shipping, motion seconded by Bob Garrison. All in Favor. Motion carried.

Compliance– Butch Williams reports, second reading on Policy Manual Changes under Old Business.

Website Committee- No report.

Old Business-.

Second Reading on Policy Manual Changes Section III 2.01.1 Record retention for ARC Applications and related Associations Documents will be five years.

Section VIII 12.01.01 It shall be the policy of the WPA to maintain one primary checking account with all funds received deposited to this account and all checks written from this account except ARC refunds. Refer to 12.01.03

Section VIII 12.01.03 An additional secondary checking account shall be created to hold all refundable portions of ARC deposits. Upon receipt of an ARC check, funds will be deposited to the Operating Account and a check will be written from Operating to the ARC Refundable Account for the portion of ARC fees to be refunded. ARC refunds will be paid from this account only after final approval from ARC Committee.

Bob Garrison says in Section VI, 2 The Wedgefield Phone book should have been removed from the Policy manual after approval at the October of 2017 meeting.

New Business– Butch Williams passed out presentation on security cameras. The system has 3 cameras and a special camera to catch license plates. Jacky Walton asked about cars going in and out. Butch says the camera will catch plates coming in and out with speeds up to 30 mph. They would have to make a policy manual section where only the police would be able to view the camera. Bob Garrison says Capital Improvements have to be budgeted the year before.

Butch Williams makes a motion to approve the expenditure on contingency of policy manual change and finding the money to expend for cameras not to exceed $5,500. John Walton seconded this Motion. Butch Williams, Adam Anderson, Bob McMahan, Steve Vasey, John Walton In favor Jacky Walton, Bob Garrison, Peggy Phillips, and Larry McMillin opposed.

Public Comments– Carolyn McBride asked about putting corrected date for yard sale on the sign since date was wrong in the Wragg. Jacky Walton says we will put the corrected date on the sign. She also said we needed more maps. Larry McMillin said we will print more maps. There was also the mention of putting balloons on the road signs on streets with yard sales.

Anitta Williams over crime watch says Saturday night someone tried to get into someone’s house. A gray vehicle was spotted on John Green in someone’s yard and heard someone say don’t go in there they have a dog. Someone also called saying a grey vehicle was spotted selling drugs in the community.

Michael Downes said he never sees the sheriff’s department here. Asked if we could ask them to come out. Members said they do come out occasionally. He also asked why we don’t install a gate? Have the gates open during the day? Bob Garrison says we have discussed gates many times. There are many negatives and a high expense. A lot of people don’t want to live in a gated community. Marion Cuttino agreed, but said we don’t live in that type of world anymore. We are prayed upon because we are the haves and not the have nots. Cameras is the world we live in now.

Jean Hulse-Hayman has a concern about dogs in a home in Wedgefield worried it may be a puppy mill. The Board advised her to call animal control.

A resident says that the people that live there have brought a lot of animals there. Said they are being taken care of.

Bob McMahan said to bring concerns to our Annual meeting we have each year.

A resident asked what can we do about solicitors. She knows we don’t allow soliciting but has been solicited. Jacky Walton let her know if they have a county permit there is nothing we can do. If not you should have a sign up and call the law.

Golf Course Update– Butch mentioned the success of the sponsorship to fill the sand traps to help support the golf course. Mitch had a few bad months because of all the rain.
