WPA OPEN BOARD MEETING
NOVEMBER 17, 2016

Call to Order: Bob Garrison
Attendees: Inge Ebert, Keith Johnson, Peggy Phillips, Janine Cline, Bob Garrison, Adam Anderson, Larry McMillin
Absent: Jacky Walton and John Walton

Janine Cline made a motion to approve the Oct. 19 minutes. Discussion – Inge stated that the comment pertaining to the water issue under her report, should be reported under Drainage. Motion amended to show the change. Amended motion was seconded and carried.
Bob Garrison introduced a letter from the WPA attorney, Mr. Crosby, relating to the golf course the and introduction of the topic as “new business” at the Annual Meeting. The recommendation was not to include this action item on the agenda. The letter is on file in the office and it will be discussed at the annual meeting. The lenders are now the owners of the golf course.
New Business: Larry McMillin stated that the clean-up crew began working the day after the event. They have worked 7 days a week since. They will be finished on Nov. 18th. The final expense and tonnage report will be presented at the Dec. monthly meeting. At week 4 a logging subcontractor was hired to remove the heavy logs and clear the log at Wraggs Ferry pond. We will receive one more bill. The emergency clean-up reserve account is approx.. $34,000.00. We have exceeded that amount. Unfortunately, we cannot police all the private crews and residents who dumped additional material and added approx.. 20% to our total bill.
The master plan for clearing the roads is as follows:
Clear blocked roads – then the main roads – then the side roads. The chipper is used on the limbs first and then the heavy logs are removed. These items are to be dumped on separate piles so the work is not duplicated by the clean-up crew.
To date, $52,068.95 has been spent. Larry McMillin made a motion to approve $60,000.00 for clean-up (this$ 60,000.00 includes the $52,068.95 already spent). A second was made by Inge and the motion carried. Keith suggested that residents be educated on how to separated debris.
Peggy Phillips made a motion to move $30,000.00 from the reserve funds to operating capital. A second was made by Inge and motion carried. Another motion was made by Peggy to move $25,000.00 from the operating account to the reserve fund. There was a second and motion carried.
Janine Cline made a motion to accept Mary Sasso as Inspector of Elections. A second was made and the motion carried. A motion to donate $200.00 to the Georgetown Presbyterian Church for the Annual Meeting was made by Janine Cline. A second was made and the motion carried. A motion was made to approve Shirley Peterson and Nancy Johnson to the election committee. A second was made and the motion passed.
Resident Comments: It was mentioned that a tree was down on Duck Pond and an overgrown ditch needed attention. Larry said he would look into it.
Bob Garrison thanked Larry and his committee for help with the golf course clean-up. Three trees down by the road on Wedgefield will be cut up and ready for pick-up. He was very proud of the work so many residents had done.
Sam suggested petitioning the county to purchase the golf course, pool and tennis courts for the school sports programs. Karl Gettman stated that the website was not up to date and wanted info on the status of the golf course. Janine answered that with our ability to upload or download material to the website was so slow that a new provider was being considered and the problem would be resolved asap.
Bob Garrison thanked Janine and her election committee for getting the ballots out in a timely fashion, in spite of the computer hack, power outage, and loss of committee members.
