Officer Reports
Presidents Report – Jacky Walton reports, Please be careful on the roadways. The golf carts, bicyclers and joggers are out. I watched as a golf cart pulled out in front of someone yesterday. So please be careful. There will also be a lot of construction ongoing with the drainage projects going on in Wedgefield. Please watch out for them and let them do their jobs.
Vice Presidents Report– Bob Garrison reports, I would like to thank the volunteers with the Easter Egg Hunt and community picnic. Would love to see more people. I would also like to thank those who helped with the community yard sale.
The other day I had a call from a resident about another resident who is having a tough time. She is very sick, her husband died a few years ago. The Coast Guard Auxiliary has started a Go Fund Me Page. He asked if we could put a link on our site. I have no problems with this. If no one has any objections to this we will post it to our website. There are no objections.
Secretary’s Report– Larry McMillin reports, On May 4th, the annual community yard sale was held throughout the Plantation. Maps listing the participants were prepared and made available to the public. An advertisement was placed in the local newspaper and a new Yard Sale Sign was purchased and placed on North Frasier Street. No one has offered any comments on the effort that went into this event.
There are often negative comments concerning rules and regulations contained in the CCR’S and Policy Manual. These rules have been developed over many years to address issues that may have arisen in the past. It is the Board’s responsibility to establish and enforce a standard for all property owners to follow. Their purpose is not to punish anyone, but to avoid conflicts, promote safety, and protect property values.
Last week, arrangements were made to renew the anti-virus protection for our computer system. A hard lesson was learned several years ago, and we cannot allow any intrusions to interfere with our office operations.
Wragg articles are needed by May 24th, to allow time for formatting and proof reading prior to submission for publication. Any clubs and golf course information must also be submitted by that date.
It was a little cool during the community picnic, but I believe everyone enjoyed. We were not able to get the bouncy house we had used, due to the company closing. I would like to get the Board’s thoughts on doing a fall picnic and have a discussion concerning this at a later date.
Treasurer’s Report– Peggy Phillips reports, As of April 30th, 2019, our Operating Account with South State had a balance of $225,109.75 and did not include the proceeds from the sale of the foreclosed lot in the amounts of $14,478.22 and $350.00 (2019 Dues) Our Debit Account with South Atlantic had a balance of $1,967.42. The ARC Escrow Account with South Atlantic had a balance of $8,800.00. We had four deposits in the amount of $2,250.00 and there were seven refunds in the amount of $1,700.00.
The Reserve Account balances were: South Atlantic $205,092.11, Edward Jones $363,875.48, and TD Bank $58,148.83 for a total Reserve balance of $627,116.42.
Each Board Member has been given an Updated Reserve Report as of April 30, 2019. On April 23, 2019, we paid Carter Dredging $15,913 and Earthworks $1,193.75, which was taken from the Canal Reserve.
Peggy Phillips made a motion we move $50,000 from Operating to Reserves. On May 13th, 2019, we paid Ben Cox Company $6,490.00 for slag and equipment for the marina and marina road. This was approved at the April Board meeting. The Marina Reserve balance is now $4,139.52. I am requesting $10,000 be applied to the Marina Reserve and the $40,000 balance be distributed per the existing Reserve percentages. Motion seconded by Bob Garrison. All in favor. Motion carried.
Committee Reports
ARC-Bob McMahan reports, There are 19 ongoing projects. There have been 4 new permits approved since the last meeting. 1 for tree removal, 1 for tree removal and patio cover, 1 for a screen porch and patio, and 1 for a new house.
Legal- Bob Garrison reports, We have sold the lot we obtained by foreclosure for $16,000. Which netted us $14,478.22 and $350 in HOA dues. It is now not costing us money and can earn money.
I have told you about the old lawsuit that had been settled, but the other party is constantly requesting information that does not exist. I have drafted a letter and sent it to our lawyer for his approval and hopefully to remedy this situation.
I have also received an inquiry from an attorney about a resident wanting us to put in a road. Per by-law 1 we cannot do this. We handed this over to Crosby. They are requesting a copy of this by-law when it was recorded.
We collected on a 2½ year past due account this past month. We also have another property submitted to foreclosure.
Finance– Peggy Phillips reports, Covered in treasurer’s report.
Communications– No report
Community Liaison– Adam Anderson reports, We had a request about lawsuit, a complaint about a boat on a vacant lot, a complaint about a drainage issue, a complaint about street sign damage, a complaint about trees being removed without ARC permit and a issue about the condo parking lot which was referred to their regime.
Welcome Committee– Butch Williams reports, I would like to thank the welcome committee for a job well done. They have raised $1300 for the new directory. We should have a proposal for the final draft by the next meeting.
Drainage- Al DeMarchi reports, The following projects are complete. Project 1. Wedgefield Village road and Wragg’s ferry road adjoining Wedgefield Village property. Project 4 Ballard road lots 17, 18, 1nd 19. Drainage ditch between lots 18 and 19. Clean out pipe under road at lot 17. Project 5.1 Partially complete. Permission unobtainable from property owners. The contract price was adjusted. Project 5.2 Lot 501 clean out drainage ditch along back side, remove trees from ditch, and regrade ditch along Francis Parker road. Project 5.3 Grade from lot 436-449. Project 5.4 Francis Parker Road at the 12th green. Regrade swale, close off old non-functioning drain, remove trees in new drain area. Project 3 Custom drain basin is complete after several delays at the manufacturer. Work will start on Wragg’s Ferry Rd on Wednesday, May 29, 2019. Work will require approximately one week. Wragg’s Ferry will remain open.
Project 2 Wedgefield Road and Governor Johnson main drain under Wedgefield Road. Work will start approximately Wednesday, June 5, 2019. Road may be restricted to traffic for short periods of time during construction. Steel plates will be installed temporarily to maintain traffic flow. Please be cautious and courteous to workmen.
Water Amenities– BOAT LANDING- Boating season is upon us and the landing area is open and ready as of today. Please park in a manner that keeps the turnaround area open. Please be considerate of others. It is important we keep the area clean. Please take items needing to be disposed of with you. We do not have trash pick-up at the landing.
Valid parking stickers must be displayed on your windshield. Towing will be enforced.
The landing road has been resurfaced and is ready for the season. The road is really starting to pack and come in together.
Dock Maintenance– We have a bid from Johnny Altman for pressure washing and sealing both docks. I make a motion we approve this bid up to $1200.00. Motion seconded by Bob Garrison. All in favor. Motion carried.
Canal Committee– Dredging has been completed and equipment has been removed as of today.
David Carter Dredging and his crew did a fine job. We are well satisfied with the job they completed. All canals, whether or not lot owners contributed, have been dredged according to Army Corp of Engineers specifications. This will be reflected in the final survey by Earthworks and our dredging permit will be closed out by them.
Thank you to all who helped during this process and a special thanks to the WHOA Board for their cooperation. I feel the whole project has been a success.
Condo Liaison– No Report.
Roads– Adam Anderson reports, Sign Shark will be coming out to replace a damaged road sign.
I am waiting on a bid for major road projects from Carolina Paving and Coastal Asphalt. I hope to have bids in by next week.
Grounds-Larry McMillin reports, Now that the flowers are planted, it is time to address other issues which apply to all property owners. While doing yard clean-ups, no open burning of yard debris is permitted nor can these materials be placed on any vacant properties.
With increasing use of the golf course, please be careful of golf carts crossing our streets. As always, we have a great number of underage children operating carts and we must watch out for them as well.
If anyone sees a street light out, please report it to the office. Not the number on the light pole, and if no number is present, give the closest house number. It will then be flagged and reported to Santee Electric for repair.

Website Committee- Jacky Walton reports, Wedgefield Property Owners website is up and running with around 146 members. Please use this to help our community. There are a few security questions so we can verify that the person is a resident who is trying to join.
Old Business- Second reading on Policy Manual addition. Butch Williams makes a motion to add section 13 1.04, section 13 1.2.07, and appendix 13-1. Motion seconded by Bob McMahan. 2 opposed. Motion Carried.
New Business-
Public Comments– Bob Tyndall from Francis Parker Rd states that an empty lot where Francis Parker road comes into Wedgefield road the lot is grown up and it is hard to see around that curve. Wanted to know if we could do something about this.
He also stated that a kid on a golf cart ran out in front of him. Bob Garrison said to call the law if you see a child driving a golf cart.
Paul Graham from Governor Johnson Rd comments about pot holes near Chris Carroll’s house. At the end of Governor Johnson rd. where they are allowed to dump yard waste.
Larry McMillin let him know there is a spot that does not belong to us that we have no control over.
Golf Course Update– Business is picking up at the Golf Course. Tournament this weekend. Skins game 6/15/19. Pool is open. Stop by and eat at the Manor house. Bob McMahan asked Butch to get with Mitch about a stop sign for the golf carts next the road.
