Officer Reports

Presidents Report –Jonathan Rutstein reports, Bob has been recovering from a fall he encountered last year. We are waiting on a response from our attorney since the policy does not state an officer has to be on the Board. Dave Decreny has been posting board meetings on Facebook. We have been having additional meeting to help the board communicate better.

Vice Presidents Report – Joe Myers reports, Things have been quiet while Jonathan was away.

Secretary’s Report– Bob Ramsey reports, To help his recovery efforts he is resigning as secretary.

Treasurer’s Report– Valerie Cooper reports, As of April 30, 2023 our account balances were as follows: Our Operating Account at South State had a balance of $325,316.49. Our debit account with South Atlantic had a balance of $1,891.21 with five debits (five debits of $2433.61 that included $1824.62 for a new computer and printer, annual Quick Books of $549.00 and annual antivirus software of $59.99, plus a deposit of $1,917.37). The ARC Account with South Atlantic had a balance of $25,590.63 with two deposits totaling $4,250 and total refunds off $1,250. In addition, the account was reviewed for old, and expired refundable amounts totaling $32,445.01 which was moved to the operating account.

The Reserve Account Balances as of 3/31/23 were, South Atlantic $97,082.61, Edward Jones $278,907.67 Money Market Account, $50,000 CD Liberty Bank, and $50,000 CD Wells Fargo, TD Bank had a balance of $223,963.17 and Anderson Brothers had $50.

Committee Reports

ARC– Bob Ramsey reports, He is resigning as ARC chairman. Ken Gaspari reports, We have released deposits on a few projects and have a few that were approved.

Legal– Bob Ramsey reports,The legal committee has processed 5 legal issues this month. 1. It is impossible to get to the all-trailer definition for a number of reasons. Trailer definition- Use of general criteria regarding unsightly is recommended. Reading of minutes- The POA can waive reading of minutes by unanimous consent. The vote to approve the minutes is a separate vote. ARC Chairman- The ARC president, who must be a Board Member, serves at the pleasure of the Board. Boards role in overseeing ARC- ARC has the exclusive authority to approve or reject submitted site plans. However, the rejections can be appealed and ultimately be decided by the Board. Determinations by the ARC are appealable to the Legal Committee and then to the Board. Does ARC develop its own rules, regulations, procedures, guidelines and reasonable fees as are necessary to achieve its purpose and objectives? The ARC does develop its own policies and enforces the policies.

Finance-Valerie Cooper reports, She has contacted several CPA firms in Georgetown, with little luck except Kelly Moore. She has also contacted Joan Hodges, Webster Rogers and Coastal. Due to the tax season, all firms were swamped, but proposals should be coming in soon. The Finance Committee will review proposals once obtained to make a recommendation to the Board moving forward.It may be June until we will see completed financials for the HOA.

Communications/Website-Jonathan read Trina’s report, We have had 3 Food Truck Tuesdays and they have been a success. We will have our next truck on June 6th from 5-8. A lot of people signed up for the yard sale and WOW had a bake sale with donations going to helping hands. Road cleanup was postponed until May 20 due to lack of volunteers. Our next event will be the Golf Cart Parade for July 4th and possible BBQ. We are going to start a new directory in July, if anyone is interested in helping please contact the office.

Condo Liaison– Dave Decreny reports, Paving on Wedgefield Village and Pool place has been completed. At the WVA meeting they have made it know they are not happy with Dave representing them to the Board. He was told not to address anything from the WVA to the Board.

Community Liaison-Jonathan read Trina’s report, We have had 13 correspondences for May. Two of these remain open.

Welcome Committee– They are getting packets together and scheduling visits soon. We have had quite an influx of new residents.

Drainage- Joe Myers reports, No drainage problems to report. Drainage continues to work with roads and ARC reviewing new construction and any revisions affecting drainage. Ken and Joe have reviewed three new construction sites and released the deposits on 3 new homes this period.

Water Amenities– Joe Myers reports, The Spoil Site repair was completed May 1, 2023 on schedule. The Hydro-graphical survey of the canal system was completed May 9, 2023 on schedule. The survey of repaired spoil site was completed May 9, 2023 on schedule.

We are awaiting the A/E firm Earthworks professional engineers to analyze the data from both of the surveys and to calculate the amount of dredging needed to be done and the repaired Spoil Site capacity for sediment that will affect the Dredging Contract Scope, and of course the USACE et al permits.

We will present to the Board the A/E firm recommendation reference the volume and type of Dredging recommended to achieve the desired canal depths throughout the system. We will assist the A/E firm in drawing up the dredging request for bids and selecting dredging firms to be contacted to Bid to perform the scope of dredging.

We continue to send out timely mailings to Canal Waterfront Owners to provide status of dredging itself.

Roads– Ken Gaspari reports, We have completed patchwork on lower Governor Johnston, Wedgefield Village and Pool place. Governor Johnston to Governor Boone has been completed also. Ken has two more signs to install and is in the process of clearing the road canopies.

Grounds– There has been a lot of updates to the front entrance and it looks great. Thanks to all involved in this process. Nate will have mulch delivered tomorrow. They could not cap onto the existing irrigation. They put in a new irrigation system and it is working great. Joe makes a motion to take $2500 out of the emergency reserve due to the failure of the original irrigation system. Jonathan seconds this motion. All in favor. Motion carried.

Compliance– Stan Earnhart reports,The issue concerning a home on Wedgefield rd has been referred to ARC. Compliance received a complaint regarding a political flag flying on Wragg’s Ferry. The property owner was called and reminded of the 30-day restriction for displaying political signs. The owner removed the flag. A resident has now made a complaint about the replacement flag, but the replacement flag is not political.

Capital Improvement- The Capital Improvement Committee met April 27, to meet Jon Rutstein’s request to develop a master plan. The committee established project specific sub- committees to determine what the community wants/needs and the estimated cost to complete each of the projects. The plat survey has been completed ahead of schedule. The pool and tennis/picckleball committees have met and are working to achieve the initial goals. We are also investigating potential Soil Survey firms to conduct a soil survey of lot 5A. This information needed to insure proper location of the pool, tennis/PB courts, and pool house on lot 5A.

Golf Course Liaison– Jonathan Rutstein reports, No report.

Old Business-

New Business– Jonathan Rutstein asks for volunteers for the nominating committee. Please contact the office if you are interested.

Joe Myers reports on the changes in billing through Santee Electric and wants to look into if we can appeal.
