WPA MONTHLY MEETING MINUTES
September 15, 2020

Approval – Motion to approve August 18 2020 Minutes made by Larry McMillin, Motion seconded by Butch Williams, All in favor. Motion Carried.
Motion to approve July 28th Minutes made by Larry McMillin. Motion seconded by Jonathan Rutstein. All in favor. Motion carried.
Officer Reports
Presidents Report – Robert McMahan reports, Thanks everyone for coming out to the meeting. Bob said he has spoke to Adam and he needs more time before he comes out. Bob let him know that he was in our thoughts and prayers.
Bob McMahan makes a motion to send $100 to Gourdine Chapel in memory of Laura Anderson. Motion seconded by Jonathan Rutstein. All in favor. Motion carried.
Vice Presidents Report – No Report
Secretary’s Report– Larry McMillin reports, Tentatively, arrangements for the Annual Meeting are set. The residents’ list is being updated with the latest changes. The ballots will be primarily mail-ins, but those who choose may still vote at the meeting once they register.
Larry has secured the Manor House dining room and patio for the annual meeting. There will be social-distance seating inside for 55 residents, and any others will be seated outside with a sound system so all may hear the proceedings. The doors will open at 9 am with coffee and pastries being served. Registration will close at 10 am and the meeting will follow. It has been suggested that the reading of the 2019 minutes be omitted to save time but will be available online. Board Chairperson reports could also be reduced or eliminated if there are no new topics to discuss. After calling for nominations from the floor, and votes cast at the meeting are collected, the Election Committee will retire to the WPA office to tally the votes. The meeting will then be turned over to the membership for comments. Once the Election Committee has completed tallying the votes, they will rejoin the meeting and the results will be announced. It is likely the meeting will adjourn by 12:30 pm.
The Annual packets are expected to be mailed on October 2, 2020.
Treasurer’s Report– Peggy Phillips reports, As of August 31, 2020, our Operating Account with South State had a balance of $146,848.41. Our Debit Account with South Atlantic had a balance of $2,494 and the ARC Escrow Account with South Atlantic had a balance of $13,333.50.
As always, each month, all board members have been given an Updated Reserves form.
The Reserve Account balances were: South Atlantic $136,893.16, Edward Jones $272,476.08, TD Bank $58,304.63 for a total Reserves of $467,673.87. This reflects a $660 payment to Live Oak for sod, taken from the Canal Reserve.
Committee Reports
ARC– Tom Macedo reports, We have several ongoing new homes permits still open. Tom contacted the realtor in charge about a drainage issue and putting up a silt fence. Also let him know he needed to get to cleaning up the lots that are just sitting there. He said he would start cleaning it tomorrow. We have issued several permits for tree cutting, fences and shed.
Legal– Bob McMahan reports, The legal committee did meet and will be filing two judgements when we are able to do so at the Court House.
Finance– Peggy Phillips reports, At the August, 2020, Board Meeting each board member was given a Proposed 2021 Budget. The Finance Committee for 2020 consists of: Jacky Walton, Bob Garrison, Mark Hess, Bob McMahan, Gary Dreher, Jonathan Rutstein, Larry McMillin and Peggy Phillips. On September 8, 2020, we met with all Board member invited to discuss the budget. It was decided to make a few changes which are reflected in the updated Proposed 2021 Budget. Peggy Phillips makes a motion to approve the budget as updated to be included in the Annual Meeting Packet to be mailed to the membership. Motion seconded by Gary Dreher. All in favor. Motion Carried.
Peggy Phillips makes a motion per the Finance Committee’s recommendation that the annual assessments for 2021 remain at $525 per lot. Motion seconded by Jonathan Rutstein. All in favor. Motion Carried.
Communications– No report.
Community Liaison– No report
Welcome Committee– Butch Williams reports, There are a lot of houses being built. He did not have a total of new residents right not.
Drainage–Gary Dreher reports, We took a laser level out and measured the pipe at Joanna Gillard. The pipe that goes into the pond is 4 inches higher than it is on the other side. We have contacted the contractor who did the work and he is suppose to come and meet with us.
The elevations at Wedgefield Rd. need to be built. Ken Gaspari said we could cover the pipe up and let it feed into the catch basin to fix this problem. If we did this we would only need a couple of loads of dirt and a couple bags of concrete to make it look much better.
Water Amenities– No Report
Condo Liaison– No Report
Roads– Gary Dreher reports, We had a Roads committee meeting and discussed either permanent & Removable rubber speed humps. The permanent ones are $1500 each and the rubber ones are $500 each. We are looking to put one on Wragg’s Ferry where the cart crossing is to provide safety and the other on Wedgefield Rd. at cart crossing between hole 10 and 11 to slow people down at that turn. Other members believe there should be one right at the gate house. Signs for the speed humps are right at $30. Jonathan Rutstein makes a motion to approve up to $3,500 for 5 speed humps and signs. Motion seconded by Gary Dreher. All in favor. Motion Carried. Motion to be revisited in 6 months.
Gary Dreher said he received an email about potholes near the condos.
Grounds-Larry McMillin reports, The maintenance contract will be up for bid at the first of the year. The contract is to be discussed in January and approved at the February meeting to start in March. This contract is to include 2 visits to the spoil site. Bids should be solicited in December to have at the January Board Meeting.
The street light out at the condo’s has been reported a few times. They may not be able to find it. He is not sure. He may have to contact Joe Evans who helped get that light put in.

Public Comments– Mike Downs makes a comment about the 1st reading to section 3.4 in the Policy Manual to add that this change is due to the smaller lot size of those lots.
Mike Downs asks why are we placing the speed humps at golf cart crossings, when Mitch doesn’t even have stop signs at these crossings. Are there not better spots for these humps?
Gary Dreher lets Mike know that he is trying to figure out where they make better sense at.
Butch Williams said these 2 places are where residents have been complaining about speeders at.
Jim Hughes has been having a battle with the contractor working across from his house. He said he was told to take his complaints to Tom Macedo the head of ARC. He thanks Tom for what he has done. Jim also says the contractor has installed a pump into the ditch between his and his neighbor’s property saying he is violating the contractor rules. Jim asked if Tom would request him to take it out or direct it somewhere else.
Gary Dreher says the contractor is trying to dry out his lot.
Al DeMarchi said he had written a correspondence to the office with 3 issues. One being trees overhanging on Francis Parker Rd that Mark said he had not been told about when Al asked him. He says lot 458 construction crew should be required to re cut the swale along the road. He also says that Mr. Sweeney has been given more leeway than he deserves and that if a stop work order is not placed on his construction, the ARC committee has done a disservice to Wedgefield.
Larry McMillin wants the community to be reminded of how we all came together after 9/11. A lot of people don’t seem to care anymore. He passes a container around the room that is filled with ashes from the North Tower. It was found to contain asbestos, steel and organic material. After 9/11 people were worried and scared. Every year we put out the flags in remembrance, to remind everyone to take the time to remember what happened. Look at our country right now.
Our police forces are being persecuted. Its time to take our country back. Neena McMahan thanks Larry for putting this up for us each year to remember. Larry said we needed to thank Peggy for the banner that goes up, it is hers.
