WPA MONTHLY MEETING MINUTES

September 17, 2024

 

Call to Order – Stan Earnhart

Attendance – Stan Earnhart, Marilyn Weitz, Cindy Fry, Jonathan Rutstein, Stephanie Hanson, Adam Hall, Gary Dreher, Inge Ebert, Marge Miller, Sharon McCallum Lackey.

Absent– Al Mosley, Bryan Lawrimore.

Officer Reports

Presidents Report – Sign at entrance is alive and well, Thank you Bryan. Corrections to July and August 2024 minutes approved. President’s letter. Fall festival cancelled. No chili cook- off. Committees need volunteers. Tree lighting will be December 1st. Jennifer Lawrimore volunteered for holiday décor committee. Communications budget has funds for décor. Volunteer Santa and Mrs. Clause needed. Seeking volunteer for compliance committee. Pumpkin decorating contest was pitched by Jennifer Lawrimore.

Vice Presidents Report – No report.

Secretary’s Report– Preparing Wragg and annual meeting packet, 11 candidates, sample ballot presented, discussion of ballot, budget, letter re-assessment increase.

Recommendation for election committee discussed, Stan moved to accept, passed all in favor.

Treasurer’s Report– Upcoming 2025 expenses from reserves include: Seven Seas Marina work $68k, Drainage projects $10-15k, Roads $165k, Marina and docks $12-15k, Drainage

$60k, Dredging $165k budgeted. Stan motion to roll over Bank of America CD, passed all in favor. Cindy motion to transfer funds from reserves to operating account for repairs, etc, motion amended to pay these bills from landscaping and roads budget, motion passed.

Cindy motion to accept 2023 financial documents as prepared by Kelly Moore, CPA, Stan seconds, passed all in favor.

Committee Reports

Nominating- Donna Boshears presenting for Eileen Kramer on Meet the Candidates Night format, date confirmation and live stream update. [Meeting was streamed on YouTube and is available for review @WedgefieldPlantationHOA]

ARC– 5 permits issued, 1 permit with a variance pending, 1 fine paid, certified letter sent to resident for noncompliance and fined, letter sent for overgrown vacant lots with timeframe, thank you to Al DeMarchi for all his help with Beverly and Century home builders.

Legal– 9 Items sent to Attorney Crosby. Public right to know re- financial disclosures, Road pipe damage update, bulkhead contract revisions, board powers to allocate funds to reserve projects, Spectrum administration, annual meeting ballot form and possible tie vote process, drainage access vis Eagle Corp, payment processing fee, Spectrum cutoff policy, communication with residents re- chickens.

Finance– Motion to add Inge Ebert to committee seconded by Stan, passed all in favor. 2025 Assessment increase coming, recommending $625 starting January 1st 2025 to replenish reserves, sidewalks, pool, park, etc. Motion to increase assessment by $100 seconded by Jonathan and Stephanie, discussion re- long term plans/committee. Jonathan motions amendment to raise to $150, vote called, motion passes with one no vote. Motion to accept 2025 budget, Stan seconds, passed, split decision.

Communications/Website- Website draft due from Surfside Web for next HOA meeting, still pursuing secure online payment portal using 3rd party for processing to Intuit QuickBooks.

Welcome Committee– 1 New family welcomed. $4500 left in budget, welcome packets are now at the HOA office for new residents. Motion to install 2 Little Free Libraries, asking for

$500 each, passed all in favor. Looking for placement suggestions from community.

Drainage- Committee has 3 action items, bids for swale, grate improvements and reset of T- pipe, still gathering bids, no motion for funds at this time. Finalizing maintenance plan for ditches. Reminder: fallen leaves are coming, please bag them and keep ditches clear.

Water Amenities– Bulkhead improvements under negotiation, canal dredge bids opened September 10th: C&M Dredging $1,221,721.00, Brunswick Dredging $706,000.00, Carter Dredging $431,200.00, Coastal Dredging $910,421.53.

Compliance/roads– Traffic is up in the neighborhood, please be careful on roads and respect posted speed limits.

Capital Improvement- New Spectrum financial slides posted and reviewed, new subscribers welcome, including renters. Cutoff policy being drafted for next meeting.

Old Business- Tabled second reading, no objections.

New Business– 1st reading of new Marina fee schedule, $50/year for passcard, Stan moves to accept, no objections.

Next Monthly Board Meeting– August 20, 2024

Adjourn – 8:52 PM, next meeting October 15th, 7pm at HOA office. Last meeting before Annual meeting.
