Wedgefield Plantation Monthly Board Meeting Minutes
May 19, 2015 7:00 pm
Call to Order: Bob Garrison, Vice President
Attendees: Bob Garrison, John Walton, Keith Johnson, Al DeMarchi & Janine Cline.
Absent: Jacky Walton, Inge Ebert, Larry McMillin & Adam Anderson.
Quorum: Janine Cline stated yes there is.
Approval of Minutes: Janine Cline made a motion to approve minutes for April 2015, 2nd by John Walton. 5 ayes, motion passed.
President’s Report: No Report
Vice President’s Report: No Report
Secretary’s Report: No Report
Treasurer’s Report: Al reported that 2015 assessments continue to come in. He also stated that several new foreclosures have been reported. 2 lots are scheduled to be sold on June 1 at the courthouse.
Committee Reports
ARC: Keith reported the following have been reviewed and approved:
- Lot 176- Small Tree Removal
- Lot 344- Small Tree Removal
- Lot 110- Small Tree Removal
- Lot 069- Sun Room
- Lot 292- Refundable Builder Deposit
- Lot 027- Refundable Builder Deposit
Legal: Bob reported that legal issues are continually being pursued with nothing new to report.
A motion was made by Bob and 2nd by Al to spend up to $1,000 to get the attorney opinion on applying liens on items other than assessments and in addition investigating changing the covenants. Motion passed with 5 ayes.
Finance: A motion was made by Al DeMarchi, 2nd by John Walton, to take $50,000 out of operating and deposit in South Atlantic which houses one of the Reserve Account. Motion passed with 5 ayes.
Communications: Janine thanked Peggy Philips and her helpers for helping at the Easter Egg Hunt and thanked Kathy for completing the Wragg.
Janine reported Georgetown Presbyterian Church has been called to confirm for the Annual Meeting to be held on November 16, 2015.
Janine also reported that the 2015 Telephone Directory had the final proofing done this week and has been sent to the printer.
In addition, the invitations for the Volunteer Luncheon have been mailed and each board member has a copy. Any Board members wishing to attend are responsible for their own bill.
Janine reported that the Annual Yard Sale went without a hitch. She handed out about 50 maps at the entrance that indicated what streets and houses were participating.
Janine stated that the next Wragg will be mailed in June.
Community Liaison: Adam sent in the following report that was read by Al DeMarchi:
A letter was sent in questioning the allowance of chickens and other farm animals on a lot in Wedgefield. The Compliance Committee drafted a letter explaining that this was not allowed.
Another letter was sent in questioning a resident from the Arbors pumping water from his yard to a street drain on Daniel Morrall. It was explained that the drains belong to GCW&SD so WPA cannot stop the resident from pumping from their yard. It was stated that if it does cause problems WPA will not be responsible.
Welcome: Bob Garrison read Inge’s report due to her absence.
Inge reported that she and her committee are still welcoming new residents. There were 3 new residents this month:
Dale & Jean Hayman- 49 Pine Grove Lane
Sue McLaughlin- 2111 Wedgefield Road
Holley Causey- 2102 Wedgefield Road
Inge stated she has sent notes to these residents to set up a time to meet with them.
Drainage: Al reported that the Pond Project is still in the works. The State Highway Department will complete their portion this month. Also, Waterbridge is being contacted regarding the completion of their portion.
Al reported that several calls were received during the last heavy rains:
- Lot 116 was referred to GCW&SD since the drainage problems involves their property and a possible blockage of their drain way.
- Lot 178 is the homeowner’s responsibility. The Golf Course has been contacted to see if they can help with the drainage.
The drainage problems discussed at the April meeting will be pursued with various contractors.
Water Amenities: John Walton reported that the slag has been installed and looks good. A different contractor has to be found for any additional as the Steel Mill will be closing soon.
John stated that the docks are looking a little worn, these are the docks were purchased and installed awhile back. A motion was made by John Walton, 2nd by Al DeMarchi, to have Ronnie Campbell to paint and fix them. This cost would not exceed $536.00. Motion passed with 5 ayes.
Roads: Adam sent in the following report that was read by Keith Johnson.
Adam reported that Earthworks is still working on 3 bids for the next rounds of road repairs. He stated in his report that the deadline only came in 2 bids which Adam was not acceptable. Earthworks assured Adam that 3 bids will be in by the end of this month.
A street sign was vandalized on Wedgefield Road between Live Oak and Swamp Fox. The sign has been temporarily fixed and he is going back to look at all the signs in the plantation.
Condo Liaison: Bob Garrison read Inge’s report due to her absence.
Inge reported that the Village Association is continuing to work out the parking lot issues with Regime III. WVA will be contacting the board soon.
Inge also reported that the Village Association Board met on May 2 and unanimously agreed to participate in 50% ($115.00) of the proposed compost site on Governor Johnston Road.
Grounds: Larry sent in the following report that was read by
Larry reported that the final touches to the flower beds are complete. 3 yards of compost were purchased and spread to feed the plants and hold down weed growth. An additional $60 was spent on compost putting the amount approved over budget slightly. Many residents have complemented on how good it looks.
Larry also reported on the irrigation system. He stated that it has been an ordeal. The pump has been rebuilt and that cost was $125. Larry gave thanks to Mr. Grady Thomas for removing the pump and taking it to get repaired.
Compliance: Bob stated changes for a 1st reading to the policy concerning Section II which are attached to these minutes.
Old Business:
Al DeMarchi brought up the previous month’s discussion concerning speed bumps. Al suggested 1 being put at the gate house and another being at the circle entrance. He stated that Adam was supposed to talk with a Roads engineer and asked if anyone had heard anything further on this. It was suggested that an email be sent to Adam on this.
More discussion pertaining to this was that something had to be done with the speeders. Cones can be used as per Bob suggestion. Some discussion was that the maintenance of these speed bumps will be extensive and expensive. Another suggestion was an electronic gate, but who would come out in the middle of the night to fix.
The board will discuss further and was tabled until the June meeting.
New Business:
Janine stated that the Annual Meeting location will be secured for November 21, 2015 Annual Meeting. This will be Georgetown Presbyterian for a donation of $200. Motion was made by Janine and 2nd by Al DeMarchi, motion passed with 5 ayes.
Janine questioned Al about the bookkeeping and who will be doing it now that B Kisner has left. Al stated that he will be looking for a bookkeeper soon.
1st reading of Section II policy changes. They are attached to these minutes.
Notification of the next Monthly Meeting- June 16, 2015
Resident Comment:
Dave Hastings- 81 Jericho Court
Dave stated that he has seen these speeders from the gate house and included that only 1 out of 10 go slow. He also stated that there is no regard to pedestrians and or golf carts. Something needs to be done as soon as possible.
Mady Cavanaugh- 258 King George Road
Mady asked about the 2 lots going for auction. What is the minimum bid and if not met what happens.
Bob stated that WPA will be bidding if no one else bids we will get the property to own.
Mady asked if the WPA can own property.
Bob stated that yes. This will be a non cash transaction then be sold for what is owed in assessments.
Carolyn McBride- 73 Swamp Fox Lane
Carolyn requested an update on the Gate House Repairs. It was stated that without Larry being at the meeting this will be discussed next month.
Randy Vaughan- 209 Governor Johnston Road
Randy asked if moving money to the reserve makes any money. It was stated that yes the money in the reserve account make more interest than the operating.
Randy also questioned the late fee schedule and how it is handled. Al stated that he will get with him after the meeting as to not take up too much time.
Ed Wozniak- 50 Live Oak Lane
Ed reminded the Board that more break ins and burglaries are happening in the plantation and to please lock up and be aware.
