Officer Reports

Presidents Report – Jacky Walton reports, No Report

Vice Presidents Report – Bob Garrison report, No Report.

Secretary’s Report– Larry McMillin reports, The preparation for the Annual election are progressing smoothly. The printing of the materials for the packets should begin later this week. As a reminder, there must be at least 1/3 of the eligible members cast their votes for the election to be held. At this time that number is 182!

I would like to discuss the possibility of a small pay raise for Michelle, our Office Clerk. She has been a good employee since March, 2018. Since Kathy Browy has asked to reduce hours, Michelle has assumed a portion of her workload. She now earns $13.50 per hour and I would like to increase that by 75 cents per hour. This would amount to an increase of $18.75 per week on average. She comes to work early, often stays later than requires, and is pleasant to work with. Larry McMillin makes a motion we approve this increase effective September 23, 2019.

Motion seconded by Adam Anderson. After discussion Larry amends this motion to increase Michelle’s payrate by $1.00 and hour. Motion seconded by Adam Anderson. All in favor. Motion carried.

Treasurer’s Report– Peggy Phillips reports, As of August 31, 2019, our Operating Account with South State had a balance of $147,797.26 Our Debit Account with South Atlantic had a balance of $2,500.00 and the ARC Escrow Account with South Atlantic had a balance of $12,050.00.

The Reserve Account balances were: South Atlantic $232,376.90, Edward Jones

$368,012.37, TD Bank $58,188.03 for a total reserve of $658,577.30.

Each Bard Member has been given an updated Reserves Report. As was agreed at the August Board Meeting, $25,000 was transferred from Operating to Reserves, and these are reflected in the report with $15,000 to Emergency and $10,000 per the percentages.

Committee Reports

ARC– Bob McMahan reports, There are 29 ongoing projects. We have not approved any new projects since the last meeting.

Legal- Bob Garrison reports, The Bylaw proposals that have been submitted are still under review by our attorney. The ones that are approved will be on the ballot for the Annual Meeting.

Finance– Peggy Phillips reports, At the August Board Meeting you were given a proposed budget for 2020. Peggy Phillips makes a motion to approve the budget to be included in the Annual Meeting Packet to be mailed to membership. Motion seconded by Bob Garrison. All in favor. Motion Carried.

Peggy Phillips makes a motion per the Finance Committee’s recommendation that the annual assessments for 2020 be $525.00 per lot. Motion seconded by Bob McMahan. All in favor.

Motion carried.

Communications– Steve Vasey reports, There are no upcoming events planned at this time.

Community Liaison– Adam Anderson reports, This month we have had a report of a drainage issue on Wragg’s Ferry Rd., A complaint that the Francis Parker circle was to small. Adam let her know that all the circles were about the same size and are small. We had a report about a real estate sign on 701 and a crime watch sign which needs to be replaced. We had an email about a home being sold on Haig Ct., A letter from a resident addressed to the ARC to do away with storm water drainage and an email about a coyote sighting. I advised them to contact the sheriff’s department concerning the coyotes.

Welcome Committee– Butch Williams reports, We are still welcoming new residents.

Drainage- Bob Garrison reads report from Al DeMarchi, The last remaining project is the Wedgefield Road project at Gov. Johnston. The contractor has been delayed due to problems created by Hurricane Dorian. The contractor has assured the WPA that the project will be complete by October 1, 2019.

Larry McMillin asked if the area on John Green Ln was a part of that project because there was a good bit of water after the storm there. Jacky Walton said he would look into it.

Water Amenities– John Walton reports, The landing road and docks survived Dorian with no damage. Flood tide was over the road, but caused no problems. The docks will need repairs in the future from boat damage. One board on a gangway needs to be replaced. The board is curling from our intense sun and heat.

We met with surveyor Wendel Powers on September 3, 2019 in regards to determining WPA ownership points on two bulkhead areas. This survey is needed to ascertain the exact amount of bulkhead owned by the community. Once the survey is complete, we will be able to procure bids for doing the repair work.

Condo Liaison– Steve Vasey reports, He has had multiple phone calls about the roads at the condos needing to be worked on. The residents at the condo’s are reminded that they should contact their Regime leader, then the Regime leader will contact Steve. Jacky Walton said the area it seems they are talking about is the responsibility of the Wedgefield Village Association.

Roads– Adam Anderson reports, The contract is finished and ready to be signed by the president and secretary. The speed limit sign that was damaged has been sent to Sign Shark. They are rather busy but said they would get to this as soon as possible.

Grounds-Larry McMillin reports, As of yesterday, the irrigation pump project approved last month was completed. Once the pump had been relocated, it failed to run any longer. The heavy thunder storm a few days earlier had filled the pump motor with debris, not allowing it to turn when activated, destroying the motor. The pump was removed and taken to a shop in Conway and a new motor installed at a cost of $343.97. At its new location, let’s hope this never happens again.

The storm cleanup is progressing methodically, street by street. There is much more debris to be removed than was originally expected. More help has been hired, and the efforts should move more quickly. Howard’s chipper has been put back in service, and the larger limbs will be removed more efficiently. We will use the compost site as much as possible, but it is nearly full. The clean-up is expected to be completed by October 4th.

Compliance– Butch Williams, lets the Board know that there is an updated policy manual section in their file.

Website Committee-

Old Business- We will be working on the September Wragg to go out in October. If you have anything you would like to go in The Wragg please get it to the office.

New Business– No report

Public Comments– Connie Downs asked who will be providing questions. Jean Hayman let her know some will be pre chosen questions in a jar. The residents will also be able to ask questions. Connie also asked if we could put the bylaw change proposals in the Wragg with an explanation. Jacky Walton let her know that the proposed changes were self-explanatory. Bob Garrison said he would put a legal report in the Wragg.

Gary Dreher asked Adam Anderson where the paving projects would be? Adam said they would be starting at the circlet here to the next street on the right, mill and repave circlet on Live Oak and John Green, Several places on Wragg’s Ferry and Retreat, entire roads of Governor Johnson and William Screven, the t at Patriot’s Court cul-de-sac, sink hole at Gov Johnston, King George and trees removed at William Screven.

Debbie Ferol raised a concern about flooding in the condo area. Jacky Walton and Bob Garrison said they would look into this.

Connie Downs asked if a decision had been made about the Goelet Court project. Bob Garrison let her know that we can not build a road per our bylaws and covenants. He let her know we would have it surveyed to find out what property is ours. Once we did that we would do the upkeep on our portion of the property.

Golf Course Update– Butch Williams reports, The Black River Band was at the Manor house last night. It was an awesome show. They are starting Prime Rib dinners on Friday nights. It gets pretty full so you may want to make a reservation.
